RFSQ #26-08 Summary

This is a Request for Statement of Qualifications (RFSQ) issued by Brazoria County, Texas, for structural integrity and independent inspection services related to FEMA Hazard Mitigation Grant Program (HMGP) funding for residential home elevation and reconstruction projects. The County seeks qualified professional services to perform structural analysis and inspections to determine whether homes can be safely elevated or should be reconstructed, along with milestone inspections throughout the elevation or reconstruction process and final inspections with Certificate of Occupancy issuance. The scope includes performing initial structural integrity assessments, conducting inspections at multiple project milestones (foundation work, structural elevation, and final completion), verifying compliance with NFIP standards and ASCE24-14 building codes, and providing final elevation certificates and as-built plans. Batches of homes will be released throughout the project and distributed among awarded firms by the County's contracted grant administrator, with each firm required to administer assigned structures through all three phases. Sealed proposals were due by 11:00 a.m. Central Standard Time on Monday, April 20, 2026, with the RFSQ opening conducted via Zoom. Submissions were accepted electronically through the Bonfire procurement platform or as hard copies delivered to the Brazoria County Purchasing Department. The contract term begins upon award and continues until project completion, with potential contract approval anticipated in May or June 2026.

Selection will be based on a weighted evaluation process scoring Technical Approach (20 points), Firm Experience, Stability and References (40 points), Workload Capacity (10 points), and Professional Qualifications and Individual Experience (30 points), with up to 15 bonus points available for interview performance. Minimum qualifications require three years of structural integrity testing, inspection, and certificate of occupancy services experience, with demonstrated firm and key staff experience in these services. Respondents must obtain Unique Entity ID numbers for System for Award Management (SAM.gov) registration and verification of non-debarment status. The RFSQ is federally funded through FEMA HMGP and subject to federal compliance requirements including provisions on debarment, suspension, equal employment opportunity, prevailing wages where applicable, and recovery of materials containing recycled content. Firms must maintain professional liability insurance and provide evidence of financial stability through audited financial statements covering two years. No specific budget amount is stated; pricing will be negotiated following selection and submission of price proposals by the highest-ranked qualified firm(s). The contract includes mandatory compliance with all federal regulations, state law, and local building codes, with particular emphasis on FEMA and HUD requirements for administering federally funded disaster recovery projects.

BRAZORIA COUNTY INSTRUCTIONS TO

RESPONDENTS

The following requirements and specifications shall be in addition to the other requirements contained herein and shall supersede the other requirements where applicable.

1. GENERAL INFORMATION

1.1 Brazoria County is seeking qualified professional services to assist the County in inspecting homes for structural integrity and provide an inspection report and a Certificate of Occupancy. The County has funding from the FEMA

Hazard Mitigation Grant Program (HMGP) to carry out these activities.

1.2 The structural integrity and independent inspection services for the HMGP program consists of (1) determining if a structure can be elevated above the base flood elevation safely or if it needs to be reconstructed, (2) milestone inspections of either the elevation or reconstruction of a structure and (3) final inspection and certificate of occupancy. Each firm will be required to administer an assigned structure through all three phases.

1.3 Batches of homes will be released throughout the project and split between the awarded firms by the County’s contracted grant administrator. The firm(s) will be issued a Notice to Proceed for each batch.

2. SCOPE OF WORK FOR STRUCTURAL INTEGRITY

Structures must be structurally sound and capable of being elevated or if determined, reconstructed safely. Prior to homeowners participating in a HMGP project to elevate their home, homeowners will need to have a structural integrity assessment and inspection performed by an independent structural engineer that will determine whether a house can be successfully elevated or reconstructed.

Therefore, Brazoria County intends to enter into a Professional Service Agreement with one (1) or more prime firm(s) to provide services for the following:

• Perform structural analysis and onsite inspection to determine if a structure can withstand the stress of being elevated or if better suited to be reconstructed. Inspection services include providing the County and the

Homeowner with an inspection report and a Certificate of Occupancy.

• Firms are to perform all necessary work on all assigned structural integrity analyses, for each batch of homes, within a three (3) month period from the issuance of the notice to proceed, determined upon award.

• If it is determined that a home is not suited for elevation and moves into a reconstruction project, the firm that performed the initial inspection for elevation, will perform the inspection for the reconstruction.

3. SCOPE OF WORK FOR ELEVATION

3.1. Engineers will inspect at the following milestones:

3.1.1 Inspect structure after Milestone 2 to ensure that the excavation and tunneling under the home have commenced. Milestone 2 includes the following:

• Mobilization of equipment

• Clearing work

• Tunneling completed

• Structure is elevated and resting on cribbing completed

• Inspection takes place

RFSQ #26-08 STRUCTURAL INTEGRITY AND INDEPENDENT INSPECTION SERVICES FOR FEMA HARVEY DISASTER FUNDING

RESIDENTIAL HOME RECIPIENTS Page 5 of 30

3.1.2 Inspect structure after Milestone 3 to ensure that the structure is elevated and self-supporting. Water and sewer have been retrofitted/repaired. An elevation certificate has been submitted to verify compliance with the Base Flood Elevation and two feet of freeboard, as required by the County.

