About this file

This is a Request for Proposals (RFP) document issued by the Housing Authority of Salt Lake City (HASLC) in Utah for Third-Party Property Management Services to establish a qualified pool of pre-approved property management firms. The RFP seeks proposals from qualified multi-family property management firms to create a pool of approximately three to four firms that may be considered for future property-specific management assignments. Potential assignments encompass diverse property types and programs, including affordable, mixed-income, market-rate, LIHTC, PBV, HOME, supportive-housing, senior, family, lease-up, rehabilitation, interim-management, and compliance-support work. Selection for the qualified pool does not guarantee any particular assignment. Questions regarding the RFP may be submitted through the Utah Public Procurement Place/Bonfire portal or by email to pedwards@haslcutah.org no later than Friday, July 17, 2026, by 5:00 p.m. MDT. Proposals must be submitted through the same portal or by email no later than Friday, July 31, 2026, by 5:00 p.m. MDT.

The RFP establishes a qualified pool mechanism rather than awarding specific contracts immediately, allowing HASLC to pre-qualify firms for future management assignments on an as-needed basis. No specific pricing terms, set-asides, or incumbent information is detailed in the announcement, as the pool approach defers property-specific scope and pricing to future task assignments. The contact for additional information and submission is P. Edwards at pedwards@haslcutah.org.

2. INTRODUCTION AND BACKGROUND

Housing Authority of Salt Lake City (“HASLC”) is soliciting proposals from qualified, licensed, and insured firms to establish a pool of pre-approved third-party property managers for future, as-needed assignments. HASLC and affiliated entities own, develop, and preserve affordable, mixed-income, and other multifamily housing.

Assignments may involve stabilized properties, acquisitions, lease-ups, rehabilitations, temporary management, or compliance support. Selection for the pool is not a contract award and does not guarantee work, payment, exclusivity, or any property assignment.

3. PROCUREMENT OBJECTIVE AND QUALIFIED POOL STRUCTURE

HASLC intends to establish a flexible pool of firms capable of multifamily operations, affordable-housing compliance, resident relations, maintenance oversight, financial reporting, and transition support. Experience with LIHTC, PBV, HUD-assisted housing, HOME, NHTF, tax-exempt bonds, supportive housing, and similar programs is preferred.

a. Qualified pool / on-call use

• HASLC anticipates selecting approximately three to four (3–4) firms but may select more or fewer based on proposal quality, anticipated needs, and applicable procurement requirements.

• Selection for the qualified pool means that a firm is eligible to be considered for future assignments. It does not guarantee work, payment, exclusivity, or any property assignment.

• When an assignment arises, HASLC may select a pool member based on the firm’s proposal, qualifications, relevant experience, capacity, staffing, pricing, property type, program requirements, location, prior performance, urgency, and overall best fit.

• HASLC may request additional information or property-specific pricing from one or more pool members, negotiate with one or more firms, or conduct a mini-competition when HASLC determines that doing so is appropriate.

• HASLC is not required to request a proposal from every pool member for each assignment unless required by applicable law, funding requirements, or other binding requirements.

• Each assignment must be separately authorized by a written management agreement, task order, or other written authorization. HASLC will document the basis for the selection and determine that the agreed pricing is reasonable.

• HASLC may procure outside the pool when permitted and in its best interest.

b. Potential property types

Potential assignments include affordable, workforce, mixed-income, market-rate, LIHTC, PBV, HOME/HOME-ARP/NHTF, supportive, senior, family, lease-up, rehabilitation, distressed, interim, compliance-only, and consulting assignments.

HASLC Property Management Pool | RFP #26-024 Procurements and Contracts Page 4 of 21

4. SCOPE OF SERVICES

The exact scope will be established in each property-specific agreement or task order. Services may include:

a. Transition and staffing

Prepare and implement a transition plan; transfer and reconcile records, funds, keys, contracts, work orders, and data; identify urgent risks; and provide qualified staff, supervision, backup coverage, training, and 24-hour emergency response.

b. Leasing and resident administration

Market units and administer applications, waiting lists, eligibility, leases, certifications, move-ins, renewals, transfers, move-outs, resident communications, rent and subsidy collections, delinquencies, complaints, and lease enforcement. The selected manager shall perform only those owner, management-agent, compliance, or program functions assigned in writing. Nothing in this RFP authorizes a manager to exercise a nondelegable

