This Request for Proposals (RFP) is issued by Harford County, Maryland Department of Procurement to solicit technical and cost proposals for countywide janitorial services at various county-owned and operated properties. The solicitation seeks qualified contractors to provide janitorial services across multiple service districts with varying service requirements, including standard cleaning, expanded services at Parks and Recreation facilities, and contingent services such as floor stripping/waxing, carpet shampooing, and window cleaning. A pre-proposal meeting is scheduled for November 19, 2026 at 1:00 PM EST at Facilities & Operations Building in Bel Air, Maryland. Questions must be submitted by December 11, 2026 at 1:00 PM EST through the Euna Portal. Technical and cost proposals are due January 18, 2027 by 5:00 PM EST, with award anticipated in March 2027. The contract term commences July 1, 2027 and terminates June 30, 2028, with the County holding the exclusive option to extend for up to four additional one-year terms under the same terms and conditions. Site visits are not being conducted due to the number of locations involved.

Evaluation of proposals will be conducted in two stages: technical proposals worth 80 percent of the evaluation score (covering current/past performance, years in business, equipment ownership, staffing, and execution plan) must achieve a minimum 70 percent (56 points) to advance to cost evaluation; cost proposals worth 20 percent will be scored with the lowest-priced proposal receiving full points and others prorated accordingly. Pricing shall be submitted as firm, fixed hourly rates for each of five service categories (District 1, District 2, District 3/4, Parks and Recreation Expanded Services, and Facilities and Operations Expanded Services) plus contingent service rates for additional work. All prices remain firm for the initial year and first renewal term; subsequent escalation requests are limited to one adjustment per year and may not exceed the Consumer Price Index (CPI-U) or three percent, whichever is lower.
