About this file
This is a Notice of Intent to Award a Sole Source contract issued by Lubbock Power & Light (LP&L), a Texas municipal utility, for the procurement of a scale model transformer training lab. The equipment will provide hands-on training for apprentice and journeyman linemen to improve competency in transformer operation, troubleshooting, and safety practices. The training lab will enable simulation of real-world conditions in a controlled environment to reduce field risk and enhance system reliability. Three Phase Innovations LLC has been identified as the sole source provider. Interested parties must submit written responses including their name, address, point of contact, telephone number, and details of scale model transformer training equipment and models offered by October 30, 2026, at 2:00 p.m. CST through the Lubbock Power & Light Bonfire portal. Responses must be addressed to Felix Orta, Purchasing Manager, Electric Utilities, Lubbock Power & Light, 1314 Ave K - 5th Floor, Lubbock, Texas 79401.
The estimated contract amount is $151,375.00. Three Phase Innovations has been selected as the sole source provider because it offers the only transformer training simulator with a proprietary fault current reactor and three-phase breaker box that allows safe operation, fault detection, and instructor control of energizing and de-energizing conditions, along with the capability to produce realistic secondary voltages encountered in field conditions within an indoor training model. No comparable system with these capabilities is offered by other manufacturers. Additionally, the product must be purchased directly from Three Phase Innovations, as the company does not utilize distributors and serves as the sole provider of all parts, service, and support. Prospective respondents must demonstrate a minimum of three years of experience in selling similar products; start-up companies will not be considered.
