Barnstable County seeks proposals from qualified consulting firms to develop a comprehensive and defensible
Indirect Cost Rate Study and External Service Rate Model. The purpose of this engagement is to:
1. Establish federal grant–compatible indirect cost rates for internal operations to support accurate allocation of administrative, facility, and central service costs across County departments, programs, and enterprise activities.
2. Establish fully burdened external service rates for County services provided to the fifteen municipalities on Cape Cod and other external partners. Rates must reflect direct, indirect, administrative, and overhead components in accordance with applicable cost principles and industry standards.
The resulting rate models will be used to improve financial transparency, support appropriate billing, ensure equity in municipal charges, and strengthen long-term fiscal planning.
The County’s departmental and divisional structure is included in Appendix 1.
The applicability of the federal indirect, internal indirect and external cost rates is illustrated below.
