Enhancement of Emergency Response Assessment Tools for the NRC Operations Center
C.1
STATEMENT OF WORK
Development of Emergency Response Assessment Tools
C.1.1
BACKGROUND
The NRC Operations Center is operated by the NRC Division of Incident Response Operations (Office of Nuclear Security and Incident Response). During a radiological emergency a Protective Measures Team will assemble to assess the consequences of any release and to assure that appropriate protective actions can be taken. This team makes use of a variety of technical assessment tools in the Operations Center.
The primary technical assessment tool is Radiological Assessment System for Consequence AnaLysis (RASCAL), which calculates radiological accident consequences for nuclear power plant and radioactive materials releases. RASCAL dose projection results may be integrated with geographic information system tools (such as ArcView, Topo USA, and Street Atlas) for display and spatial analysis and the Response Computer System (RCS) which allows the display, sharing, and archiving of files.
Other dose assessment tools include ERAD, which calculates radiological consequences of radiological dispersal devices, and ALOHA/CAMEO, which provides assessment capabilities to analyze toxic chemical releases.
These assessment tools are continually being upgraded to meet new requirements and to be kept compatible with each other. Also, lessons learned from exercises, tests, and responses to real events may also require improvements in the assessment tools themselves, in the way training on the assessment tools is conducted, and in the procedures for using the assessment tools. Thus, it is a constant effort to improve the assessment tools, to train responders to use the updated assessment tools, to develop training materials for use in the training, and to develop procedures for using the assessment tools.
C.1.2
OBJECTIVE
The contractor shall provide the technical support needed for the planning, development, upgrading, documentation and training for the technical assessment tools used by the Protective Measures Team in the NRC Operations Center.
C.1.3
SCOPE OF WORK
1.3.1 The contractor shall provide all necessary qualified personnel to provide support for the Protective Measures Team technical assessment mapping tools. The Contractor shall coordinate with the technical monitor and other NRC contractors (as needed).
A. RASCAL (level of effort: 1080 hrs/year or 60% of total)
Provide technical support to update the user interface and computational modules of RASCAL to include, but not limited to changes needed to incorporate the results of new research, changes needed to expand the capabilities of the code, changes needed to fix errors in the code, and changed needed to improve the clarity or usability of the user interface screens.
Develop help messages for RASCAL, the user interface screens that do not contain sufficient technical information based on relevant documentation and references, i.e. Rascal Workbook and NUREG - 741.
For releases of newer versions of RASCAL, develop the means to properly install and configure upgraded RASCAL programs with commonly used Windows operating systems such as Windows NT or XP.
Conduct quality assurance testing and review for all the components of the RASCAL models
Revise NUREG – 1741 to describe any changes made in the methods or the models and to provide additional descriptions of models that are not yet fully described.
Update existing student training workbook and other training materials, i.e. power point slides and handouts as changes are made to RASCAL such as incorporating lessons learned during training sessions. The updates shall be consistent with the existing workbook format.
Provide training on the use of RASCAL based on the RASCAL Workbook to include lecture and hands-on computer exercises. It is estimated that training will be conducted twice per year for headquarters and once per year for each of the four NRC regions. The exact location of the training will be determined by the region. The training is estimated to last 3 days, which includes travel time, and requires one instructor. Exact dates of the course will be mutually agreed upon by the contractor and NRC Project Officer. The course size is estimated to range from no fewer than 12 students to no greater than 25 students.
B. Mapping Tools (level of effort: 360 hrs/year or 20% of total)
Develop and maintain a workbook on the use of the Protective Measures Team mapping tools. This will include the use of the new ArcView-based system from Remote Sensing Laboratories (RSL) and the TopoUSA, Street Atlas, and LandView tools already in use. The workbook shall be in a similar format as the RASCAL workbook.
Provide training on the use of the Protective Measures Team mapping tools based on the workbook developed to include lecture and hands-on exercises. It is estimated that one training session will be held annually at NRC Headquarters in Rockville, Maryland that will last 6 hours. It is anticipated that one instructor will be needed. The course size is anticipated to range from no fewer than 12 students to no greater than 25 students. The course date shall be established by mutual agreement between the NRC Project Officer and Contractor.
Provide programming support in the customization and modification of the PMT Geographical Information Systems (GIS) user interface
C. Meteorological Data Retrieval (level of effort: 180 hrs/year or 10% of total)
Develop and maintain a workbook and procedures on how to retrieve meteorological data for use by the RASCAL, ERAD, and other models.
