About this file

Summary

This is an Invitation for Offers: Expression of Interest issued by the Port Authority of New York and New Jersey seeking qualified respondents interested in leasing, designing, building, financing, operating, and maintaining a common-use electric vertical takeoff and landing (eVTOL) vertiport at LaGuardia Airport. The proposed facility will be located on the rooftop of the LGA Terminal C Parking Garage, utilizing approximately 96,000 square feet across six levels of the existing structure built in 2015 with expansion completed in 2024. The vertiport is intended to be a common-use facility accommodating multiple eVTOL aircraft manufacturers and operators without exclusivity constraints, designed to support short-distance urban travel for typically two to six passenger aircraft. The Port Authority has designated this as a two-step process, with the current Expression of Interest phase followed by an Invitation for Offers in Q3 2026. Written inquiries must be submitted by 4:00 P.M. EST on April 30, 2026, and completed responses must be uploaded to the Euna Procurement platform (formerly Bonfire) no later than 4:00 P.M. EST on May 29, 2026. All submissions must be in electronic PDF format; emailed, hand-delivered, or mailed submissions will not be accepted. The Port Authority Contact Person is Carrem Gay, Transaction Coordinator, reachable at avi_commercial_ifo@panynj.gov.

Responses must include company letterhead, executed by an officer, containing affirmative statements of experience and interest, comprehensive contact information, an overview of relevant expertise in heliport, fixed-base operation, or similar asset management within the past ten years, high-level operational concepts and safety management plans, preliminary facility design vision incorporating Port Authority strategic goals, and completed questionnaire responses addressing scope of services, design specifications, passenger experience, operations, security, and safety systems. Respondents must acknowledge review of the Port Authority's Lessee Code of Ethics and Tenant Construction and Alteration Process Manual. The questionnaire requires detailed information including space requirements, charging infrastructure plans, utility needs, electrical and structural load projections, design and construction timelines, passenger demand forecasts for three-, five-, and ten-year periods, weather operation procedures, security and screening protocols, and fire protection systems. No compensation is provided for participation or information preparation, and submission of an Expression of Interest imposes no obligation on the Port Authority to proceed with any procurement process or award any contract.

INVITATION FOR OFFERS: EXPRESSION OF INTEREST TO LEASE, DESIGN, BUILD,

FINANCE, OPERATE AND MAINTAIN A COMMON-USE ELECTRIC VERTICAL TAKEOFF

AND LANDING VERTIPORT AT LAGUARDIA AIRPORT

April 14, 2026

Aviation Department Attn: Properties & Commercial Development

4 World Trade Center, 18th Floor New York, NY 10007

Email: AVI_COMMERCIAL_IFO@PANYNJ.GOV

1. The Opportunity Through this Invitation for Offers: Expression of Interest (“IEOI”), The Port Authority of New York and New Jersey (“Port Authority”) is seeking bona fide Expressions of Interest (“EOI”) from qualified Respondents interested in an opportunity to Lease, Design, Build, Finance, Operate and Maintain (“DBFOM”) a common-use Electric Vertical Takeoff and Landing (“eVTOL”) Vertiport at LaGuardia Airport (“LGA”) (“Respondents”). The proposed location of the Vertiport is the rooftop of the LGA Terminal C Parking Garage.

The Port Authority’s issuance of this IEOI begins a two-step process. First, the Port Authority will review all submitted EOIs and then advance all Respondents to the next phase of the process.

Second, the Port Authority plans to issue an Invitation for Offers (“IFO”), in Q3 2026, to all Respondents, whether single entity, partnership, or joint venture, to submit offers to enter into a development lease to DBFOM an eVTOL Vertiport at LGA.

eVTOL are aircraft powered by electric propulsion that can take off and land vertically, without a runway. They are designed for short-distance travel, often in urban environments, and typically carry between two to six passengers, depending on the model.

The Port Authority has several strategic goals for this opportunity:

• Operate a common-use facility, solely for eVTOL aircraft for passenger operations, capable of accommodating multiple original equipment manufacturers and operators without exclusivity or proprietary constraints.

• The Vertiport must be sufficiently flexible to accommodate all eVTOL aircraft that are currently receiving, or reasonably anticipated to receive, Federal Aviation Administration type certification, as well as future aircraft with comparable operational and physical characteristics.

• Support the introduction and long-term integration of a new class of electric aircraft as part of the Port Authority’s broader commitment to aviation sustainability, emissions reduction, and innovation.

• Minimize impacts to existing airport operations, including the preservation of parking capacity. Any Vertiport concept should be designed to minimally displace existing parking spaces, while maintaining safe and efficient access for passengers, vehicles, and emergency services.

• Support anticipated growth in passenger demand and eVTOL operations over the next several years.

Responses to this IEOI shall be transmitted via the Euna Procurement platform (formerly known as Bonfire) not later than 4:00 P.M. EST. on May 29, 2026. Responses received after this time will not be accepted. Additional submittal requirements are detailed below.

2. Site Overview The LGA Terminal C Parking Garage roof is the current site allotted for the future Vertiport operation. The parking garage, located adjacent to Terminal C, was originally built in 2015 and later expanded in 2024. The total area (approximately 96,000 square feet) being considered for potential development is highlighted in green in the images below. Concepts can include the total area or a portion of the site.
