PLEASANT VIEW CITY

REQUEST FOR PROPOSALS

SKYLINE DRIVE RAIL CROSSING

I. INTRODUCTION

A. General

Pleasant View City ("City") has been awarded Weber Area Council of Governments (“WACOG”) funding for the planning and property acquisition necessary for the Skyline Drive Rail Crossing (“Project”). The City is seeking proposals from qualified and experienced engineering consultants ("Consultant") to analyze existing constraints and identify the location for a future railroad crossing, and prepare a recommended alignment for the section of Skyline Drive from US 89 to the west side of Union Pacific Railroad right-of-way ("Project"). No property acquisition services are being requested at this time.

B. Background

During the Transportation Master Plan (“TMP”) study, several constraints were found that will limit the location of the future Skyline Drive crossing of the UPRR. The alignment of Skyline Drive east of US 89 and the intersection location has been conceptually designed.

The limited width between US 89 and UPRR tracks poses challenges to the design of the roadway, including curvature and achieving required stacking distances.

II. SERVICES

A. General Scope

The Consultant will analyze the existing constraints and identify the location for a future railroad crossing and prepare an alignment for the section of Skyline Drive from US 89 to the west side of Union Pacific Railroad right-of-way. Tasks include:

▪ Review Transportation Master Plan

▪ Confirm stacking requirements found in TMP

▪ Review available topography, UDOT agreements, existing and future road alignments, existing major utility infrastructure (e.g. power transmission line, high pressure gas line) and other available information

▪ Identify features that would govern the location of the intersection at US 89 and the crossing of UPRR tracks

▪ Perform topographic survey to identify such features, as needed

▪ Identify and analyze existing conditions and constraints

▪ Identify recommended railroad crossing location

▪ Design a horizontal road layout from US 89 through the railroad crossing

▪ Consultant will be provided the proposed alignment of Skyline Drive, east of US 89

▪ Anticipate meeting with City at least three (3) times (virtual is acceptable)

▪ Consultant will be required to coordinate with the consultant city engineer, who may also review consultant billings.
