About this file

This is a Statement of Work (SOW) for an erosion control project at Building 2276, March Air Reserve Base, California, issued by the 163rd Civil Engineering Squadron, California Air National Guard.

The project scope requires the contractor to mitigate erosion from planters into the storm drain system through three primary tasks: removing material from planters and providing mulch replacement; demolishing and repairing irrigation systems; and repairing planters and related items. The period of performance is 60 days from the August 14, 2026 effective date, with a single cost line item (CLIN 1) designated as the PROJECT. The contractor must comply with UFC (Unified Facilities Criteria) requirements and all applicable federal, state, and base codes, with the most stringent requirements applying. All work must be performed in a workmanlike manner consistent with industry standards and manufacturers' recommendations, with a one-year warranty on materials and workmanship following substantial completion.

General requirements include performing construction during normal duty hours (0700-1600, Monday-Friday, excluding federal holidays) unless otherwise approved by the Contracting Officer Representative (COR). The contractor must remove construction debris daily and present all areas in broom-clean condition prior to final acceptance. Materials and equipment staging, contractor parking, and base access are determined by the COR. Work must comply with OSHA safety requirements, with verbal and written accident reporting required. The contractor must maintain a partnering agreement with the Government to facilitate cooperation and share project risks. Demolition waste must be disposed of per industry standards to approved off-base locations. The contractor is not required to work federal holidays except in emergencies, and work scheduled during base closures due to weather or security events will be rescheduled accordingly.
