ATTACHMENT 1
YELLOWSTONE NATIONAL PARK
CANTEEN OFFICE WORKSTATIONS WITH INSTALLATION
SOLICITATION #140P1421Q0002
SPECIFICATIONS
The National Park Service in Yellowstone National Park requires Hon 10500 Private Office Workstation Office Products, brand name or equal.
Price shall include all components, installation, and clean up. Office shall be ready to use.
All measurements provided are estimates; it is the Offeror’s responsibility to determine exact dimensional requirements.
1. Quoted Price shall include the following:
· Chairs pictured in drawings are not part of this solicitation unless otherwise specified in the list of requirements.
· A mechanical sketch to include layout of office configurations quoted shall be provided with proposal.
· All office cubical cabinet drawers shall be lockable with one key. Each office cubical shall have a separate key code.
· Made in America (meeting product safety and VOC off venting emission requirements).
· Office furniture shall comply with the United States (furniture compliance requirement) https://cdn.ymaws.com/www.bifma.org/resource/resmgr/standards/furniture_guide.pdf.
· Level three certified to the ANSI/BIFMA e3 Furniture Sustainability Standard and SCS Indoor Advantage Gold certified for indoor air quality. Building program and the WELL Building Standard.
· United States Green Building Council: Furniture Option C standards for TVOCC, Formaldehyde, Total Aldehydes and 4-Phenylcyclohexene.
· ANSI/BIFMAx5.5 test expected lifetime of 10 years minimum.
· Office unit desk certified SCS indoor advantage and BIFMA level 3 FSC certified.
· US Occupational Safety & Health Admin (OSHA) standards for TVOCC, Formaldehyde, Total Aldehydes and 4-Phenylcyclohexene.
· Fiberglass percentage by weight 87%: Recycled content 32% PC 0% PI (minimum).
· Fabric percentage by weight 12%: Recycled content up to 100% PC 0 %PI (minimum).
· Recycle content (Post- Consumer 1%) (Pre-Consumer 81%) (minimum).
· Input for LEED CI MR 4.1 & 4.2 credits 40% post-consumer total recycled content 40%.
· Panel to Panel systems shall have a zero-creep factor.
2. Environmental Qualifications:
To meet sustainability standards set forth in Executive Order (EO) 13514 dated October 9, 2009, the Government has set a number of minimum sustainability standards. The following represents a summary of the sustainability requirements for the products under this request for quotations:
a) Product shall be manufactured using clean technology, including water-based adhesives, powder coating on metal, all of which are virtually VOC-free.
b) Product shall be Forest Stewardship Council (FSC) certified wood and/or composite wood. Contractor shall provide certifications that all wood products are FSC compliant and FSC certified materials are available from the product line(s) offered.
c) The furniture system shall be manufactured with some recycled material.
d) Clean technology powder coating shall be used on the system’s metal components, as well as the pedestals, files and overhead cabinets.
e) Low-mercury, high-efficiency lighting is used in the product.
f) Some materials used to construct the furniture system can be recycled after the product’s life.
g) The furniture system is designed to be cleaned with low environmental impact materials.
h) The clean technology used to construct furniture system results in negligible off gassing from the product.
i) Systems furniture has been tested and is GREENGUARD certified.
3. Manufacturer:
The same manufacturer shall be used for all items within a workstation or within an office to allow all workstation, desking/case goods finishes, veneers, colors and details to match (same manufacturer exception- seating and other freestanding furnishings). The drawings typical on specification sheets are for representational purposes of customer’s preference of design intent and style. Manufacturer variances apply to all dimensions provided on workstation specifications and private office specifications.
4. Materials:
Upholstery Fabric: Upholstery fabric shall be installed in the same direction with pattern matched and aligned. (All fabric or leather offered shall be mid-grade unless otherwise specified.)
