About this file
This is a re-solicitation notice issued by Marion County Board of County Commissioners Procurement Services for the FirstWatch Early Event Detection System to be utilized by Marion County Fire Rescue (MCFR). The posting period runs from April 30, 2026 through May 7, 2026, with submissions required within this five business day window. The FirstWatch Early Event Detection System is intended to provide real-time analysis of emergency response data with integration capabilities into existing Computer Aided Dispatch (CAD) and EMS reporting systems. The system must deliver continuous monitoring, automated alerts, and dashboard functionality to support incident awareness, trend identification, and resource management while maintaining full compatibility with Marion County's existing operational infrastructure.
This re-solicitation has been initiated pursuant to Marion County Procurement's policy requiring Existing Sole Source designations to be reviewed and re-solicited at minimum every five years, as mandated by Florida Statute 287.057(3)(c). First Watch Solutions, Inc. is currently designated as the incumbent sole source provider for this system. The County is seeking to confirm whether qualified alternative vendors can provide comparable goods or services that meet established requirements while maintaining competitive procurement principles. If no qualified alternatives are identified during the posting period, Marion County may reaffirm the existing Sole Source designation with First Watch Solutions, Inc. Interested vendors should submit supporting documentation demonstrating comparable capabilities to Carrisa Crawford at carrisa.crawford@marionfl.org for consideration.
