SUBMISSION REQUIREMENTS

2.5 Non-Cost Proposal Submission Requirements are located in Special Terms and Conditions (Sections 6.1 - 6.3). Each section should be clearly labeled with the corresponding RFP section name and number.

3.0 EVALUATION

3.1 Organization and Completeness of Proposal - Vendor’s proposal must provide straightforward, concise proof of the capabilities to satisfy RFP requirements. For ease of review, responses must be organized in the same order as the RFP or as stipulated in the RFP. Each section should be clearly labeled with the corresponding RFP section name and number. Any additional documents provided by the vendor must also be clearly labeled with the corresponding RFP section name and number. All requested information must be included, and all forms must be completed in their entirety. (All spaces must be completed on all requested documentation.) Any proposals that do not include all required information may be considered non-responsive and disqualified.

3.2 Evaluation Procedures – Review of Proposals - A committee comprised of representatives from Maintenance Services and Procurement Services will evaluate the proposal responses based on qualifications, relevant experience, the responsiveness of proposers, as well as cost. Cost will not be the sole determining factor in the award.

Each proposal will be reviewed for completeness to ensure that all mandatory requirements are addressed satisfactorily. The committee may request additional clarification/information from the responding vendor(s).

The committee will evaluate the quality and completeness of each response as it addresses each requirement of the RFP. All non-cost-related areas of the response are evaluated during this phase. A list of areas being reviewed for this specific RFP, along with the associated point values is included in the Evaluation Criteria below. The committee may in its sole discretion and in the course of the evaluation, request presentation(s)/demonstration(s) with one or more selected vendors. Responses must satisfactorily meet non-cost requirements before the cost is evaluated.

3.3 A determination of the competitive range may be made during the evaluation process.

Vendors not in the competitive range of being selected for an award shall be eliminated from further discussion.

3.4 During the evaluation phase, discussions may be conducted with vendors who submit proposals determined to be reasonably likely to be selected for award. These discussions are for the purpose of negotiations, clarification, and to ensure a full understanding of and responsiveness to the solicitation requirements. Vendors who are determined to be in the competitive range will be accorded fair and equal treatment with respect to an opportunity for discussion and revision of proposals. Procurement Services may permit revisions, after submission and prior to award, to obtain the best

1.0 PURPOSE

The Cobb County School District (CCSD) is soliciting proposals from qualified vendors to provide inspections, flow testing, repairs, and maintenance for CCSD owned fire hydrants, and all required inspection reports.

1.1 OWNER’S REPRESENTATIVE

Supervision and monitoring of the contract's performance will be performed by CCSD’s representative, John Robert Brannen, of Maintenance Services, or his designee.

2.0 BACKGROUND

The CCSD is the second-largest school system in Georgia and the 23rd largest in the nation. It serves 105,738 students in 112 school sites and multiple central office administration facilities.

The district has approximately 450 fire hydrants that require annual inspections, testing, repairs, and maintenance. The estimated annual expenditure is $135,000.00.

3.0 SCOPE OF WORK

3.1 ANNUAL INSPECTIONS

Vendor shall include a written report documenting the condition and operation of each hydrant, including, but not limited to: exterior components (paint, chains, caps, hose nozzles, and pumper nozzle); safety and visibility features (reflective tape, hydrant identification tag (ID) number or map reference); mechanical components (top nut, stems, packing, O-rings, valve, and valve seat); operational performance (drainage, leak check, and condition of water); installation characteristics (nozzle height relative to grade); and site conditions (hydrant accessibility).

3.2 ROUTINE MAINTENANCE

Vendor must perform routine maintenance services, which shall include, but are not limited to the following:

3.2.1 Lubrication of the operating nut and upper rod using food-grade lubricant.

3.2.2 Greasing of cap threads.

3.2.4 Opening and closing the main hydrant valve and flushing the hydrant to ensure proper operation and flow.

3.2.5 Seal testing to ensure the hydrant does not leak under system static pressure.

3.2.6 Locating isolation valve boxes and ensuring they are visible, accessible, and properly maintained. Valve boxes shall be raised, lowered, cleaned, or replaced as needed.

3.2.7 Painting of hydrants. Vendor must use only paint approved by the Authority Having Jurisdiction (AHJ).

3.3.2 All schools located within the City of Smyrna, under the City of Smyrna Fire Marshal’s jurisdiction, shall be tested annually.

3.3.3 Locations not within the City of Smyrna Fire Marshal’s jurisdiction shall require flow testing once every three (3) years. These schools are on a rotating schedule.

Approximately 1/3 of schools are tested each year so that, within any three (3) year period, all schools have a flow test report.

3.3.4 A test report shall be submitted to CCSD using the Cobb County Fire Department’s modified “Flow Test Report” form, as referenced in the American Water Works Association (AWWA) M17 Manual.

3.3.5 Vendor must call the CCSD Monitoring Center and put the fire alarm system in “test” mode before performing any work on a system that could potentially trigger an alarm.

3.4 REPAIR WORK

3.4.1 Vendor shall bring each fire hydrant into compliance with applicable state and local codes by repairing any defects or damage to hydrants found during routine inspection, including leak repair, replacement of missing or broken parts, restricted operation, corrosion, and other noted defects.

required.

3.4.3 If CCSD Maintenance staff discovers a fire hydrant leaking from any part (nozzle, weep holes, gasket, O-ring, etc.), the hydrant must be promptly repaired.

3.4.4 During any water main shutdown requiring repairs or replacements on a system utilizing a domestic/fire master meter, the vendor shall coordinate scheduling with the CCSD Maintenance Supervisor and the affected school to ensure the work is performed at a time that prevents disruption of domestic water service during school occupancy.

3.4.5 Fire hydrant repairs required by the Fire Department or Fire Marshal, as well as those identified during inspections, shall be completed at no additional cost to

CCSD.

3.5 EXCLUSIONS

Damage to a fire hydrant caused by external impact (e.g., vehicle, tractor, or equipment collision) resulting in failure of the “safety flange” shall not be the responsibility of the vendor, and any repair or replacement costs associated with such damage shall be handled by CCSD. This exclusion shall not apply to valve boxes, which remain the responsibility of the vendor under this contract.

3.6 INVOICING

3.6.1 A representative from the CCSD Maintenance Department shall evaluate the work for quality, completeness, timeliness, and proper cleanup before invoices are submitted for payment.

3.5.1 Invoices received before the last business day of the month will be processed for payment by the last business day of the first week of the following month.

Payments for inspections and reporting will be controlled by processing 40% of the total contract amount to be paid by July 31st, 40% to be paid by August 31st, and, if all reports have been received, the remaining 20% to be paid by January 31st.

4.4 Vendor employees and subcontractors must wear a picture ID on the exterior of their attire for easy identification.

5.0 GENERAL REQUIREMENTS

5.1 The vendor acknowledges and agrees that any business license, professional license, and registration shall remain current for the duration of the contract term, and such documents are a material term to any resulting contract.

5.2 The vendor shall be required to maintain all bonds, permits, pay all license fees and taxes, etc., related to the work.

5.3 Disposal of all debris must be in a manner required by federal, state, and county regulations/laws.

5.4 Damage by Vendor: Vendor(s) shall assume full responsibility and be held liable for any damage or claim done by the vendor’s personnel or subcontractors to any part of the school grounds, building, equipment, furniture, fixtures, landscaping, or any other items owned by the CCSD and shall be repaired or replaced at no cost to the CCSD.