PHA function or make a final determination reserved to HASLC, an owner, lender, investor, or regulatory agency.

c. Compliance and resident protections

Administer applicable LIHTC, PBV, HUD, HOME, NHTF, bond, lender, investor, and regulatory requirements; maintain audit-ready files; and comply with fair housing, Section

504/ADA, VAWA, language-access, privacy, and nondiscrimination requirements.

d. Financial management

Prepare budgets and forecasts; maintain property-level accounting, receivables, deposits, payables, HAP and bank reconciliations, and financial controls; and provide timely reports, variance explanations, and audit, owner, lender, and investor support.

e. Maintenance and asset operations

Operate an electronic work-order system; respond to emergencies; complete unit turns;

conduct preventive maintenance, inspections, and life-safety checks; and manage vendors, warranties, casualty matters, and capital work.

f. Reporting, technology, and risk

Use systems supporting accounting, leasing, compliance, work orders, reporting, records, data exports, and audit trails; protect confidential information; and promptly report material incidents, cybersecurity events, fraud, and operational or compliance risks.

g. Management plan and transition-out

Provide a property-specific management plan and, upon termination or reassignment, promptly transfer all records, files, data, funds, keys, contracts, work orders, and other property materials.

HASLC Property Management Pool | RFP #26-024 Procurements and Contracts Page 5 of 21

5. PERFORMANCE STANDARDS AND REPORTING

Property-specific agreements may establish additional standards. At a minimum, selected firms will be expected to meet the following:

Area Expected Standard / Reporting Requirement

Occupancy and leasing

Maintain strong occupancy and meet approved lease-up schedules;

explain material vacancies or delays.

Maintenance and unit turns

Triage emergencies immediately, track all work electronically, complete routine work and unit turns promptly, and document delays.

Compliance and inspections

Maintain audit-ready files, complete required certifications, prepare for monitoring and inspections, and promptly correct deficiencies.

Financial and operating reports

Submit accurate monthly reports, reconciliations, budgets, and variance explanations by property-specific deadlines.

Residents, incidents, and corrective action

Respond promptly to residents, escalate protected or high-risk matters, report material incidents, and implement corrective action when required.

6. PROPOSAL RESPONSE REQUIREMENTS

Proposals must follow the order below. The technical narrative may not exceed fifteen (15) pages, excluding the cover letter, fee proposal, resumes, and required forms. Avoid unnecessary marketing materials.

Fees, forms, and exceptions

Completed Addendum B, required certifications/forms, current W-9, and a clear list of any exceptions to the RFP, insurance, scope, or proposed terms.

7. FEE PROPOSAL REQUIREMENTS

Complete Addendum B. Proposers must state their normal fee structure, identify all mandatory and optional charges, and calculate the standardized cost scenarios.

Fee Information Required Information

Base management fee

State the percentage, per-unit, flat, hybrid, or other formula; when the fee is earned; minimum charges; and income or units included or excluded.

Additional fees and markups

Identify all compliance, onboarding, accounting, software, staffing, maintenance/project, vendor, reimbursable, commercial, and transition-out charges.

Special work and hourly rates

Provide hourly or other rates for separately billed consulting, compliance, interim management, emergency, capital, or special-project work.

Standardized cost scenarios

Using the assumptions in Addendum B, calculate the total evaluated first-year cost for each scenario. Include the annual base management fee, all mandatory recurring charges, mandatory onboarding and implementation charges, and any applicable payroll, vendor, software, compliance, or administrative markups.

HASLC may correct arithmetic, request clarification or a best-and-final fee proposal, and reject pricing that is incomplete, unclear, noncomparable, or not cost reasonable. The fees and rates submitted in Addendum B will serve as maximum rates for the first twelve (12) months following selection to the qualified pool. HASLC may negotiate lower property-specific fees. A higher fee may be approved only when supported by a materially different scope, staffing requirement, compliance obligation, or other documented circumstance and determined reasonable by

HASLC. All property-specific fees must be negotiated and approved in writing.

After the initial twelve-month period, a pool member may request a rate adjustment no more than once during any twelve-month period. The request must be submitted at least sixty (60) days before the proposed effective date and must include supporting cost or market information.

Any adjustment is subject to HASLC’s determination of cost reasonableness and written approval and will not be automatic or retroactive.