Locks: Locks provided are to be keyed alike within each workstation or office separately from other workstations or offices. Key each group of files alike, separately from other groups of files, but with master keying. Provide keying schedule and master keys to Government's representative at the time of acceptance by the COR. All locks shall be removable core supporting the ability to remove or replace lock plugs as necessary in the field.
5. Fabrication:
General: Methods of manufacturing, fabrication and installation of General Furnishings and structural components thereof shall meet industry's highest standards. General Furnishings shall have proper support, stability and fault-free performance.
Nameplates: Do not place manufacturer's nameplates, stamped or printed markings on exposed surfaces.

6. Electrical locations:
· Grommets to route and hide communication and electrical cords.
· Power and data shall be able to enter the system from floor at the base or from the wall at the base without the use of power poles.
· Power and data shall be supplied to free-standing workstations via overhead channel from nearby panel units.
· Power and data receptacles shall have the ability to be located in the base of the panel and or at the beltway or above the worksurface height.
· It is preferred that power and data shall run from panel to panel above and below the worksurface height.
· All panels shall have the ability to run power and cabling approximately every 6-12” vertically within the panel as well as through the segmented or stack-on panels.
· All panels shall accommodate the vertical routing of power and cables within the panel bringing power to the workstation as well as passing through to a different workstation. This described routing shall be available for all panel widths from 24” to 60”.
· Identification of all circuits shall be printed on the face of each receptacle. The dedicated circuit receptacles shall be uniquely identified as either orange or red in color.
· Panels shall have vertical wire pathways that shall allow cables to be routed internally from the top way to either the beltway or base raceway without use of external cable managers. The vertical wire path shall accommodate 15 category 5 cables.
· Panels shall have the ability to route electrical and data cables horizontally at beltway without having to be fished from the top way or the base raceway.
· A three-circuit, UL listed system, with 20 amps per 120V circuit minimum is required where panels are specified as powered. Varying electrical loads may be carried on each circuit of the three-circuit system without the need to balance the electrical loads. One of the three circuits shall have an isolated ground and shall be identified by color as orange or red. The outlets can be located either in a raceway at the floor level or just below the work surface level. This shall serve up to four users.
· The contractor shall provide the necessary quantity of electrical connecting devices from the powered base of the furniture. The COR will provide the hard wire connection from this device to the building electrical system. The hard wire connection shall originate from the floor or walls. There shall be no power poles.
· Power shall be capable of being easily field added, without dismantling the system. The addition of power shall not increase the height of the panels.
· Panels shall be capable to accommodate communication cables with the 3-circuit system in place. Typically, the workspace shall provide three (3) 120 V duplex electrical outlets with one dedicated. Power-in feeds shall not require entry into a special electrical panel. All electrical panels, with the exception of panels smaller than two feet wide and curved, shall be capable of accepting the power-in feed. All electrical panels shall be powered by use of a base- feed module.
· Beltway configuration access at desk height level shall provide both duplex receptacle and data port access. Cable capacity shall be 15 category 5 cables with power conduit and 30 category five cables without conduit. *See attached specifications for cable capacity.
· Beltway panels shall allow for one individual panel or a run of beltway panels to be installed. In addition to the beltway option, the panel shall have the ability to locate "floating" data- port and vertical electrical ports. These ports shall be able to be field installed.
· Duplex outlets shall be available in back to back configuration.
· The contractor shall be able to provide electrical in-feed (whip) for quoted electrical system.
· The length of flexible conduit shall be per the manufacturer’s specification for a 6’-0” whip.
· If conditions require the conductors to be extended, they shall be extended an additional 15’-0” on the power side of the cable (approximately 21’-0” total wire). The whip’s connector to the furniture shall be per the manufacturer’s specifications. If a 21’-0” whip is available as standard in the contractor’s catalog, a description, part number and price sheet shall be available. Maximum whip length is 168” or 14’.
· The Contactor may propose an alternate solution to the 21’-0” whip, subject to approval by the Government. All alternate proposals shall meet all applicable electrical codes.
