About this file

This document comprises the Bid Forms for Wake County General Services Administration's Mail Center Operations contract, detailing bidding requirements and evaluation criteria for mail courier and mailroom processor services. The procurement solicits proposals from qualified vendors to provide mail delivery across three daily routes and mailroom processing services. Route 1 encompasses approximately 34 miles daily with 8 hours of work (Monday-Friday, 6:30 AM to 11:15 AM including a 45-minute lunch period); Route 2 covers approximately 90 miles daily with 5.25 hours of work (Monday-Friday, 5:45 AM to 11:00 AM); and Route 3 involves approximately 73 miles daily with 5 hours of work (Monday-Friday, 6:00 AM to 11:00 AM). The contract operates on a 249 working days per year basis. Bidders must also provide pricing for additional services including courier, processing, and special delivery work outside normal scope, as well as mail sorting and processing services. The document does not specify a bid due date or award date within the provided content.

Pricing requirements include a per-mile mileage charge applicable to all routes, daily hourly rates for each route, charges per hour for additional services and mail processing, and fuel surcharge/discount provisions based on established fuel price thresholds with a June 2026 baseline. Bid Item 4 permits optional pricing for telematic device installation and monthly reporting services across all vehicles. Wake County emphasizes employee retention and compensation as an evaluation factor, allowing contractors to request annual wage increases tied to the Consumer Price Index, contingent upon documentation including performance evaluations and approval by the county. Bidders must complete comprehensive questionnaires disclosing company structure, experience, client references, financial statements, and potential conflicts of interest, including disclosure of any Wake County employees with financial interests in the bidding company. All bids require signature attestation from corporate officers confirming examination of contract documents, site conditions, and compliance with all specified terms and conditions.
