About this file

This document is an Addendum A for the 2024 Bear Lake Bridge Repairs project issued by SME (engineering firm) for Oakland University on December 12, 2023. The addendum provides clarifications to the original bidding documents, addressing contractor questions about the bridge repair project. Key points include permission to use a floatable platform for fascia/stem repairs, confirmation of full bridge access to close pedestrian traffic during construction, and guidance on bridge loading capacity. The document notes that contractors must carefully assess the bridge's current structural condition, with a recommendation to review provided limited "as-built" structural drawings and potentially conduct additional engineering analysis for construction loading exceeding 20 PSF.

The addendum emphasizes the need for contractors to verify site-specific details, such as water depths in Bear Lake, and recommends obtaining and reviewing original design drawings from Oakland University. While no specific pricing details are provided in this document, it serves as a critical supplemental information piece for potential bidders, providing technical clarifications and operational guidelines for the bridge repair project. The document is prepared by Nate Sexton, PE (Project Engineer) and reviewed by Hayder Al-Hilal, PE (Senior Consultant), with attachments including limited bridge structural drawings to support the bidding process.

ADDENDUM A

OWNER: Oakland University

DATE: December 12, 2023

PROJECT: 2024 Bear Lake Bridge Repairs

ARCHITECT/ENGINEER: SME

PREPARED BY: Nate Sexton, PE

REVIEWED BY: Hayder H Al-Hilal, PE

SME PROJECT NO.: 094705.00

INTENT:

This Addendum forms a part of and modifies or clarifies the original Bidding Documents.

Unless modified by this Addendum, complete work in accordance with original Bidding Documents.

CONTENTS:

The following items comprise this Addendum:

A. CLARIFICATIONS (QUESTIONS AND ANSWERS)

1. Will it be acceptable to use a floatable platform to access fascia/stem repairs?

a. Yes.

2. What is the maximum loading capacity of the bridge for equipment staging?

a. OU to provide As-Built reference drawings if available. Original structural design criteria with respect to live and dead design loadings should be on the as-built drawings. Deterioration of the structural bridge elements may have reduced the design capacity of the bridge. SME can review and comment on proposed construction loading on the bridge, but has not conducted a load rating of the bridge in its current condition. If construction loading is in excess of 20 PSF, the contractor is responsible to show by engineering analysis (conducted by the contractor’s engineer with professional engineer’s license in The State of Michigan) the subject bridge is capable of safely supporting the proposed load. Limited bridge “as-built” structural drawings are provided herein for reference, Appendix A.

3. What is the water depth of Bear Lake? Please advise height from lake’s concrete floor to water line.

a. OU to provide As-Built reference drawings if available. Depth of Bear Lake should be provided on original design drawings for the bridge. It is recommended to field verify water depths of Bear Lake before making assumptions. Limited bridge “as-built” structural drawings are provided herein for reference, Appendix A.

4. Will the contractor be given full access to the bridge to close all pedestrian traffic during construction?

a. Yes.
