1.0 General Information

1.1 Introduction and Purpose

Technology Strategy Management (TSM) is a division in the Enterprise Services (ES) organization of the Internal Revenue Service (IRS). Enterprise Services (ES) is responsible for strengthening technology infrastructure across the enterprise. The ES team accomplishes this by defining the current and target Enterprise Architectures and developing a transition strategy to move the agency towards the target environment. ES is focused on technology strategy management, architecture, solution engineering and system testing. ES sets enterprise technology direction by translating business priorities into an effective enterprise technical framework, setting architecture guidance, and establishing technology standards. The ES organization actively works with IRS business units and IT suppliers to collaboratively define and institutionalize the enterprise level process and standards needed to successfully deliver IT solutions and to comply with cross-cutting internal and external IT mandates and requests.

Technology Strategy Management Platform Services (TSMPS) BPA is for the purpose of streamlining the process of obtaining technical and management support services, at a fair and reasonable price providing knowledge, and skills relating to system software maintenance, data analytics, engineering support, software development, and technical strategy and integration.

1.2 Authority

This Blanket Purchase Agreement (BPA) is issued under the authorities cited and using the processes described in FAR 8.405-3. It is established under (SB vendors’ names) General Services

Administration (GSA) Multiple Award Schedule (MAS) Contract (vendors), (SIN 54151S).

1.3 Order of Precedence

All applicable terms and conditions of [vendor name] GSA MAS contract number [vendor#] flow down to this BPA. The Department of Treasury and IRS-specific clauses in Section IV supplement the terms and conditions of the underlying GSA MAS contract. The terms and conditions of this

BPA and the underlying GSA MAS contract shall be read to give both all terms effect whenever possible. In the event of a direct conflict between the terms and conditions of the underlying GSA

MAS contract and the terms of this BPA, the terms, and conditions of the underlying GSA MAS contract control.

2.0 Schedule of Services and Prices

2.1 Services

The TSM BPA includes all the services in accordance with scope of the Performance Work

Statement (see Section III, below).

2.2 BPA Duration and Performance

The TSM BPA has a planned ordering period of 60 months inclusive of option years.

The BPA includes the clause at FAR 52.217-8 (Option to Extend Services).

Performance under Call Orders may extend up to one year beyond the expiration of the BPA ordering period. However, no new Call orders may be issued after expiration of the BPA’s ordering period.

If the Contractor’s MAS contract ends prior the expiration of the BPA ordering period (e.g., because an option is not exercised), the BPA will expire on the same day that the MAS contract expires.

2.3 Call Order Limitations

The dollar limitation for each individual Call shall not exceed $9M. The total ceiling for each BPA shall not exceed TBD.

2.4 Call Order Types

The IRS may issue Firm-Fixed-Price, Labor Hour, or hybrid (mix of Firmed-Fixed Price and Labor

Hour) tasks orders for hourly rate services.

2.5 Contract Line Items (CLINS)

• CLIN 0001 – Labor (SIN 54151S)

• CLIN 0002 – Other Direct Costs (ODCs) and Travel

Each Call order will have CLIN structures that reflect the specific work being performed, contract type and source of funding. However, all Call order CLINS will fall under one of the BPA CLINS listed above.

2.6 Pricing Terms

Price schedule includes fully burdened hourly rates by year. The hourly rates and prices per are ceiling values. The Contractor is encouraged to offer discounts from those ceilings for individual call orders. The Government will reimburse the Contractor for Travel in accordance with Federal

Regulations eCFR :: 41 CFR Subtitle F -- Federal Travel Regulation System (FMR Subtitle F) and

ODCs at cost. The Contractor may apply burden (G&A or a Material Handling Fee) to Travel and

ODCs in accordance with terms of its GSA contract. The Government will only reimburse the

Contractor for Travel ODCs proposed and approved in accordance with BPA.

3.0 Description of Services

3.1 Background

Technology Strategy Management provides executive leadership in shaping and implementing the overall IT agency strategy while identifying high-return technological investments for potential use within IRS. TSM organization plays a unique, differentiated role in IT and promote integration management as a function that helps translate strategies to the execution level. The Technology

Strategy Management (TSM) PMO operates as a “prime integrator” of IT delivery partners in the organization across the enterprise. TSM is comprised of 5 groups and 3 Sub-groups: Enterprise

Infrastructure Currency (EIC), Infrastructure Platform Strategy and Services (IPSS), Large Program

Implementation Services (LPIS), Managed Technology Shared Services (MTSS) and Common

Services & Integration (CS&I).