Develop and maintain training materials in a format similar to the RASCAL and Mapping Tools workbook.
Provide training on the tasks of retrieving meteorological data based on the workbook developed, to include a lecture and hands-on computer exercises. It is estimated that one training session will be held annually at NRC Headquarters in Rockville, Maryland that will last 3 hours. It is anticipated that one instructor will be needed. The course size is anticipated to range from no fewer than 12 students to no greater than 25 students. The course date shall be established by mutual agreement between the NRC Project Officer and Contractor.
Develop and implement methods for the automation of meteorological data retrieval
D. Data Exchange (level of effort: 180 hrs/year or 10% of total)
Develop and maintain methods for sharing PMT generated data (especially from RASCAL) with: RCS, Federal Radiological Monitor and Assessment Center (FRMAC), National Atomspheric Release Advisory Center (NARAC), Department of Homeland Security (DHS), Interagency Modeling and Atmospheric Assessment Center (IMAAC), and the NRC Regional Offices and site teams.
This work may include, but is not limited to:
Modify the existing procedures on PMT responsibilities to reflect new data exchange methods.
Programming changes to facilitate import/export of data
Setup /configuration of tools to share information

C.1.4 PERSONNEL
The Contractor shall provide personnel with the following qualifications to support the tasks as delineated in this Statement of Work.
(a) General understanding of specific NRC emergency response responsibilities, duties, functions, and assessment tools at Headquarters, the Regional offices, and emergency sites (This includes an understanding of the NRC regulations in 10 CFR Part 50, Appendix E, NUREG-0396, NUREG-0654, and NUREG 0728, Rev. 2, NRC Incident Response Plan);
(b) Familiarity with the analytical methods used by the RASCAL model (as described in NUREG‑1741, NUREG‑1228, NUREG‑1465, NUREG/BR-0150, Rev. 5,) to the extent sufficient to advise NRC both technically and operationally on possible modifications;
(c) General knowledge of atmospheric dispersion modeling and specific knowledge of meteorological information that could be useful as inputs to the RASCAL dose consequence model and NRC protective action assessments;
(d) Familiarity with Windows-based computers, Microsoft Windows operating systems (98/NT/2000/XP), database and graphic software, and peripheral equipment used by the NRC to support the Protective Measures Team.
(e) Experience in the programming of computers using the following languages: Fortran, C/C++, and Visual Basic. Experience integrating mixed-language codes. Experience developing programs and user-interfaces for the Windows operating system, especially scientific applications.
(f) Knowledge of the technical basis for emergency response sufficient to develop help systems for RASCAL including the use of help authoring tools.
(g) Experience developing installation programs for Windows-based applications that support the variety of operating systems (i.e. Windows NT and XP) on which developed applications will be run.
(h) Experience with atmospheric dispersion and dose models (such as MESOI, MESORAD, TADPUFF, and TADPLUME).
(i) Experience with the ESRI ArcView geographic information system software including use of the program and the development of customizations using ArcObjects and Visual Basic.
(j) Experience in training others in the use of technical assessment tools. This should include the development of training materials, course design, and course delivery.
C.1.5 TRAVEL
It is estimated that four one-person trips of three days duration, including travel time, to conduct RASCAL training to each NRC Region will be required each contract year.
It is estimated that two, one-person trips to NRC Headquarters to conduct RASCAL training will be required each contract year. (8 hours duration) It estimated that one, one-person trip to NRC Headquarters to conduct training on the Protective Measures Team Mapping Tools, to last approximately 3 hours, will be required each contract year.
It estimated that one, one-person trip to NRC Headquarters to conduct Meteorological Data Retrieval training, to last approximately 6 hours, will be required.
It is estimated that three additional one-person trips of three days duration each contract year may be required for coordination with other federal and state emergency response personnel.
It is estimated that one day each month the contractor will have to come to NRC Headquarters Operations Center to consult with the technical monitor, project officer and other contractors for the duration of the contract.
C.1.6
PERIOD OF PERFORMANCE
The period of performance for this effort shall be one year from date of award, with three one-year option periods that may be exercised at the discretion of the Government.
C.1.7
LEVEL OF EFFORT
The NRC(s estimate of the total of professional effort required for this project is approximately 1800 hours each contract year. This information is advisory and is not to be considered as the sole basis for the development of the contractors staffing plan.
