About this file
This project manual details the 2024 OU Bear Lake Bridge Repairs project for Oakland University, located in Rochester, Michigan, and prepared by SME (Project Number 094705.00) on November 22, 2023. The project involves comprehensive bridge deck repair and rehabilitation, including partial depth concrete repair on the bridge deck's top surface, replacement of approach sealant joints with expansion joints, and replacement of the traffic deck coating. The scope includes two alternate options: Alternate No. 1 involves partial depth concrete repair of the west and east bridge deck fascia, while Alternate No. 2 covers partial depth concrete repair at the stem of the concrete superstructure.
The bid form outlines unit pricing for various project elements, including mobilization, traffic control, dust control, quantity verification, concrete floor repair, expansion joint installation, and vehicle deck coating repair. The project specifications require detailed submittals, quality assurance documentation, and adherence to industry standards from MDOT, ASTM, ACI, and ICRI. The contractor must have a minimum of ten years of continuous experience in concrete restoration and be an authorized applicator by the repair materials' manufacturer. The project includes a two-year warranty for workmanship and materials, with provisions for repair or replacement of defective work at no additional cost to the owner.

PART 3 – EXECUTION
3.1 SURFACE PREPARATION AND APPLICATION
A. Examine existing bridge substrates, with installer present, for compliance with requirements and for other conditions affecting application and performance of traffic coating system.
1. For the record, prepare written report, endorsed by installer, listing conditions detrimental to performance.
2. Verify compatibility with and suitability of substrates.
B. Clean surfaces using a stiff bristle broom and a strong non-sudsing detergent such as Neogard 8500 biodegradable cleaner (089jb). Thoroughly wash, clean, and dry. Areas where oil or other contaminants penetrate deep into the concrete may require removal by mechanical methods.
C. Remove deteriorated traffic coating system and mechanically prepare surface by shot-blasting to industry standard surface texture meeting ICRI CSP 3 to 4 without causing additional surface defects.
D. Verify that concrete substrate is dry and free of moisture, steel shot media, dust and other contaminants that could impair bonding of traffic coating. Test for surface contaminants and moisture as follows:
1. Wipe testing using a dark color cloth to check for surface cleanliness and visible surface contaminants in accordance with testing procedure for evaluating the degree of chalking paint per ASTM D4214.
SME PROJECT NUMBER 094013.00 – VEHICULAR TRAFFIC COATINGS 071816-6
2. Water – break testing to check for oil contaminants in accordance with ASTM F22.
3. Moisture testing using the plastic sheet method in accordance with ASTM D4263.
4. Apply an 18-inch square, 4-mil plastic sheet to cleaned concrete substrate in order to qualitatively assess moisture condition. Applied plastic sheets to be assessed for moisture presence after 16 hours, per ASTM D4263.
E. Engage the traffic coating manufacturer’s representative to examine substrate to ensure that it is properly prepared and ready to receive traffic coating system.
1. Traffic coating manufacturer’s representative shall report in writing to applicator and Engineer, conditions that may adversely affect roofing system application or performance and recommend corrections.
2. Do not proceed with traffic coating system application until unsatisfactory conditions have been corrected and reviewed by Engineer.
F. Repair holes and treat cracks and allow to cure before installation of traffic coating system.
G. Do not apply materials to damp, wet, or contaminated substrates. Perform concrete moisture test in accordance with ASTM D4263, standard test method for indicating moisture in concrete by the plastic sheet method, prior to installation.
H. Do not apply when substrates are over 110 degrees Fahrenheit or under 40 degrees Fahrenheit.
Do not apply in rain or when rain is expected within 24 hours.
I. Make test application to evaluate the bond of the traffic coating system in accordance with the manufacturer’s recommendations, or as described by ASTM D4541, standard test method for pull-off strength of coatings using portable adhesion testers.
J. Provide the following surface prestriping and detailing when applicable:
1. Prestripe with primer 1-inch beyond surfaces that require detail work.
2. For non-moving joints and cracks less than 1/16-inch wide, apply 25 wet mils prestriping of base coat over cured primer. Apply base coat to fill and overlap joint or crack 3-inches on each side. Feather the edges.
3. Rout dynamic cracks and joints over 1/16-inch wide to a minimum of 1/4-inch by 1/4-inch. Install bond breaker tape to prevent adhesion to bottom of joint. Prime joint faces only with sealant primer and fill with sealant. Fill joints deeper than 1/4-inch with backer rod and deep joint sealant. For cracks, tool sealant flush with adjacent surface. For expansion joints, tool sealant slightly concave.
4. Coat over sealed joints 1-inch or less with deck coating system.
5. Where coating system will be terminated and no wall, joint, or other break exists, cut 1/4-inch by 1/4-inch keyway into concrete. Fill and coat keyway as application of base coat progresses.
3.2 PROTECTION
A. Protect traffic coating system from damage and wear during remainder of construction period.
SME PROJECT NUMBER 094013.00 – VEHICULAR TRAFFIC COATINGS 071816-7
B. Clean overspray and spillage from adjacent construction using cleaning agents and procedures recommended by manufacturer of affected construction.
C. Do not dump any excess or waste materials into drains or on the ground.
D. Limit access to Work areas. Always wear PPE equipment when using fluids and air under pressure.
Wear gloves to avoid skin contact with unreacted grouts. Follow all OSHA and Site Safety protocols.
3.3 CLOSEOUT AND CLEANING
A. Correction of Work: Work that does not conform to specified requirements including tolerances, colors, and finishes shall be corrected and/or replaced. Any deficiencies of traffic coating application noted during the final punchlist inspections shall be corrected and/or replaced at contractor’s expense.
B. Clean concrete surfaces adjoining, and wash free of stains, discoloration, dirt and other foreign material just prior to final inspection.
1. Allow repair material enough time to cure before performing cleanup.
2. Clean surfaces by grinding or other means.
C. Clean up all areas and remove all debris, rubbish and excess from the site which may have been caused by the work of this Section.
3.4 ONE-YEAR INSPECTION
A. Owner will set date for one-year inspection of traffic coating system.
B. Owner, Contractor, Engineer, and Manufacturer’s representative shall attend inspection.
C. Repair deficiencies in completed traffic coating systems as determined by Engineer in accordance with Manufacturer’s instructions.