To assist TSM in its mission, the IRS requires professional expertise to provide end to-end support to improve its Digital Ops competency and provide a full range of development and associated services necessary to plan, coordinate and execute technical and strategic approaches in alignment with requirements and scheduling demands for the TSM delivery partners and other business stakeholders.

3.2 Objectives

In performance of calls, the Contractor shall support the objectives for TSM developing, modernizing, and maintaining IT capabilities with a full range of services. The Contractor shall also perform technical and management support services to assist the organization with technical strategy, integration, and delivery management services. The Contractor shall support collaboration with internal and external IRS stakeholders to fulfill the TSM mission. Some other objectives for calls under this BPA will be:

• Empower and enable all taxpayers to meet their tax obligation, simplify the process of filing, correction, and payment for all taxpayers and their representatives; develop secure digital options for taxpayers and professionals to interact efficiently with the IRS, while maintaining and improving traditional service options

• Protect the integrity of the tax system, develop, and maintain a secure application fitting the needs of the TSM mission; ensure compliance through administering and enforcing the tax code; identify and plan for compliance risks; investigate violations of the tax code and maximize deterrence.

• Advance data access, usability, and analytics to inform decision making and improve operational outcomes. Update data collection and retrieval capabilities and processes to provide faster authorized access to information; improve analytic tools; emphasize the use of data analytics and qualitative information to select high priority work.

• Drive increased agility, efficiency, effectiveness, and security in IRS operations. Modernize and integrate technologies and systems that support secure, flexible, and accurate work across IRS functions; safeguard taxpayer data and protect the IRS against internal and external threats, PWS for Technology Strategy and Management Support Services | 4 with an emphasis on cyber defense; simplify policies and processes to improve operational efficiency and coordination across business units.

• Manage and integrate data from various sources, including databases, applications, and external sources. Handle structured and unstructured data and ensure data quality and consistency. Include data visualization, predictive modeling, machine learning, and statistical analysis. Apply these techniques to derive insights and make data-driven decisions. Scale analytics infrastructure and processes to handle large volumes of data and accommodate growth in data volume and complexity over time. Ensure that analytics solutions provide adequate performance to meet the organization’s needs. Implement encryption, access controls, and other security measures to safeguard data privacy and integrity.

• Offer technical strategy and integration support services for TSM Organization. Perform administrative management, operations, logistics and strategic planning consulting services.

Perform Management Consulting Services to include all services related to the practice of helping organization improve their performance, primarily through the analysis of existing organizational problems and development of plans for improvement.

The scope of work for this requirement is set forth as a collection of task areas necessary for successful project planning, management, and execution. This Blanket Purchase Agreement (BPA) does not include support for 1) issuance of a call order exclusively for Project Management support (outside of TSM specific tasks); 2) the purchase of hardware or development, modernizing enhancement or operation and maintenance of hardware; 3) technical and operational support for networks. For this BPA, Project Management Support is defined as internal support to each respective task-order. The BPA task areas are:

3.2.1 Adherence to Regulations and Policy

All work performed shall be in conformance with all Government regulations and policies including the Federal Acquisition Regulation (FAR), Department of the Treasury Acquisition

Regulation (DTAR) and other agency supplemental regulations and policies as appropriate.

3.2.2 Multiple Methodologies

In performance of BPA calls, the contractor shall provide support services regardless of the selected engineering lifecycle path, methodology or approach for development and delivery of program capabilities. IRS development paths may include Agile, Waterfall, Iterative, Commercial-

Off the-Shelf (COTS), Mobile Apps, Managed Services, or other IRS approved paths. Capability development and delivery may be accomplished using traditional, largely sequential, or waterfall-based approaches, as well as more iterative and incremental approaches that include leveraging

Agile and development Operations (DevOps) principles, methodologies, practices, and tools. The contractor shall assist the IRS in defining, managing, and executing strategies that result in the delivery of high-value, high-quality IT services and capabilities to meet both current and emerging

IRS business needs.

3.3 Scope of Work

The scope of this PWS encompasses Contractor support for TSM and IRS IT activities including, but not limited to, project management, customer consultation/coordination, web design, requirements specification analysis, planning, application development, Enterprise Life Cycle (ELC) processes and documentation, and similar complex services in support of IRS IT missions, cybersecurity, and future studies such as cloud, architecture, and infrastructure.

