About this file

This is a Notice of Intent to Sole Source from the City of Palm Bay, Florida, Procurement Department for the purchase of Reef Arches for the Parks and Facilities Department. The procurement specifically identifies Ferguson Waterworks as the intended vendor for supply of 1200-pound Reef Arches and Connector Plates with freight included. The equipment is designated for the Ted Moorhead Lagoon House Shoreline Preservation/Mitigation project, which involves patented, honeycomb arch-shaped structures designed to restore shorelines, enhance habitat, and support ecosystem development by recruiting sediment and reducing wave energy. Vendors who believe they can meet or exceed the stated requirements must submit technical data to support their position through the Bonfire platform no later than 5:00 P.M. on February 6, 2026. Responses received will be evaluated solely to determine whether to proceed with competitive procurement rather than sole source award.

No pricing information, contract term, renewal options, or specific funding source details are provided in this Notice of Intent. The document indicates that responses will be used to assess whether bona fide competition exists for the requested equipment, and an award determination will be made following the response deadline. The City reserves the right to conduct a competitive procurement process if sufficient alternative vendors demonstrate capability to meet or exceed the technical requirements.
