SEQ CHAPTER \h \r 1Evaluation Criteria As Shown in the Solicitation
The government will make award to the responsible Offeror whose offer conforms to the solicitation and is the best value to the government, cost or price and technical factors listed below considered. For this solicitation, non-price factors (Personnel Qualifications, Availability and Experience, Past Performance and Corporate Experience) are all more important than cost/price. Cost realism will also be considered. As proposals become more equal in technical merit, the evaluated cost or price becomes more important.
The technical factors by which each offeror shall be evaluated are as follows:
Personnel Qualifications, Availability and Experience
50 Points
The Offeror shall identify the key and support personnel, and submit a resume for all personnel anticipated to perform this effort. The resume shall include the individual’s relevant work experience, education, background, training and accomplishments. These individuals shall have the required technical qualifications which are as follows and must not be general in nature:
(a) General understanding of specific NRC emergency response responsibilities, duties, functions, and assessment tools at Headquarters, the Regional offices, and emergency sites (This includes an understanding of the NRC regulations in 10 CFR Part 50, Appendix E, NUREG-0396, NUREG-0654, and NUREG 0728, Rev. 2, NRC Incident Response Plan);
(b) Familiarity with the analytical methods used by the RASCAL model (as described in NUREG-1741, NUREG-1228, NUREG-1465, NUREG/BR-0150, Rev. 5, NUREG 1887) to the extent sufficient to advise NRC both technically and operationally on possible modifications;
(c) General knowledge of atmospheric dispersion modeling and specific knowledge of meteorological information that could be useful as inputs to the RASCAL dose consequence model and NRC protective action assessments;
(d) Familiarity with Windows-based computers, Microsoft Windows operating systems, database and graphic software, and peripheral equipment used by the NRC to support the Protective Measures Team.
(e) Experience in the programming of computers using the following languages: Fortran, C/C++, and Visual Basic. Experience integrating mixed-language codes. Experience developing programs and user-interfaces for the Windows operating system, especially scientific applications.
(f) Knowledge of the technical basis for emergency response sufficient to develop help systems for RASCAL including the use of help authoring tools.
(g) Experience developing installation programs for Windows-based applications that support the variety of operating systems on which developed applications will be run.
(h) Experience with atmospheric dispersion and dose models (such as MESOI, MESORAD, TADPUFF, and TADPLUME).
(i) Experience with the ESRI ArcView geographic information system software including use of the program and the development of customizations using ArcObjects and Visual Basic.
(j) Experience in training others in the use of technical assessment tools. This should include the development of training materials, course design, and course delivery.
Resumes are also required from any subcontractor/consultant personnel.
All designated employees should be in the Offeror’s employ or a designated subcontractor at the time of the proposal submittal. If any of the personnel are not employed by your organization or a proposed subcontractor at the time, the Offeror shall provide firm written commitments assuring the availability of such individuals to perform the required effort under the resultant contract.
Past Performance
25 Points
Extent to which the Offeror has demonstrated successful performance on completed contracts similar in size and scope to this procurement. Past Performance relates to how well an Offer has performed on previous and current contracts.
The offeror shall provide a minimum of three (3) past performance references. Offerors shall complete the enclosed List of Contracts Similar In Scope Corporate Form providing data for either current contracts or contracts that were completed within the past three (3) years that are similar in scope to this requirement. If the Offeror is proposing subcontractors for a significant or critical portion of this effort, then the Offeror must provide references for contracts completed in the past 3 years by the subcontractor relating to similar size and scope. The NRC defines critical or significant as any effort for which a single subcontractor will be performing at least 25% of the overall required work. It is the Offeror’s responsibility to provide current points of contact and current telephone numbers. Offerors who do not have any past performance of their own in this type of work shall receive a neutral rating.
The NRC may, but is not required to, contact any and all of the referenced points of contact provided on the list of contracts submitted that are similar in scope to this requirement The NRC reserves the right to query any databases (Ex. Past Performance Information Retrieval System - PPIRS.gov) that may contain past performance information of Offerors, or to obtain past performance information from any other source, as applicable.
List any awards received, provide letters of commendation, etc., that will demonstrate your record of past performance. Provide any other pertinent information that will aid in the evaluation of your performance record.
Offerors shall list and discuss all prior contracts terminated for default and whether any show cause letters, cure notices, or poor performance letters have been received. If Offerors have a negative response, you should say that none have been received.
Corporate Experience
25 Points
Extent to which proposal demonstrates to the NRC the technical depth and competence of the organization beyond the personnel to be assigned to the order.
Discuss your organization’s corporate qualifications and experience in performing contracts that are similar in size (dollars) and scope to this acquisition and the extent to which the necessary knowledge, experience, and skills remain available within your organization.

WEIGHTED EVALUATION CRITERIA (100 POINTS)
Cost/Price Evaluation: Cost/Price will be evaluated, but will not be point scored nor rated. Cost/Price is a substantial factor, but it less important than the combined factors (i.e. personnel qualifications, availability and experience, past performance and corporate experience) listed below. Cost realism will be conducted.