7. Keyboard Trays
All workstations and private offices (except where stand-alone desks are specified) shall be able to support and enable one articulating keyboard / tray.
· The articulating keyboard/tray shall be fully adjustable, sit to stand height adjustable unit.
· The articulating keyboard/tray shall be large enough to accommodate a keyboard and the mouse platform. The articulating keyboard/tray shall accommodate the mouse platform on both the right and left sides of the tray.
8. Panel Doors:
· A full height solid door shall be available at 78”-81”.
· Door shall be 36-inch-wide inward swinging doors.
· All doors and door hardware shall be ADA compliant.
· Doorstops shall be available.
· All swing doors shall lock. All locks shall be located in the lever handle.
· All doors shall be available in wood and frosted glass options. Fabric doors are not acceptable.
· Door handing and swing shall be as shown on drawings.
· The horizontal reveal section between tiles is 3/16”.
· The vertical reveal section to a trim piece is 1⁄4”, and 1⁄2” in a straight panel-to-panel connection, which allows use of the slotted channels within the frame. Secure Fit Tool Tiles, Hard Surface, Painted Metal, Pass-Thru and Plains tiles.
· Tiles can be placed in interchangeable positions up and down a panel frame.
· The removal of surfaces shall be accomplished without necessitating tearing down of the panel run.
· Panel skins shall not be location specific meaning they can be placed anywhere along the panel frame and can be easily changed as needs change
· Tiles shall match frame width.
· Tackable skins shall be available.
· Skins/tiles shall be available as monolithic and segmented on panel frame.
9. Work Surfaces:
Standard work surface shall have all exposed sides finished (no existing flake board or MDF board exposed).
· Worksurfaces, and laminate drawer fronts when laminate drawer fronts are specified
· Grain direction (if applicable) on all worksurfaces runs horizontal.
· Undersides of work surfaces shall be pre-drilled to accept panel-hung and freestanding supports. Metal screws may be used.
· Core material to be 45lb. density, furniture grade particleboard 1 1/4" - 1 3/4” thick
· Work surfaces shall be available with laminate only.
· Standard PVC edges are acceptable on plastic laminate covered pieces.
· Laminate worksurface with tapered edge, soft plastic edge creating a clean protective finish. Self-edge is not preferred.
· Worksurfaces cut-in-the-field to accommodate unforeseen conditions shall have field applied finish.
· Worksurface standard depths shall be available in 24", 30", and 36". Lengths shall be available from 24" to 96"; except for 36"depth.
· Worksurfaces shall be available in the following shapes: Rectangular, rectilinear corner, curvilinear corner, curvilinear wave end, "L" shaped corner surfaces, split-top, half-round, "D" and "P" Shape peninsula, "Blended "D", trapezoidal, conference ends and transaction counter tops.
· Work surfaces shall be flush to panels and grommeted for communication and electrical cords every 3 feet. The grommet opening shall be a minimum of three inches in diameter to receive a three prong power plug to pass through from the top of the worksurface to the outlets located in the base without removing the component or damaging the worksurface, plug or panel finish. The recessed edge shall allow a three- prong power plug to pass between the worksurface and panel finish without removing either component or damaging the worksurface, plug or panel finish. Provide grommets or recessed edges at each end of every worksurface 49” or longer and at the center of every worksurface 48” or shorter.
10. Drawer pedestals for workstations:
· Drawer pedestals under work surfaces shall be of steel frame construction, powder coated in the same color as panel frame and trim.
· Drawer pedestals shall be available in both 2 and 3 drawer configurations.
· Drawer fronts may be of metal, wood, or laminate to match work surfaces or panel trim
· Drawer pulls / handles shall be ADA/ABA compliant
11. Wardrobe cabinets:
· Wardrobes shall be of Natural Maple D
· Wardrobe shall include a full-height locker on one side and a combination of drawers below and a cabinet above on the other side
· Specify max and min dimensions? Dimensions are 24x24, and 50 or 65 high

12. Bookcases:
· Dimensions? 36” wide Laminate available 29,43,57,71 high. 34” wide Steel available 29,41,59,71,81

13. Free-standing desks:
· Free-standing desks shall be provided in individual offices and for four (4) of eight (8) workstations in the Main Canteen large room as shown in drawings.
