About this file

Blanding City has issued a Request for Proposal (RFP) for Defense Counsel Services for the Blanding City Justice Court, seeking qualified legal professionals or firms to provide criminal defense representation. The RFP, issued on 09/29/2025, requires proposals to be submitted by 10/13/2025 at 12:00 PM, with the selected counsel expected to provide legal representation for approximately 150 cases annually, involving 3-5 hours of work per week. The contract will have an initial 12-month term, with potential annual renewals for up to five years based on satisfactory performance and City Council approval. The selected defense counsel must provide comprehensive legal services including trial preparation, remote and in-person court appearances, case management, and defendant consultation, with a minimum of two annual in-person court visits required.

The proposed compensation structure involves a flat annual rate ranging between $25,000-$45,000, which should cover the anticipated workload and two annual trial-related visits. Proposers may suggest alternative fee models such as hybrid structures with base rates and capped hourly billing. The evaluation of proposals will be weighted across five key criteria: Experience & Qualifications (40%), Proposed Fees & Cost Transparency (30%), References (15%), Availability & Travel (10%), and Innovation/Value-Added Services (5%). The city emphasizes cultural competency, particularly in serving Indigenous and underserved populations, and encourages proposals that demonstrate sensitivity and experience working with these communities. Additional travel beyond the base rate will be reimbursed at the proposer's stated rate, and invoicing can be done monthly or quarterly.