Milestone 3 includes the following:

• Piers and/or post columns are built

• New foundation is complete

• If foundation type will have CMU block wall – capture photos of posts, piles, or columns at this observation.

• Ensure it complies with the engineered plans

3.1.3 Inspect structure after Milestone 4 to ensure that all work, as designed, has been completed on the structure and provide final inspection.

3.1.4 Completion of all work

3.1.5 Final site clean-up

3.1.6 Final elevation certificate

3.1.7 As built plans

3.1.8 FINAL INSPECTION

3.1.9 Elevations must comply with NFIP standards and building codes that exist in the State and County. Elevations must comply with ASCE24-14 or latest edition.

3.1.10 Elevation projects must be designed and adequately anchored to prevent flotation, collapse, and lateral movement due to hydrodynamic and hydrostatic loads, including the effects of buoyancy.

3.1.11 A building permit is required in order to elevate.

3.2 Certificate of Occupancy

All permits have been successfully closed out and grant paperwork has been provided as necessary. Communicate with the County to go ahead and issue a Certificate of Occupancy to the homeowner. A Certificate of Occupancy will not be issued until after the final inspection.

4. SCOPE OF WORK FOR RECONSTRUCTION

4.1. Background Information

A residential reconstruction is when a house that is vulnerable to flooding and has been severely damaged – to where a structural engineer determines that the structure is not capable of being elevated – is reconstructed instead. The reconstruction process includes demolishing the existing damaged dwelling, clearing the associated debris, and building an elevated house either on the same footprint or at another location on the same lot.

The construction is performed according to all applicable codes and standards, to include being elevated at least two (2) feet above the Base Flood Elevation (BFE), as required by local code. The benefits of reconstructing a structure are to minimize the threat for future flood losses to property and personal belongings.

Many houses that are reconstructed are located in the Flood Insurance Rate Map’s designated Special Flood Hazard Area

(SFHA). However, homes located outside of the SFHA still flood and may need to be reconstructed as well.

4.1.1 Mandatory Elevation

Substantial Damage – Residential structures that have sustained a fifty percent (50%) or greater loss of the value of the structure (not including lot) are deemed substantially-damaged, and prior to obtaining a building permit, the owners must agree to bring the structure up to the National Flood Insurance Program (NFIP) standard of being elevated to the BFE (or higher as required by local code).

4.2 Type of Reconstruction

Available elevation methods, which are thoroughly described in FEMA P-312, Chapter 5 and FEMA P-347 include:

4.2.1 Houses reconstructed using piles, posts or piers

4.2.1.1 Reconstruction in a V zones (Velocity Zones in Coastal High Hazard Areas) are not permitted

4.2.2 Houses reconstructed with a closed foundation and placed on fill

RFSQ #26-08 STRUCTURAL INTEGRITY AND INDEPENDENT INSPECTION SERVICES FOR FEMA HARVEY DISASTER FUNDING

RESIDENTIAL HOME RECIPIENTS Page 6 of 30

4.2.3 Houses reconstructed on a closed foundation that meets the NFIP codes and standards.

4.3 Reconstruction Requirements

4.3.1 Foundations must be designed to properly address all loads and be appropriately connected to the first floor structure above and utilities must also be properly elevated.

4.3.2 Elevations must comply with NFIP standards and building codes that exist in the State and County. Elevations must comply with ASCE24-14 or latest edition.

4.3.3 A building permit is required in order to reconstruct.

4.4 Structural Soundness

4.4.1 In order to participate in a reconstruction project, all structures must be deemed to NOT BE structurally sound and must be deemed NOT CAPABLE of being elevated. Prior to participating in a Hazard Mitigation Grant

Program (HMGP) project to reconstruct houses, homeowners will have a Structural Integrity Inspection by a licensed structural engineer that determines whether the house meets the requirements for being reconstructed. If a house can be elevated, a request can be made for the HMGP grant to elevate the house, to the proper height, and according to all applicable codes and standards.

4.5 Inspections

The following milestone schedule will be followed for each house and engineers will inspect at the following construction phase milestones:

Milestone 1:

4.5.1 Signed contract

4.5.2 A&E drawings

4.5.3 Pre-construction elevation certificate

4.5.4 Building permits

Milestone 2:

4.5.5 Mobilization of equipment

Milestone 3:

4.5.10 Structural construction

4.5.11 Finish work

4.5.12 INSPECTION

4.5.14 Final site clean-up

4.5.15 Final elevation certificate

4.5.16 As built plans

4.5.17 FINAL INSPECTION

4.6 Certificate of Occupancy

All permits have been successfully closed out and grant paperwork has been provided as necessary.

Communicate with the County to go ahead and issue a Certificate of Occupancy to the homeowner.

A Certificate of Occupancy will not be issued until after the final inspection.
