About this file

This is a warehouse shipping standards document issued by the Pennsylvania Department of General Services (DGS) Warehouse & Distribution Division, establishing shipment preparation requirements for deliveries to DGS warehouse facilities located in Elmerton, Forster, and Mechanicsburg. The document outlines mandatory packaging, palletization, and load security standards that all vendors must follow when delivering products to these facilities. Key requirements include the use of strong, palletized packaging secured with stretch wrap, strapping, or banding; adherence to facility-specific maximum pallet heights of 60 inches for Elmerton and Forster warehouses and 56 inches for Mechanicsburg; prohibition of product overhang beyond pallet edges; and use of corner boards when necessary to ensure load stability. All shipments must be palletized except for small package shipments that receive prior approval, and loads must be stable, secure, and safely transportable using standard material handling equipment.

Prohibited shipment types include loose or unpalletized items, damaged packaging, intermixed SKUs, unstable loads, and non-standard pallets unless advance approval is obtained from DGS Warehouse Operations. Vendors must not use damaged pallets or cartons and must not intermix different SKU numbers within a single shipment. Any shipments exceeding the specified height limits or requiring unique handling must be coordinated with the appropriate warehouse facility in advance. Contact information is provided for each facility, with Elmerton available at 717-214-7054 (haykelley@pa.gov), Forster and Mechanicsburg both at 717-803-0289 (daniellesm@pa.gov), during business hours of Monday through Friday, 7:00 AM to 4:00 PM.