8. EVALUATION CRITERIA AND SCORING

HASLC will evaluate responsive proposals using the criteria below. Cost and fees account for

HASLC Property Management Pool | RFP #26-024 Procurements and Contracts Page 7 of 21 sixty-five percent (65%) of the total score. A proposer must receive at least 21 of the 35 available non-cost points to be eligible for the qualified pool.

HASLC may request clarifications, interviews, demonstrations, reference checks, or best-and-final offers. Any interview or clarification will be evaluated within the published non-cost factors unless HASLC issues an addendum stating otherwise.

Evaluation Factor Points Considerations

Evaluated Fee / Cost 60

HASLC will add the Total Evaluated First-Year Cost for

Scenarios A–C. The responsive proposal with the lowest aggregate cost will receive 60 points. Other proposals will receive points according to the following formula: Lowest responsive aggregate cost ÷ proposer’s aggregate cost × 60.

Fee Completeness and

Value

Clarity, completeness, transparency, included services, additional fees, markups, assumptions, and overall value.

Experience and Affordable-

Housing Compliance

Comparable multifamily performance; Utah/regional experience; LIHTC, PBV, HUD, HOME, NHTF, bond, audit, inspection, fair-housing, and compliance capability.

Management Approach, Staffing, Maintenance, and

Reporting

Quality and practicality of staffing, supervision, resident administration, maintenance, emergency response, financial controls, technology, reporting, and owner coordination.

Transition Plan, Capacity, and References

Ability to mobilize, current capacity, transition approach, responsiveness, references, disclosures, and performance history.

Total 100

9. EVALUATION PROCESS AND POOL SELECTION

a. HASLC will review proposals for timely submission, required forms, minimum qualifications, and material responsiveness.

b. A scoring committee will evaluate responsive proposals using the published criteria.

c. HASLC may request clarifications, verify references and licenses, conduct interviews or demonstrations, establish a competitive range, and request best-and-final offers.

d. HASLC may select one or more responsible firms whose proposals are most advantageous to HASLC, considering price and other published factors. Pool selection is not a contract award or guarantee of work and may be subject to owner, board, lender, investor, HUD, or other required approval.

10. QUALIFIED POOL TERM AND PROPERTY ASSIGNMENTS

HASLC anticipates maintaining the qualified pool for an initial period of three (3) years, with two

(2) optional one-year extensions. HASLC may refresh, reopen, expand, reduce, suspend, or discontinue the pool when permitted and in its best interest.

HASLC Property Management Pool | RFP #26-024 Procurements and Contracts Page 8 of 21

Inclusion in the pool does not create a management contract or guarantee any work, payment, exclusivity, or property assignment. HASLC may qualify a firm for all assignments or only for specified property types, programs, or service categories.

Each assignment requires a separate written management agreement, task order, or other authorization identifying the property, scope, staffing, fees, transition requirements, reporting, performance standards, insurance, and applicable regulatory terms. The agreement may be executed by HASLC or by the applicable affiliated property owner. No entity is bound unless it signs the applicable agreement or authorization. Property-specific fees must comply with

Section 7 and be approved in writing.

Subject to applicable procurement, funding, owner, lender, investor, and regulatory requirements, HASLC may select a qualified pool member based on a documented determination of overall best fit and cost reasonableness. Relevant considerations may include the firm’s original proposal and score, qualifications, property-specific experience, current capacity, staffing, location, pricing, compliance expertise, transition approach, prior performance, urgency, and required approvals.

In making an assignment, HASLC may:

a. Select and negotiate directly with a qualified pool member;

b. Request property-specific information or updated pricing from one or more qualified pool members;

c. Conduct a mini-competition among some or all qualified pool members; or

d. Use another selection method permitted by applicable procurement requirements.

HASLC is not required to rotate assignments equally or request a proposal from every pool member for each assignment unless required by applicable law, funding requirements, or other binding requirements.

For assignments involving federal funds, HASLC will use the level of competition, price or cost analysis, and documentation required by applicable federal and HUD procurement requirements.

