As of May 2024, the City’s total land area was approximately 167 square miles. Major highways, including the Kansas Turnpike (I-35), Interstate 135 and U.S. 54 (Kellogg Avenue) link the City with a large trade area that encompasses a population of more than 1.1 million people within a 100-mile radius. The City of Wichita employs approximately 3,100 employees providing a full range of municipal services, including police and fire protection, parks and recreation programs, libraries, public housing, municipal transportation, airports, water and sewer utilities, general administration, and other services.

The legislative body of the City consists of a six-member City Council, elected by district, and a full-time Mayor elected from the City-at-large. The Council members and the Mayor serve four-year terms overlapping. The Council and Mayor establish general policies which are executed by the City Manager.
The City of Wichita is soliciting request for bids from vendors and/or firms for tree trimming, pruning and removal services for the Various Departments, Boards and Agencies. The City reserves the right to award all, some, or none of the goods/services set forth in this Request for Bid (RFB) to any one proposer based on the City’s review and assessment of the bids meeting the criteria/specifications set forth herein.
2. SCOPE OF SERVICES
The work under these specifications shall be pruning with the objectives of managing risk and managing health of the trees, as well as complete removal of trees and their stumps when directed. All pruning will use a natural system of pruning for the following objectives: reducing crown or branches, developing or improving structure, providing clearance to infrastructure, improving tree health, and mitigating risk. These objectives are defined in the 2023 ANSI A300 – Tree Care Standards as published by the Tree Care Industry Association. Topping, Pollarding, Topiary, Espalier, or Pleaching are not acceptable pruning systems for this contract. All specifications in this document are derived from the 2023 ANSI A300 standards. Qualified bidders MUST be familiar with and follow these standards while performing any work under this contract.
Bids are to cover all work expressed or implied by the contract documents toward the end of promoting the health, vigor, natural habit and symmetry of the trees. Removal is to be carried out only where risk is of great personal and/or property damage. Removal is to be completed only with prior authorization from a representative of the City of Wichita Arborist or other Directing Agency.
Contractors shall provide and maintain such modern plants, tools and equipment as may be necessary to perform the scope of work in a satisfactory and acceptable manner.
Contractor Qualification - All bidders shall have at least one (1) year experience as contractors in this field of work and shall be required to perform the work set forth in these specifications. They shall have knowledge of the natural habits of the trees so that their natural crown shape will be preserved when removing wood, branches, leaders, etc. Contractors must be certified by Kansas Arbor Association (KAA) or the International Society of Arboriculture Midwest Chapter (ISA MW) and have thorough working knowledge of the 2023 ANSI A300 standards published by the TCIA. Proof of Certification is required to be submitted with your online bid submission prior to bid opening or emailed to Tracy Jordan, Buyer, tjordan@wichita.gov.

A. Any tree 10 feet or under in its natural growth state, i.e., no previous excessive topping, no stumps.
B. Canopy and truck size consistent with the natural habit of tree growth, i.e., fruit trees.
2. Class II A Class II tree as described will be any tree consistent with the following criteria:
A. Any tree between approximately 10 - 20 feet in height in its natural growth state, i.e., no previous excessive topping or trimming.
B. Canopy and trunk size consistent with the natural habit of tree growth.
3. Class III A class III tree as described will be any tree consistent with the following criteria:
A. Any tree over 20 feet in height in its natural growth state.
B. Canopy and trunk size consistent with the natural habit of tree growth.
4. Type I Fine Pruning:
Fine pruning shall consist of the removal of dead, dying, diseased, interfering, objectionable, obstructing, and weak branches, as well as selective thinning to lessen wind resistance. The removal of such branches described is to include those on the main trunks, as well as those inside the leaf area. An occasional branch, up to ½" diameter, as described above, may remain within the leaf area to its full length when it is not practical to remove it.
5. Type II Medium Pruning:
Medium pruning shall consist of the removal of dead, dying, diseased, interfering, objectionable and weak branches on the main trunks as well as those within the leaf area. An occasional branch up to one inch in diameter may remain within the main leaf area where it is not practical to remove it.
