About this file
This is a Pre-Solicitation Instructions document issued by the California Department of Technology (CDT) Office of Statewide Technology Procurement (OSTP) for an Invitation for Bid (IFB) for Structured Cabling Materials and Services (SCS) to be used statewide. The State has defined two groups for this procurement: Group 1 (Inside Plant Cabling) and Group 2 (Outside Plant Cabling). The pre-solicitation was released on January 30, 2026, with written feedback from vendors due by February 19, 2026, at 10:00 a.m. Confidential discussions between the State and individual bidders are scheduled to occur March 3-5, 2026, via Microsoft Teams, with each session limited to 60 minutes and up to five vendor participants permitted. The pre-solicitation includes draft documents such as the IFB, Bidder Qualifications form, Price Catalog, Usage Report Template, and General Provisions for Telecommunications (revised June 6, 2025).
Vendors are encouraged to provide feedback on draft requirements, identify any restrictive provisions that would prohibit participation, highlight areas of ambiguity or inconsistency, and suggest modifications or considerations not addressed in the documents. Submission of feedback and participation in confidential discussions are not required to bid on the anticipated IFB that will follow. The State makes no commitment to implementing changes based on vendor feedback, and CDT-OSTP is not obligated to respond to all submitted questions. All written responses may be subject to the California Public Records Act. Interested vendors should direct inquiries and feedback submissions to Lauren Neisen, Procurement Officer, at Lauren.Neisen@state.ca.gov or (916) 205-4836, or Michelle Cruz, Secondary Procurement Officer, at Michelle.Cruz@state.ca.gov or (916) 800-2027.
