About this file
Summary of UT Tyler Luc Garland Hall Renovation Project Specifications
This document is a comprehensive project specification for the Luc Garland Hall Renovation at The University of Texas at Tyler in Longview, Texas, prepared by Fitzpatrick Architects. The project encompasses renovation of existing Garland Hall to include anatomy and simulation laboratories, classrooms, offices, and lounge spaces, with unrenovated areas receiving new finishes, a new parking lot construction, and associated site improvements. The specifications include detailed requirements across all construction divisions: general requirements, existing conditions, metals, wood framing, cabinets, thermal insulation, firestopping, joint sealants, hollow metal frames, flush wood doors, aluminum-framed entrances, door hardware, glazing, mirrors, non-structural metal framing, gypsum board, ceramic tiling, acoustical ceilings, resilient base and flooring, wall coverings, interior painting, visual display units, and room identification signage. The work is scheduled as a single prime contract with provisions for phased construction to minimize interference with owner occupancy of the northwest corner office area previously renovated.
The project requires compliance with Texas Accessibility Standards, prevailing wage rates as determined by the General Services Commission, and state tax exemption for materials provided the owner is registered as exempt. All contractor personnel must undergo drug and background screening as directed by the owner. The contract includes five allowances: a $25,000 quantity allowance for sprinkler head relocation (Unit Price No. 1), a $100,000 owner's contingency allowance, a $100,000 contractor's contingency allowance, a $50,000 miscellaneous elevator allowance for unknown repairs or code compliance upgrades, and a $90,000 lump-sum door hardware allowance. Contractor-supplied warranties are required for one year from substantial completion on materials and workmanship, with longer warranties specified for certain finishes including five-year warranties for anodized and factory-applied finishes, and extended warranties for specialized systems such as fire-rated doors and structural glazing. The specifications emphasize coordination with owner operations, maintenance of occupied areas, and strict adherence to quality control procedures including testing by independent testing agencies for fire-rated assemblies, acoustical performance, and specialized installations.

STATE TAX EXEMPTION 000120 - 1
SECTION 000120 - STATE TAX EXEMPTION
PART 1 - GENERAL
1.1 STATE TAX EXEMPTION:
A. All Bidders are hereby notified that the Owner is specifically exempt from paying the Limited Sales, Excise and Use Tax on the materials to be used on this project. The successful Prime Contractor will be required to list separate dollar amounts of building materials and separate dollar amounts for skill and labor in the Contract Documents. This separation will not be required on the Proposal Forms prepared by the Bidders. This type of separate contract establishes the Owner as the ultimate consumer of the building materials and thus creates tax-exempt status for the materials to be used in this project.
B. The prime Contractor will receive exemption certificates from the Owner. The Prime Contractor will then issue Resale Certificates to their suppliers in lieu of the tax.
C. Please note that if the sub-contractor mistakenly operates under a lump-sum contact, he is required to pay the tax to his supplier even though his Prime Contractor is operating under a separate construction contract. However, all sub-contractors shall have separate contracts with their Prime Contractor as described previously so that they too may issue Resale Certificates, in lieu of the tax, on materials used in the performance of their contracts. Subcontractors shall obtain the Resale Certificates from the Prime Contractor.

SECTION 000820 – PREVAILING WAGE RATE DETERMINATION
PART 1 - GENERAL
1.1 The following statute requires state agencies, cities, counties, independent school districts, and all other political subdivisions that engage in construction projects using public funds to include prevailing wage rates in the project bid documents and the construction contract.
Article 5159a, Texas Civil Statutes, as amended by H.B. 560, Ch. 606, Acts, 73rd Legislature, Regular Session (1993)
1.2 Pursuant to the requirements of this statute, the General Services Commission, Design, Construction and Leasing Division, has ascertained the following rates of wages are paid to various classifications of workers in the locality of this project.
1.3 Building construction wage rates shall be paid to all workers except those workers engaged in site work and construction beyond five feet of buildings.
1.4 Not less than the hourly rates provided by Owner shall be paid for the various classifications of work required by this project. Verify rates are current. Workers in classifications where rates are not identified shall be paid not less than the general prevailing rate of "laborer" for the various classifications or work therein listed.
1.5 The hourly rate for legal holiday and overtime work shall be not less than one and one- half (1 & 1/2) times the base hourly rate.
1.6 The rates specified are journeyman rate. Apprentices may be used on the project and may be compensated at a rate determined mutually by the worker and employer, commensurate with the experience and skill of the worker but not at a rate less than 60% of the journeyman's wage as shown. At no time shall a journeyman supervise more than one (1) apprentice. All apprentices shall be under the direct supervision of a journeyman working as a crew.
1.7 Welders shall receive the rate prescribed for the craft performing the operation to which the welding is incidental.