11. MINIMUM QUALIFICATIONS AND RESPONSIBILITY REVIEW

To be selected for or remain in the qualified pool, a proposer must:

a. Be legally authorized and properly licensed to provide property management services in

Utah;

b. Have at least three (3) years of multifamily property management experience, or equivalent demonstrated organizational and key-personnel experience;

c. Maintain adequate staffing, accounting and trust-account controls, technology, emergency capability, and required insurance;

d. Be eligible to receive public and federal funds and not be suspended, debarred, or subject to a HUD Limited Denial of Participation; and

e. Disclose material legal, regulatory, fair-housing, license, audit, financial, or contract

HASLC Property Management Pool | RFP #26-024 Procurements and Contracts Page 9 of 21 issues and demonstrate satisfactory integrity, performance, and capacity.

Preferred qualifications include demonstrated LIHTC, PBV/HAP, HUD, HOME/HOME-

ARP/NHTF, income-averaging, regulatory-reporting, audit, inspection, fair-housing, Section

504/ADA, and VAWA experience.

HASLC may verify licenses, debarment status, insurance, references, financial capacity, past performance, litigation, and compliance history before pool selection or any assignment.

Part 4 - Standardized evaluated first-year cost scenarios

Complete each scenario using the actual fees, rates, minimums, and markups stated elsewhere in Addendum B. HASLC will add the Total Evaluated First-Year Cost for Scenarios A–C to calculate the Evaluated Fee / Cost score. These hypothetical scenarios are used only to compare proposals and do not describe an actual property or guarantee an assignment.

Common assumptions. Each scenario assumes:

• Twelve (12) months of management;

• Stabilized occupancy;

• No commercial space;

• No lease-up or major capital project;

• Ordinary monthly owner financial reporting;

• Routine compliance and reporting for only the affordable-housing programs identified in the scenario; and

• No optional service unless the service would be required to manage the property as described.

The stated annual on-site payroll is the total employer cost for on-site personnel, including wages, payroll taxes, and benefits, before any fee or markup retained by the proposer.

The stated vendor, maintenance, and material purchases are the gross amounts of vendor invoices, maintenance purchases, and materials before any fee or markup retained by the proposer. No separate capital-project expenditure is assumed.

Complete the cost table as follows:

• Annual Base Management Fee: Calculate the annual base fee using the proposed formula and the scenario’s unit count and annual collected residential income.

• Mandatory Recurring Fees: Enter the annualized total of all required recurring charges not included in the base management fee, including compliance, accounting, reporting, software, technology, or administrative charges.

• Mandatory First-Year / Onboarding Fees: Enter all required one-time charges incurred during the first year, including onboarding, implementation, setup, and data-migration charges.

• Evaluated Payroll and Vendor Markups: Calculate only the fees or markups retained by the proposer on the stated on-site payroll and vendor, maintenance, and material purchases. Do not include the underlying payroll or vendor costs.

• Total Evaluated First-Year Cost: Add the Annual Base Management Fee, Mandatory Recurring Fees, Mandatory First-Year / Onboarding Fees, and Evaluated Payroll and Vendor Markups.

Completion rules.

Enter $0 if a charge does not apply; do not leave a field blank. Include each fee, charge, or markup only once. Any charge identified in Parts 1–3 that would be mandatory for a scenario must be included in the applicable scenario calculation.

Any mandatory charge not disclosed in the proposal may be treated as included in the base management fee. Provide a brief calculation for each scenario showing how the total was determined. A separate calculation page may be attached if needed. HASLC may correct arithmetic errors using the rates and formulas stated in the proposal.

ADDENDUM D - CERTIFICATION REGARDING DEBARMENT OR

SUSPENSION

Because assignments under the qualified pool may involve federal funds, the following certification is required of all proposers:

1. The proposer certifies, to the best of its knowledge and belief, that neither the proposer nor any of its principals is presently debarred, suspended, proposed for debarment, declared ineligible, voluntarily excluded, or otherwise prohibited from participating in federal procurement or nonprocurement transactions.

2. The proposer further certifies that neither the proposer nor any of its principals:

a. Has an active exclusion record in the federal System for Award Management (“SAM.gov”);

or

b. Is subject to a HUD Limited Denial of Participation or other restriction that would prevent or limit participation in this procurement or any resulting property-specific assignment.

3. For purposes of this certification, “principals” includes officers, directors, owners, partners, and persons having primary management or supervisory responsibility for the proposer.

4. The proposer shall immediately notify HASLC in writing if, at any time before selection, during the qualified-pool term, or during any property-specific assignment:
