About this file

This is a bid specification document for the City of Sioux Falls, South Dakota, regarding the purchase of liquid chlorine for the municipal water supply. The City seeks to procure an estimated 72 tons of chlorine in one-ton cylinders to serve as the primary disinfectant agent for the Sioux Falls Water Purification Plant. The chlorine must meet AWWA Specification B301-18 and be a minimum of 99.5 percent pure by volume. Suppliers must provide certified analysis documentation, NSF/ANSI Standard 60 certification for drinking water treatment, and a current Safety Data Sheet with each quote. Additionally, bidders must submit company product bulletins, references from a minimum of three public water utilities currently using the product, and documentation confirming NSF certification with maximum recommended dosage information. The contract will be awarded to the lowest responsible bidder meeting all specification requirements, with the City retaining the right to request sample testing from low bidders at bid price.

The unit price quoted must represent the full delivered cost to the City, including product, testing, freight, unloading, incidental costs, and Superfund charges for the entire contract period. Delivery shall not exceed seven calendar days from the date of order, and shipments must arrive in lots of twelve cylinders via open flatbed trucks at the Water Purification Plant (2100 North Minnesota Avenue) between 9 a.m. and 3 p.m., Monday through Friday, excluding federal holidays. All drivers must be trained in proper chlorine handling procedures, and delivery trucks must have hoists or cranes rated for a minimum two-ton capacity. Suppliers must comply with strict chemical delivery security procedures, including pre-delivery notification via email with specific driver, vehicle, cylinder identification, and bill of lading information at least 24 hours prior to arrival. The City reserves the right to reject shipments for non-compliance with delivery requirements, specification failures, untimely delivery, or security procedure violations, with the City bearing no cost for damages resulting from shipment refusal due to suspected contamination. The contract may be cancelled upon thirty days' written notice for failure to meet specifications, timely delivery, or compliance requirements.

Specifications for the Purchase of Chlorine

1.0 Intent:

A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of the specification.

2.0 Equivalent Product:

Bids will be accepted for consideration on any make or model that is equal or superior to the chlorine specified. Decisions of equivalency will be at the sole interpretation of the City of Sioux Falls Water Purification Department. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence. Original manufacturer’s brochures of the proposed unit are to be submitted with the proposal.

All modifications made to the standard production unit described in the manufacturer’s brochures must be certified by the manufacturer and submitted with the bid, or the bid will be deemed “nonresponsive” and rejected without further review. Bidder must be prepared to demonstrate a unit similar to the one proposed, if requested.

3.0 Single Bid Response

If only one bid is received in response to the invitation for bids, a detailed cost proposal may be requested of the single offeror. A cost/price analysis and evaluation and/or audit may be performed of the cost proposal in order to determine if the price is fair and reasonable.

4.0 Interpretations

To be fair to all bidders, no oral interpretations will be given to any bidder as to the meaning of the specification documents or any part thereof. All requests for interpretation shall be made in writing to the City Purchasing Division. Based upon such inquiry, the City may choose to issue an addendum. All addendums must be acknowledged and signed or your bid may be rendered incomplete.
