REPAIR MULTIPLE FACILITIES

STATEMENT OF WORK
PN: FJRP212110 REPAIR MULTIPLE FACILITIES
GENERAL: The Contractor is responsible for providing all materials, equipment, tools and labor to complete the items described in each Contract Line Item (CLIN) in accordance with applicable local and national codes, UFC’s (Unified Facilities Criteria), and ANG ETL’s (Engineering Technical Letter). Ensure all waste is properly recycled, if possible, or disposed of. The contractor shall provide a 1 year warranty on all items below.
CONDITIONS FOR CONTRACT AWARD: The basis of award for this project shall be ALL OR SOME OF THE CLINS.
CLIN #1 REPAIR BLDG 76 HVAC
The Contractor shall include the work herein but not limited to the chiller on Bldg 76. The project will remove the existing chiller and disconnect all associated electrical and piping configurations up to the first adjacent flange to the unit. The contractor will be required to furnish all materials, equipment, labor, and permits necessary to perform work as outlined in the project statement of work and specifications. The scope of this project includes, but is not limited to, disconnect all pipes, electrical and DDC circuits, remove the existing chiller unit and transport to a location approximately 0.5 miles away. The Government will dispose of the chiller. Existing chiller sits behind a 6ft high brick wall in a mechanical yard with the electrical connections immediately adjacent to the chiller. The Contractor shall install a new 80 Ton Chiller (that meets or exceeds the current capacity 80 Ton Chiller, electrical shall be same voltage and phase (460 VAC/3 phase/60Hz), same amount of pumps and VFD controllers (2, each with a VFD), reconnect all electrical and DDC circuits, connect the new chiller to the existing piping system and ensure compatibility with the existing BACNet Alerton DDC system. Contractor is required to provide means for lifting/removing old/new unit (boom truck, crane, etc.) New chiller controller shall be wired and connected to existing Hoffman/Alerton VLC controller (VLC-1188) providing full DDC control. The DDC desktop graphics shall be updated to show the functionally of the new chiller. If Carrier unit is provided, a government furnished Carrier Integrated BACnet communication card will be supplied (i-Vue UPC Open part number # OPN-UPC).
Specific timing/sequencing of phasing shall be finalized after project award. The above outlines the principle features of the work and in no way limits the responsibility of the contractor to perform all work and furnish all tools and labor required by the specifications referred to herein.
LOCATION: The project is located at the 145th Airlift Wing, North Carolina Air National Guard, Charlotte/Douglas International Airport, NC.
WORK TO BE ACCOMPLISHED: The Contractor is responsible for furnishing all materials, equipment, labor, testing and permitting necessary to perform work as outlined in project specifications and drawings and to complete the items described in each Contract Line Item (CLIN) in accordance with applicable local and national codes, UFC’s (Unified Facilities Criteria), and ETL’s (Engineering Technical Letter). All material/equipment to be used will be submitted to the Government for approval/coordination prior to contractor procurement. The contractor is also responsible for the proper disposal of all waste, to include materials being removed as defined herein. For all CLINs: The contractor shall work in a manner to ensure that daily operations are not impeded. This includes and is not limited to the daily flow of traffic; on and off base.
GOVERNMENT ERRORS AND OMMISIONS: The Contractor is responsible for providing the Government with a complete and usable product/facility. It is the Contractor’s responsibility to ensure that all applicable industry codes and standards are adhered to. Should apparent issues arise – the Contractor shall submit a Request for Information (RFI) to the Contracting Office. It is unacceptable for the Contractor to knowingly “look-over” an apparent issue, simply because it was not specifically called out in the Statement of Work. The Contractor and Contracting Officer’s Representative (COR) will review the provided Statement of Work and Drawing Set. The scope of work depicted on the drawings and Statement of work is intended to be inclusive. However, work to replace/reposition existing equipment /items; such as, but not limited to, repositioning existing HVAC fixtures back into a new lay-in ceiling; are considered required work to make the facility "Complete and Usable," even if not directly called out in the SOW or drawings.
PERFORMANCE:
A. Submission of a bid by a contractor shall be accepted as prima fascia evidence that they have examined the job and specifications and is satisfied as to the nature, location, and scope of the work and all other matters which can in any way affect the work or cost thereof under this contract. Any failure of the contractor to acquaint himself with all available information including a physical survey of the construction site of the proposed work, will not relieve him/her from successfully performing all the required work in the plans and specifications to a complete, finished, acceptable job.
B. The above outline of principle features of the work in no way limits the responsibility of the contractor to perform all work and furnish all tools, labor, and equipment required by the specifications referred to herein.
C. The Contractor is responsible for ensuring and demonstrating all work meets the performance standards set forth in the plans and specifications and in accordance with Federal Acquisition Regulations, Part 52.246.
HAZARDOUS MATERIALS MANAGEMENT: Contractor shall maintain and submit monthly hazardous materials usage in accordance with NCANG requirements. All Material Safety Data Sheets shall be maintained on site and submitted on the AF Form 3000 electronically. Any unused hazardous material shall be removed from the job-site unless required as excess stock.
GREEN PROCUREMENT: Contractor shall follow all Federal mandates for green procurement, and the EPA Comprehensive Procurement Guidelines where applicable. Where purchase of recycled content is not available or practical, the Contracting Officer shall be notified immediately.
WASTE REPORTING: Contractor shall provide a monthly waste report indicating the amount (weight) of construction debris that was landfilled and diverted from landfill (recycled).
SAFETY: Contractor shall be required to meet all requirements of OSHA Regulations and US Army Corps of Engineers Safety and Health Requirements manual EM 385-1-1.
WARRANTY: Due to the complex nature of this project and all the disciplines involved, it is in the best interest of the Government to include the FAR clause for Warranty of Construction of 1 year.
CONTRACTOR MANPOWER REPORTING: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the AIR FORCE collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. FOR CONTRACTORS REQUIRING COMMON ACCESS CARD (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
SECURITY REQUIREMENTS: Contractor personnel shall obtain pass and individual picture identification items in accordance with NCANG Base and Air Force regulations. All contractors working on base will be required to submit a background check and complete the required access paperwork before obtaining an access badge. "All contractors/sub-contractor personnel will follow the vetting process for the NC Air National Guard as outlined in the 145th Airlift Wing Instruction 31-101 and Contractors Handbook. Access will not be permitted until all personnel are vetted and approved for unescorted entry to the installation".
For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
AT LEVEL I TRAINING: This provision/contract text is for contractor employees with an area of performance within a National Guard controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to National Guard installations, facilities and controlled access shall complete AT Level I awareness training. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contracting Officer’s Representative (COR).
QUESTIONS ARISING DURING PROPOSAL PREPARATION: If questions arise during the Contractor’s development of their proposal, they shall provide those questions in writing to the Contracting Officer. This includes general and technical clarifications. No telephone questions shall be answered. Questions can be emailed to the Contracting Officer at:
