RATIONALE

The Arizona State Public Health Laboratory (ASPHL) Bureau Chief has set a goal for all laboratory sections to transition to one quality management system for document and nonconformance management to leverage cost savings and increase efficiencies. In 2019, the ASPHL utilized MediaLab to build part of the laboratory's federally mandated safety orientation and refresher training programs. MediaLab is a comprehensive cloud-based system designed for clinical laboratories that makes it easier to maintain compliance with accrediting body requirements.

On January 16, 2024, a Not Practical to Quote (NPTQ) determination was executed to cover $33,000 over a five

(5) year period to ensure that the embedded system continued operations. Contract CTR#070563 was then established from the NPTQ determination. Currently, the ASPHL requires fifty (50) additional user logins for the Compliance and Continuing Education module, and ten (10) new user logins for the Molecular Exam Simulator module. The Molecular Exam Simulator module is a new addition to the contract that provides simulated questions with feedback to help laboratory staff prepare for their professional certification exams. Once all laboratory sections have fully transitioned to MediaLab in 2025, the ASPHL plans to implement other MediaLab modules to streamline processes and transition from hardcopy to electronic documentation to maintain regulatory compliance. It is not practicable to quote for these additional and new modules, as they are add-ons to a service currently under contract with ASPHL. This supplemental NPTQ is to add an additional $19,200.00 to bring the contract total spend to approximately $52,200.00 over five (5) years to ensure the embedded system continues to