· Desks shall be 30” x 60” with two drawer pedestals – one pedestal shall include 2 file drawers, and the other shall include one file drawer on the bottom and 2 smaller drawers on top.
· Desks shall include a pull-out center keyboard tray.
· Desks shall be of solid wood frame with wood or laminate Harvest Maple C surfaces.
· See Fabrication above for color specifications.
14. Panels:
Panels shall include aluminum panel top caps and base rail covers constructed of steel. Frames shall incorporate a slotted channel designed to attach work surfaces, paper management, and other accessory items. Slots are located in 1” increments providing adjustable paper management options to personalize work areas. There shall be two leveling glides per panel which provide 2-3/4” of adjustment. These glides shall be easily accessible from the bottom of the frame 80” panel frames consist of a 15” stacking frame over a 65” panel frame.
15. Stacking Panels:
Stacking panels shall have the ability to stack above panel up to 80” with load bearing capabilities. The top cap and all bracketry from the standard panel shall be removed and placed on the stacking panel in the final configuration.
16. Conference Tables, Plastic Laminate with Wood Edge:
· Tabletop thickness: 1.125” (can vary + .125”) thick particleboard with laminate face and underside.
· Table edge: finished with .11/8” thick T-mold or edge band or solid wood edge (Edge thickness can vary slightly).
· The table shall have stationary bases or stationary legs.
· Provided ganging on all sides for flexibility.
· Table shapes, sizes and bases vary and are defined on the typical sizes.
· Tabletop heights shall be ADA compliant. Conference tabletops shall be fixed height.
· All finishes shall be quoted as plastic laminate with wood edge. Vendors shall provide samples and edge options with quote.
17. Lay-in Cable Capacity:
The base pathway shall accept up to 32 Cat 5 cables, or 24 Cat 6 cables at the recommended 60% fill. If the base pathway also contains the electrical system, the cable capacity shall be reduced to 19 Cat 5 and 15 Cat 6 cables.

· All products, work and installation drawings and documents shall meet any and all federal, state, local jurisdictions and governing authorities including but not limited to codes, laws, ordinances, and regulations applicable to this project including the Americans with Disabilities Act (ADA) and/or FED-STD 795. It shall be the responsibility of the contractor to ensure that applicable regulations and codes are followed.
18. Open Office lower level drawing number 1:
· 19 feet 5 inches x 20 feet x 2 inches
· 4 each equally spaced office cubicles separated by cubical walls and doors see attached drawings
· Office cubicles Ho include electrical outlets, power strips and data cables.
19. Administration office Drawing number 2 and 3:
· Office number 2 = 14 feet 2 inches x 15 feet 3inches.
· Office number 3= 13 feet 10 inches x 14 feet 7 inches.
· 2 each equally spaced office cubicles see attached drawings
· Office cubicles shall include electrical outlets, power strips and data cables.
20. Main Canteen large room requirements drawing number 4:
· 32 feet x 76 feet.3 inches
· 1 storage area defined by panels on three sides and attached to north wall, with in-swing door.
· 4 equally sized office cubicles with panel walls and in-swing doors, and all free-standing furniture in these offices.
· 1 larger supervisor cubicle (in the SE corner) utilizing two existing outside walls of the room, with all free-standing furniture.
· 2 stand-up workstations between the supervisor office and two office cubicles utilizing worksurfaces attached to neighboring panel walls.
· 2 desk-height workstations attached to panel island in the center of the room
· 2 free standing desks on the north wall, opposite the island work stations
· 2 free standing desks behind a panel wall in the SW corner of the room
· 24” deep, standing height worksurfaces on the storeroom wall next to the conference table
· 2 worktables in the existing “flexspace” office
· Office cubicles shall include electrical outlets, power strips and data cables.