6. Type III Coarse Pruning:
Coarse pruning shall consist of the removal of dead, diseased or obviously weak branches, two inches in diameter or greater.
7. Removal As stated in General Provisions.
Our Mission as an exceptionally well-run city, we will: Keep Wichita safe; Grow our economy; build dependable
City of Wichita 5 RFB #260149
General Provisions:
1. All pruning cuts are to be made leaving the branch collar and branch bark ridge intact. No stubbing is allowed. Tearing, ripping, or pulling of branches is prohibited. Only hand saws, power saws or tools, pole saws or pruners are to be used to make cuts.
2. Reducing crown or branches: A reduction cut should only be made to a live lateral branch or codominant stem when it can be expected to sustain the remaining branch or stem. The remaining lateral branch should typically be at least one-third the diameter of the stem or branch being removed.
A reduction cut should be made at a slight angle to the remaining branch or codominant stem, without damaging the branch bark ridge and without leaving a stub. Branches larger than 2” in diameter shall be pruned utilizing the 3-cut method to reduce the possibility of tearing the bark of the remaining stem.
3. Clearance Pruning: Branches growing toward specified clearance areas should be reduced to lateral branches or removed to parent stems growing outside and/or away from the clearance area. When a minimum clearance distance is required, a branch removal or reduction cut should be made beyond the specified clearance distance at a suitable branch union.
a. All trees should be raised to a minimum of seven feet of clearance over sidewalks and a minimum of 13.5 feet of clearance over roads and streets.
b. Branches rubbing on roofs or sides of houses should be removed entirely, if possible, to the main trunk or principal lateral, in such a way that at least a ten (10) foot clearance between the tree and the house is provided. Branches whose ends are limber enough to be bent down under their own weight or under the weight of rain must also be pruned in the same way. This work must be done in such a way that it will not have to be repeated for at least a five (5) year period.
c. Trees in the vicinity of lights and light standards should be trimmed so that the lights will provide for maximum illumination of the streets, and the traffic signals are visible by motorists for at least a half block away from any given traffic signal.
4. Developing or improving structure:
a. Interfering branches should be removed so that the weaker of the two is eliminated, either entirely or to a substantial lateral, in such a way as to prevent future interference.
b. Suckers and water sprouts that originate either on the trunk and major branches or are growing from the root system shall be removed to flush with the ground or pruned back to the branch bark ridge and branch collar. The trunk and major branch suckers are to be removed to a point at least twenty (20) feet above ground, considering the final appearance of the trees
c. Lion tail pruning is not an acceptable method of pruning. Removal of too many interior branches within the center and top of the tree crown will allow too much sunlight to reach previously shaded leaders and major branches causing them to dry out and leaves them susceptible to sunscald. Lion tailing also leads to poor branch taper and increases load on the branch in strong wind.
d. All trees should be checked for surface girdling roots, and these should be cut off where necessary.
5. Mitigating Risk: All broken, dead, dying or fungus infested branches down to one-half inch diameter should be cut off to a healthy crotch so that healthy tissue surrounds the final cut. If it is not possible to cut it off without stubbing a branch, the entire branch must be removed or cut back to a substantial
Our Mission as an exceptionally well-run city, we will: Keep Wichita safe; Grow our economy; build dependable
City of Wichita 6 RFB #260149 lateral branch that will project future growth in a proper direction without weakening the branch in the future. All limbs exceeding one inch in diameter must be pre-cut to prevent splitting. All affected branches 3-1/2 inches in diameter or larger should be lowered to ground by proper ropes.
6. SPURS OR CLIMBING IRONS CANNOT BE USED ON ANY OF THE TREES, EXCEPT THOSE
APPROVED FOR REMOVAL BY THE REQUESTING OFFICE OR PARTY.
