About this file
This is a Market Research File (MFR) template for limiting competition under the Simplified Acquisition Threshold (SAT) for actions over the micro-purchase threshold ($10K). The form is used by the U.S. Army Contracting Command - Rock Island for FAR Part 8, 13, or 16 acquisitions, including brand name purchases.
The template provides sections for documenting the contracting activity, description of action (including contract vehicle type, pricing structure, and funding source), description of services/supplies, authority citations, justification reasoning, publicizing requirements, market research details, and approval signatures. It requires detailed explanations for sole source or brand name restrictions, including unique capabilities justification, market research findings, and potential mission impacts if not approved. The form also includes specific posting requirements for brand name restrictions based on dollar thresholds ($25K and $30K) and requires PCO approval with subsequent submission to CONOPS for redaction prior to posting.

TB Reason for authority: Trane Heating Ventilation and Conditioning (HVAC) Systems, Blue Grass Army Depot (BGAD) needs to purchase Trane HVAC systems because most of the existing systems at BGAD approximately 80% are Trane Systems. In order to reduce complexity for repairs, increase spare parts compatibility, increase compatibility with existing duct systems and existing concrete pads BGAD is looking to establish a Purchase Order, GSA Contract and/or a Blanket Purchase Agreement (BPA) for multiple models of Trane HVAC Systems. The Depot's existing 2 HVAC installers are most familiar with Trane HVAC systems which will drive efficiencies from the standpoint of both repairs and installations.

TB Market Research: A comprehensive market research process was conducted to evaluate the most suitable HVAC systems to meet our specific needs. After detailed analysis, we identified Trane HVAC systems as the optimal solution and compatibility with our requirements. Extensive online research was conducted, focusing on the three specific models under consideration and price comparisons. In November 2024 we obtained several quotes from authorized Trane dealers, to further understand market prices and service terms. We engaged with the local Trane Dealer, to gain insights into product availability and lead time.
TB Approval: Based upon conducting a thorough price analysis across multiple sources and market research. All market research quotes reflected consistent pricing, indicating a competitive and standard rate across the market for the three targeted specific units. In addition we considered long term operational savings that Trane HVACs systems offer due to their energy efficiency and durability.
Procurement history of previous purchases of same/similar equipment needed which met technical specifications. Certified cost or pricing data is not required per FAR 15.43-1(b)(3).
