About this file

This is a Contracting Officer File Documentation for a single-source procurement justification for a Computer-Assisted Translation (CAT) tool.

The U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, on behalf of the External Affairs Directorate's Language Services Section, proposes to award a contract order for memoQ, a commercially available CAT software tool produced by a vendor located in Budapest, Hungary (Rakoczi ut 70-72, 1074 Budapest). The procurement is being conducted under FAR 12.102(a), Restricting Competition, as a single-source acquisition up to the Simplified Acquisition Threshold. The contracting officer justifies the sole-source award based on memoQ's unique status as the only product that meets all agency technical, security, and operational requirements as determined by USCIS's OIT Technical Architecture Board (TAB) following extensive evaluation. The procurement supports USCIS's need to modernize translation operations by implementing tools that improve quality, consistency, and efficiency in managing high-volume, complex translation projects. The adoption team evaluated four CAT tools and conducted a proof-of-concept test with two solutions before selecting memoQ. The contract will have a base term of 12 months plus one optional 12-month extension. Award is scheduled prior to September 30, 2026, with implementation to occur by that date. Competing CAT tools were rejected because they either failed to meet critical security requirements under DHS policy, required unapproved third-party components, or presented higher operational risks and costs. Federal agencies including the Department of State, FBI, National Weather Service, Department of Defense, and Census Bureau have previously used memoQ for translation services.

The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to award a contract order, on behalf of External Affairs Directorate (EXA), Office of Access and Information Services (OAIS), Language Services Section (LSS), pursuant to FAR 12.102 (a), Restricting Competition1

2. Nature and/or description of the action.

This action is to procure a specific, OIT Technical Architecture Board (TAB) approved Computer Assisted-Translation (CAT) tool, a commercially available IT product. memoQ is the proposed product, with a business address of Rakoczi ut 70-72. Ll. Em., Budapest, 1074 Hungary, is the only product that meets all agency technical, security, and operational requirements as determined by the TAB after extensive evaluation.

3. Description of Supplies/Services.

Computer-Assisted Translation (CAT) tools are essential to improving the quality and consistency of translations at LSS. The team is planning to purchase and implement memoQ to modernize and streamline operations. The adoption team has demoed four CAT tools and fully tested two during the proof-of-concept phase.

Given our need for precision and accuracy, adopting memoQ will provide our translators with the technology necessary to efficiently manage the high volume and complexity of our projects. CAT tools streamline the translation process by leveraging previous translations, managing large technical texts, and automating tasks like formatting. They also enhance collaboration by allowing translators to share and access common glossaries and translation memories, ensuring greater accuracy across all projects. Implementing these tools will significantly improve the quality of our work and position us to meet growing demands.

Federal agencies such as DoS, FBI, NWS, DoD, and Census have used CAT tools for years, including memoQ, which has been thoroughly vetted for federal use.

This will be a base (12 month) plus one (12 months) option. Estimated costs are approximately The award will be awarded prior to September 30, 2026 with implementation prior to that date.