The IRS mission requires Contractors who have expertise in such areas as program and project planning, creating web-based applications, databases, and associated utilities for service-wide communications, program management and administration, performance measurements, cost reporting, and recommended solutions based on understanding of IRS’s information architecture, infrastructure, and organization.

As the federal agency that collects taxes and administers internal revenue laws, the Internal

Revenue Service (IRS) is required to administer the tax provisions included in all legislation. The

Contractor will provide services to support current tax code applications and build new processes that do not exist in tax administration today.

In performance of calls the contractor will be responsible for operating and maintaining systems and upgrading more than a dozen key enterprise IT Systems and overseeing several tax systems designed to carry out legislative changes.

3.4 Description of Tasks

In performance of calls the Contractor shall provide expertise, knowledge, and skills relating to system software maintenance, data analytics, engineering support, software development, and technical strategy and integration, to deliver performance in accordance with the Performance

Work Statement (PWS). It should be noted that the referenced hardware that maintenance is to be performed on; the hardware will be purchased and provided to the supporting vendor by the government as Government Furnished Equipment (GFE). There is no hardware/equipment that the government expects the vendor to purchase on its behalf under this TSM BPA or associated calls. This does not preclude the vendor from purchasing hardware solutions required to meet

PWS for Technology Strategy and Management Support Services | 6 requirements such as providing support in the form of a managed service. The Contractor shall be able to provide expertise using collaborative tools such as Microsoft SharePoint, and Teams.

The activities and responsibilities of the Contractor will include those identified under the task areas listed below. Specific activities and deliverables shall be fully defined in individual call orders.

3.4.1 Task Area 1: Project and Program Management Support

In performance of calls, the Contractor shall provide and maintain program management expertise and shall use proven and mature program management practices and processes to effectively manage resources to meet the delivery expectations on time and budget. The Contractor shall support each program workstream with project planning and management, milestone status tracking and reviews, risk, and issue identification, tracking and resolution and participation in program and release level activities. Program support shall align with the IRS-selected Software

Development Life Cycle (OneSDLC) development path, methodology, and delivery approach.

Program Management is a subset of Portfolio Management that is aligned to business goals.

Therefore, all Contractor effort should align to higher level business goals (i.e., support Portfolio

Management objectives). Program Management is aligned to strategic objectives with a focus on multiple projects, resources, and capacity. Project Management is a subset of Program

Management and is aligned to delivery of a tool/product/service with a focus on scope, schedules, and cost management. Contractor shall provide necessary program management and administrative support to carry out the objectives of calls successfully, provide periodic executive briefings, meeting minutes, quad charts, work requests, report the progress on key metrics, and manage time and resources for timely and cost-effective deliverables. The contractor shall provide project/program management support to successfully facilitate planning, management and execution of tasks associated with planned and awarded call orders under this BPA. Any approach must focus on managing/overseeing Cost, Schedule, and Scope. This support consists of activities and artifacts consistent with the IRS Enterprise Lifecycle path.

These artifacts will be identified in BPA calls and may include:

• Regularly updated (weekly or as directed in the BPA call) dashboard of TSM BPA activity data to include on- boarding of new contractors, small business goals vs actuals, performance monitoring and reporting.

• Regularly updated (weekly or as directed in the BPA call) dashboard of BPA Call order activity data to include performance monitoring and reporting to support intake, requirements, and delivery partner integration for key initiatives and to ensure tracking, reporting, and execution of BPA call order intake, in process, and completed activities.

• Continuous process improvement and communications to achieve and maintain effective service delivery and alignment recommendations.

• An annual or as directed in the BPA call, planning baseline of activities and criteria to assist the Government in planning for orders transitioning in from other ordering vehicles or out of the BPA.

• Quarterly Program and Fiscal Reviews of the TSM BPA call order activity.

Representative activities may include but are not limited to:

• Meet with COR bi-weekly or as directed by the BPA call to discuss ongoing task matters and resources to support the contract.

• Review and approved subcontractor invoices.

• Review and signed off on all new requirements.

• Coordinate with COR to get SMART ID badges and minimum background investigations

(MBIs) renewals for all team members.

• Create Tracker, forecasting and invoice reports.

• Review and audit TSM Call order (TO) process documentation.