7. Wires, cables, metal objects, etc., that are imbedded in or are girdling the trunk or branches are to be removed during the course of this work. Any case of problems caused by utility lines should be reported to the requesting office or party.
8. All wood, brush, and chips cut must be hauled away and legally disposed of on the same day that it is cut. Dump fees are the responsibility of the contractor.
9. The contractor shall be responsible for the grinding and removal of all stumps which are left from their tree removal operations. This stump grinding shall be conducted according to generally accepted arboricultural standards and performed by competent employees using the appropriate equipment.
Upon conclusion, the stump grinding all resulting holes, indentations, etc., shall be backfilled and compacted by the contractor so that the worksite conforms in elevation to the surrounding area.
Moreover, any wood chips, sawdust, etc., shall be removed from the worksite by the contractor immediately upon conclusion of his work and sidewalk shall be swept clean.
10. All stumps, as specified above, which are the result of the contractor’s duly authorized tree removal operations shall be ground cut a minimum of 8" below grade and removed within five (5) working days from the date that the tree was removed. Any exceptions to this five (5) day requirement must be approved in writing by a representative of the requesting office or party.
11. No contractor crew shall be responsible for emergency work not specifically referred to in this contract.
12. All wood and brush cut down on the job must be removed by the end of the day’s work.
13. Protection of Traffic and pedestrians - The contractor shall arrange his work so that the walks will be safe for pedestrians and streets for vehicular traffic and allow traffic to move through the street with as little obstruction as possible. Contractors must comply with existing traffic ordinances and coordinate directly with Division of Traffic Engineers and/or Street Maintenance for any traffic control problem. Contractors must notify the Various Departments, Boards and Agencies or its representative in the event a tree cannot be worked upon for adjustment of the agreed-upon work and/or payment of such work.
14. All trees should be checked for surface girdling roots, and these should be cut off where necessary.
15. Before commencing the work, the contractor shall notify all public service corporations whose wires, pipes, conduits, poles, or other structures are affected by this operation. Such structures may be removed, relocated or replaced by the contractor provided that he obtains the written consent of the utility company and complies with their directions.
Our Mission as an exceptionally well-run city, we will: Keep Wichita safe; Grow our economy; build dependable
City of Wichita 7 RFB #260149

Where sod is removed, it should be carefully removed and replaced. The contractor is responsible for all personal and property damages inflicted during this work and must make appropriate restitution.
Final Decisions - All final decisions on any phase of this work will be made by a representative of one of the Various Departments, Boards and Agencies in cooperation with the Department of Finance pursuant to this specification.
The successful bidder will be required to provide tree trimming, pruning, and tree removal services for the City of Wichita -Various Departments, Boards and Agencies on an “as requested” basis.

The Internal Auditor’s decision will be final, unless the protestor seeks a hearing before the City Council, by written request filed with the City Clerk, located on the 13th Floor, City Hall, 455 N Main, Wichita, KS, prior to 5:00 p.m. on the third business days after issuance of the Internal Auditor written decision.
Failure of a protestor to file a written reconsideration request related to the internal Auditor’s decision prior to 5:00 p.m. on the third business day deadline will invalidate that protest and cause it not to be considered.
If there is a timely written reconsideration request, the protestor may seek reconsideration of the decision of the Internal Auditor by means of a hearing before the City Council. This hearing must be in aid of the City Council’s legislative authority to approve contracts for goods, services, and public improvements on behalf of the City and does not imply any due process right of the protestor in an unawarded, unexecuted contract. The hearing must be scheduled as soon as practicable according to the City Council’s calendar.
The hearing must be granted only upon such facts and issues as are presented in writing to the City Clerk for submission to City Council at or before noon on the Thursday preceding the scheduled hearing. No documents or other evidence must be accepted at the hearing. The protesting party must have available no more than 20 minutes for presentation of argument, followed by no more than 20 minutes of argument presented by City staff. The City Council may deliberate in executive session to seek the assistance of the City Attorney but must deliver its decision from the bench during the City Council meeting.
