SUBJECT: Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PAD) Purchase Request FD2020-23-51111 Government Furnished Material (GFM)
1. The CAD/PAD Office primarily provides end-item sustainment activities to include: CAD/PAD spares procurement, field assistance, accident investigation, second source qualification and in-service engineering.
2. As required by Defense Federal Acquisition Regulation Supplemental Procedures, Guidance, and Information 245.103-70, the following elements were reviewed.
a. It is in the Government’s best interest to provide GFM for subject procurement.
(1) Economy – Furnishing Government property is the lowest cost or price alternative:
The components being purchased through this procurement were qualified using Government furnished primers. Use of any other primers would require a re-qualification effort adding approximately $1M and 36-48 months to this procurement effort.
(2) Standardization – There is a critical need for precise replication: The Government furnished primers are required to meet specification requirements since the current approved design was qualified using the Government furnished primers.
(3) Security – Government property is needed due to national security issues/concerns: The factor of Security is not applicable to this contract.
(4) Expedite Production – Government property is crucial to achieving timely or accelerated delivery of a supply item or service: Providing this GFM to the contractor dramatically reduces risk to the program schedule and accelerates the contractor support provided to the weapon systems. This is due to the time and money it takes to procure and qualify the product using non-approved materials.
(5) Scarcity – The Government can obtain scarce items or is the only source of property necessary for successful execution of a contract: There is no commercial equivalent to the PVU-2/A Primers that are being provided as GFM on this contract.
(6) Maintain the Industrial Base – Government property is needed to ensure future capability to obtain a particular supply item or service: The CAD/PAD program has a very limited vendor base and providing GFM help ensure continued availability of critical safety items/components in support of the warfighter.
(7) Contract Type – Government property will enable the Government to obtain a more favorable contract type: The majority of contracts in support of this program are Firm-Fixed-Price contracts;
therefore, the factor of Contract Type is not applicable to this contract.
(8) Other – Offering the GFM is in the best interest of the Government to maintain the integrity of the end items. Providing the property does not substantially increase the
Government’s assumption of risk because the contract schedule risk of not providing this property would be far greater. The Government’s requirement to sustain the CAD/PAD program cannot otherwise be met because of an inability for the program schedules to recover due to delays incurred procuring new property, prohibitive costs, and limited availability of the property.
3. All GFM associated with this effort has been reviewed and evaluated for this program. IAW FAR 45.102(b), it is in the Government’s best interest to provide the GFM listed in attachments for the above listed purchase requests/contract.
