About this file
This document is a Statement of No Bid form from the City of Lubbock, Texas Purchasing and Contract Management department. The form is designed for potential bidders who do not intend to submit a bid on a current city procurement opportunity. It provides a structured mechanism for vendors to explain why they are choosing not to participate in the bidding process, with multiple pre-printed checkboxes covering reasons such as tight specifications, unclear requirements, insufficient response time, inability to meet specifications, product scheduling conflicts, bonding or insurance limitations, and other potential barriers to bidding.
The form allows vendors to provide detailed contact information and optional remarks explaining their non-participation. It demonstrates the City of Lubbock's commitment to understanding market dynamics and maintaining an open, transparent procurement process by actively seeking feedback from potential bidders who opt not to submit a proposal. The form is to be returned to Marta Alvarez, Director of Purchasing and Contract Management, at the city's P.O. box in Lubbock, Texas, prior to the original bid receipt date.
