About this file
This Limited-Sources Justification document details a sole-source procurement by U.S. Citizenship and Immigration Services (USCIS) for Quadient Inspire and Address Information Management System (AIMS) Software. The agency intends to award a firm-fixed price delivery order under the General Services Administration Federal Supply Schedule for software licenses from Quadient Inc., located in Milford, CT. The procurement covers Quadient Inspire software licenses and related services for mail management systems at Western Forms Center in Montclair, California, Eastern Forms Center in Williston, Vermont, and Corbin Production Facility in Kentucky.
The justification emphasizes that Quadient's software is proprietary, uniquely designed for the agency's existing document and mail automation needs, and the only solution confirmed to integrate with their current mail management systems. Market research conducted by USCIS indicates no alternative vendors can provide the specialized software without significant reengineering costs and potential system compatibility issues. The contract includes a base year and two option years, with various line items for software licenses, professional services, maintenance support, and on-site assistance. The total contract value is redacted, but the procurement is being made to ensure continuous and efficient mail distribution operations for the agency.

Limited-Sources Justification, Exceeding the SAT, Inspire and Address Information Management System (AIMS) Software Justification Log Number:
Should the mail management system go offline because there is not a system in place, it would result in delays to mail distribution for the agency.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined the proposed order for Inspire and Address Information Management System (AIMS) Software represents the best value and will result in the lowest overall cost, considering price, administrative costs, re-engineering costs and other high-level priorities set by the agency. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.”
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted among schedule holders, vendor outreach and various other methods, including internet searches and discussions. The results of the market research indicate that Quadient, Inc is the only source capable of providing the unique and highly specialized software required at the level of quality required. Any alternative solution involves significant reengineering costs and time consumed.
Alternative solutions could lead to risks of system outages and operational incompatibilities requiring a large trouble shooting investment.
Due to the unique and highly specialized nature of the Inspire and AIMS software, the significant reengineering costs, and the short time frames involved, Quadient, Inc. is the only solution capable of satisfying the government’s requirements at the level of quality required at this time. The market research indicates that no other vendor could provide similar services as Quadient, Inc. Even if other companies could provide all of the unique/highly specialized software and services, which they cannot, re-configuration to utilize a different provider would require re-engineering costs, delays, severe mission impacts, etc. The use of other products, requiring significant reengineering, could result in interoperability, incompatibility, and/or interface issues that would prevent the system’s support team from providing efficient and effective customer support.
7. Any other facts supporting the limited-sources justification.
There are no additional facts supporting the justification.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.
The current mailer systems were procured in Fiscal Year (FY) 2024 under order# 70SBUR24F00000202 with the current life cycle for this equipment being 5 years.
Significant reengineering costs would be required if USCIS were to change the mail management system.
Barriers to competition may be removed or overcome once USCIS has a requirement to replace Quadient printing and inserting equipment. USCIS consistently conducts market research into new and emerging technologies to learn about commercially available products that can meet its requirements more effectively
