About this file
The document is a detailed Excel budget instruction manual for the City of Albuquerque/Bernalillo County Area Agency on Aging, specifically for a Services for Older Adults and Caregivers contract opportunity for fiscal year 2027 beginning July 1, 2026. The instructions cover six appendices (APP #2 through #6) providing comprehensive guidance for budget preparation, including expense summaries, revenue reporting, personnel cost details, operating expenses, and projected funding drawdown schedules. An optional pre-proposal virtual Zoom meeting is scheduled for Wednesday, October 8, 2025, from 9:30 to 11:00 a.m.
The budget instructions emphasize detailed financial reporting requirements, with specific guidelines for allocating costs, calculating percentages, and documenting funding sources. The contract will be funded through federal Older Americans Act funds, state funds, and local funds, targeting services for persons age 60 and over throughout Bernalillo County. Bidders must provide meticulous documentation of personnel costs, operating expenses, direct and indirect costs, and demonstrate how proposed reimbursement rates align with program activities and outcomes. The instructions require transparent cost allocation, with mandates to explain the basis for cost calculations and provide supporting documentation for indirect cost rates or allocation plans.
