STATEMENT OF WORK
16 June 2020
Non-Personal Services Contract for Education Advisor and Test Examiner
1 Introduction:
1A) Education Advisor Purpose: To assist active duty personnel in making informed decisions on their choice of academic programs. The position is typically 36 hours a week but the exact work schedule is to be arranged with the 460th FSS/FSDE Education and Training Section Chief (ETSC). The ETSC will determine the number of units required each week and will notify the contractor with the intended schedule no later than 7 days prior to the designated work unit. Normally a minimum of 6 units will be worked per week. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0700-1600 M-F. It is estimated that five (5) full units will be required per week and that each unit will require 6 hours. The remaining units will be distributed as needed throughout the week. Units may be scheduled to cover the designated lunch period, Monday through Friday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. Absences will be coordinated in advance with the Education and Training Section Chief, except those circumstances such as sickness or injury that do not allow advance notification. Time-off requests shall be coordinated with the Education and Training Section Chief. The Contractor shall take into account such factors as whether the timing of leave would be detrimental to the Education and Training Section mission. Non-emergency leave of 1 week or more must be scheduled with the ETSC at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. If the Contractor is required to attend job related meetings or training outside the normal duty hours, they shall adjust their schedule so as not to exceed 36 hours for the week.
1B) Test Examiner Purpose: To administer tests, provide control of the tests and work with both military and civilian agencies that provide, score or otherwise control the tests used. Work day shall be scheduled with the Education and Training Section Chief. The work schedule is typically working 16 - 20 hours per week (one-four hour units two days a week and two-four hour units one day a week). The remaining units will be distributed throughout the week as needed. The Contractor shall work three to five units per week, except for Federal Holidays, approved requested time-off and Air Force Space Command down days. Absences will be coordinated in advance with the Education and Training Section Chief, except those circumstances such as sickness or injury that do not allow advance notification.
Time-off requests shall be coordinated with the Education and Training Section Chief. The Contractor shall take into account such factors as whether the timing of leave would be detrimental to the Education and Training Section mission. The Contractor shall coordinate directly with the Education and Training Section Chief and/or, Test Control Officer (TCO), and Alternate Test Control Officer.
2. Organizational Location: 460th Force Support Squadron, 18401 East A Basin St., Buckley AFB, CO. 80011.
3. Scope of Work:
3A). Education Advisor Scope: Support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. All tasks shall be accomplished in accordance with AFI 36-2670 and all other pertinent Air Force, MAJCOM, DANTES and local command policies and publications. Contractor will have read AFI 36-2670 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material). The handbook, guide and school catalogs are available on-line.
3B). Test Examiner Scope: The Contractor shall administer tests, provide control of the tests and work with both military and civilian agencies that provide, score or otherwise control the tests used. The contractor shall conduct precise inventories and be responsible for test accountability/security. The Contractor shall oversee and maintain the integrity of the testing facility to include following all the procedural guidance issued by Headquarters United States Air Force, Air Force Space Command, Defense Language Institute, Air Force Institute for Advanced Distributed Learning (AFIADL), Defense Activity for Non-Traditional Education Support (DANTES), Educational Testing Services (ETS), Distance Learning and educational institutions.
4. Qualifications:
4A). Academic Advisor: An associate degree from an accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS, Microsoft Word, PowerPoint, Excel and Access is desirable. Resumes and transcripts shall be submitted with bid packages to the base contracting office.
4B). Test Examiner: A bachelor degree from an accredited American college or university is required.

5. Duties:
5.A Education Advisor Specific Duties: Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the ETSC .
Keeps the ETS current on all program and catalog changes and advises affected students promptly.
5. A.1 Advises personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted and officer personnel and assists them in registering for appropriate programs.
5. A.2 Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the Air Force Automated Education Management System (AFAEMS) program.
5. A.3 Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.
5.A.4 Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study. Interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process.
5.A.5 Updates student records in AFAEMS.
5.A.6 Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met.
5.A.7 Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the ETSC and assists with reports and other administrative tasks as requested by the
ETSC.
5.A.8 Assists with annual CCAF graduation ceremonies. May include providing ETSC with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates.
Updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report.
5.A.9 Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records.
5.A.10 Works the front desk with walk-in and phone customers.
5.A.11 Assist with maintaining the Education web site.
5.1.4 Assist the ETSC with the necessary logistics (classrooms, material support, etc) to conduct the on base training/education classes.
5.1.5 Assists with accounting spreadsheet entries, TA form verifications, publicity materials survey collection and compilation, filing and other program-related administrative work as needed.
5.B Test Examiner Specific Duties: Required to order, stock, distribute, proctor, mail, receive, or destroy tests and /or related materials in accordance with local procedures, checklists or guidance from the test owner. The Contractor shall be responsible for following the local Test Examiner Procedures and Guidelines on a daily basis, in accordance with the Contractor’s schedule. The Contractor’s duties shall include, but are not limited to:
5.B.1. Receive and process tests in accordance with local procedures and guidance
5.B.2. Print testing roster, pull appropriate tests/answer sheets and print student validation for CerTests/E-exams prior to testing session.
5.B.3. Independently conduct testing sessions ensuring all policies and procedures are followed
5.B.4. Coordinate with colleges/universities to ensure they know proctors contact information, method of delivering tests to test center and how tests are to be returned to school after completion.
5.B.5. Uses the Air Force Automated Education Management System (AFAEMS) to maintain test rosters and schedule students.
5.B.6 Verifies student’s testing eligibility in CDSAR, AUSIS, TCO Portal, or Prometric.
5.B.7 Ensures that PME testing scores have been received and posted to CDSAR/AUSIS.

7. Period of Performance: Contract start date is 1 October 2020 through 30 September 2021 with 3 option years.
8. Materials and Equipment: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.
9. Termination: Contract may be terminated in accordance with the termination clauses contained within the contract.
10. Pass and Identification. At least five days prior to arrival, the contracting office shall receive Visit Authorization Letter (VAL) listing the full name, state issued I.D. number or drivers license number and the state of issue, social security number, date of birth, and company name of all individuals who will be visiting the installation. The VAL must provide the purpose of the visit, the date of the visit, and a Point of Contact (POC).
11. Base Access. The Contractor shall obtain appropriate Base access for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Buckley AFB. Current vehicle registration, current proof of insurance and a valid driver’s license must be presented for all vehicles to be registered. Base access requests must be submitted to 460 CONS/LGCB at least five days in advance.