21. Delivery and Installation Services:
a) The contractor shall coordinate all deliveries and installation schedules with the Contracting Officer Representative (COR). For all phases of any project specific furniture procurement, the contractor shall be responsible for managing the delivery and installation of the product on schedule.
b) Installation: General duties and requirements to be fulfilled by the contractor are as follows:
· The contractor shall provide full-time on-site management, coordination, and technical assistance. Complete installation of all furnishings shall be done in accordance with the COR-approved manufacturer specific drawings and specifications.
· For any missing or damaged products, the appropriate products shall be replaced within a 4 (four) week period. All warranties shall always be honored.
· The contractor shall reimburse the The National Park Service for costs associated with damage caused by the installers and any repairs due to the installation effort.
· The contractor shall be responsible for any damage to the building which occurs during delivery and installation. It is incumbent upon the selected contractor to identify any existing damage to the building by means of a pre-installation and delivery walkthrough, and daily submissions of checklists to the designated COR on site. Proper measures (protective runner, pads, etc.) shall be utilized by the selected contractor to protect the building (elevator, walls, floors etc.).
22. Recycling and Trash Removal:
· Clean up and Disposal of Waste Materials:
The contractor shall clean up and dispose of waste materials or trash in accordance with this paragraph and full applicable federal, state, and local regulations, standards, codes and laws.
The selected contractor shall always keep the job site clean, including staging and storage areas used by the contractor, free from accumulations of waste material or trash. This material shall be removed daily as to deter accumulation of debris. Prior to completion of the work, the selected contractor shall remove from the vicinity of the work, all shipping containers, packing, trash, unused materials and other like material, belonging to the selected contractor or used under the selected contractor 's direction.
· Disposal of Waste Material:
Waste material shall be disposed of by removal from job site. Waste materials removed from the job site shall be disposed of in accordance with the above paragraph. The selected contractor shall make any necessary arrangements with private parties and with local jurisdictions pertinent to locations and regulations of such disposal. Any fees or charges to be paid for disposal of materials shall be paid by the contractor. It is the contractor’s option to furnish a dumpster on site to contain their debris. This dumpster shall be emptied regularly, and location of the dumpster shall be coordinated with the COR representative.
The contractor shall dispose of recyclables, trash, and packing materials away from the installation site. For example, no recyclables, trash, or packing materials shall be disposed of or discarded in facility-provided recycling or trash containers or dumpsters.
· Project close-out:
The contractor shall be responsible for a successful closeout and maintain an ongoing punch list that consists of any items damaged, incorrectly installed, and/or missing product. One punch list order per phase by manufacturer shall be completed at the end of each phase. Once all punch list items have been resolved, a post-installation walk through shall be conducted with the COR or an assigned representative to finalize the installation phase. The COR will sign off on the installation phase, approving and accepting all the work and services under the contract if it is determined that the work is following the specifications.
23. Place of Performance
1) Canteen Buildng: 3 Canteen Lane, Mammoth Hot Springs, Wyoming 82190
2) Administration Building: 4 Barrack Street, Mammoth Hot Springs, Wyoming 82190
The contractor shall provide services between the hours of 7:30AM- 5:00PM Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.
24. Work site conditions for install
Outside temperature may fall well below zero with snow and icy conditions.
25. Period of Performance
60 days after award.
26. Warranty:
· Full Lifetime Warranty:
A Full Lifetime Warranty shall be included on desks, workstations, seating, tables, and storage, and shall be free from defective material or workmanship for the life of the product. Products shall be repaired or replaced with comparable product free of charge. Product lines, materials, and components shall be covered by the Full Lifetime Warranty except for the items described below. Installer shall provide onsite technical repairs within 48 hours of notification for electrical and data system wiring issues within the warranty period at no additional cost to the Government.