• Provide Enterprise Life Cycle (ELC) support to include as a minimum Capability Maturity Model

Integration process guidelines are met, or a like model, and all data is recorded and archived based on call order needs.

• Prepare and submit Status Reports.

• Provide timesheet reports via Excel workbook.

• Develop an integrated program schedule and work breakdown structure (WBS)

• Review, comment, and coordinate responses to draft deliverables.

• Develop and manage IT project specific schedules.

• Create, manage, and maintain the program Integrated Master Schedule (IMS).

• Provide schedule analysis, including critical path analysis.

• Provide updates for project issues and action items in a weekly status report to TSM managers.

• Meetings will include, but not be limited to:

− Bi-weekly or as directed by the BPA call Meetings with CORs to discuss invoicing, subtask assignments, projections, etc.

− Status Meetings with project leads.

• Develop, update, and document all processes in use on the program, and facilitate regular reviews and updates to ensure currency and accuracy.

• Address and document or update for existing programs, the critical success factors, associated metrics, technical performance measures and criteria, and the methods by which validation will occur in accordance with IRS guidelines.

• Implement a test plan(s) that conform to IRS test procedures. The primary objective of the system test is to validate that the software and database meet the specified requirements of the customer and will perform satisfactorily in the customer’s environment.

• Prepare Call order Status Report (TOSRs) for all subtasks and Government Furnished

Equipment (GFE) inventory and Burn Rate report.

• Address RACF (Resource Access Controls Facilities) Violation Reports.

• Develop invoice reconciliation reports.

Desired Outcomes: Provide technical capability to support multiple development team efforts and the goals of the Program to include, but not limited to:

• Successfully support the project management office with required documentation by agreed upon due dates.

• Project/Program management support activities are effective and completed on schedule and in accordance with the business requirements. Agile Delivery: Contractor must use the Agile delivery approach for all projects. This approach shall focus on developing or configuring functionality or upgrades in phases and checkpoints (sprints) to demonstrate progress to IRS

Management. The IRS Management Team will frequently engage with the Contractor to provide feedback during the sprint planning processes, DevOps meetings, and regular meetings with the IRS Management Team.

• Program control, billing functions, scheduling and quality management is provided to ensure successful management of all TSM tasks.

• Labor mix is controlled in an efficient and effective manner, maintaining personnel with skillsets to meet call orders desired outcomes, and maintain a maximum personnel turnover below 50% except to add to the Government’s new or updated requirements. l

3.4.2 Task Area 2: Design, Architecture, Blueprint of Platform of Delivery

In performance of BPA calls, the contractor shall provide subject matter expertise in various digital transformation and modernization methodologies and frameworks providing an architectural foundation for decommissioning legacy systems and integrating business processes, technologies, and data to enable IRS to innovate, adapt to changing regulatory demands, and deliver enhanced value to citizens.

In performance of calls the Contractor shall develop component-driven, technical frameworks to identify the standards, specifications, the technologies that support and enable the delivery of service components and capabilities will boost the adoption and implementation of component-based architectures. The new models will provide the foundation to advance the re-use of technology and component services across the Agency through leveraging a common, standardized vocabulary, allowing inter-Agency discovery, collaboration, and interoperability.

In performance of calls the Contractor shall leverage the metrics within the constructed standardized frameworks to optimize development cycle time. These generated metrics and dashboards will provide tools for monitoring and analyzing patterns and product usage within the IRS systems. This service of offering concise, intelligent metrics and dashboards will enable informed decision-making, highlight data quality issues and risks, and facilitate quick impact analysis of changes to products and patterns.

These artifacts may include:

• Produce weekly, monthly, and ad-hoc reports as defined in BPA calls or as requested on the progress and status of the effort:

− Monthly Status Report are due no later than the seventh (7th) day of the new work month.

The IRS and the Contractor shall agree to a format within 14 business days of award of the call. All electronic submissions of the monthly status reports shall be provided using

Microsoft Office products in accordance with Section 508 compliance requirements. The

IRS anticipates no more than 2 (two) ad-hoc reports will be requested during the period of performance.

− The Contractor shall coordinate monthly meetings with the IRS Task Manager, to be fulfilled by a conference call. The Contractor shall be prepared to present the monthly status report. The report shall be shared with all meeting attendees at least three (3) business days prior to the meeting.

− The Contractor shall provide the IRS detailed monthly invoices for the services being billed in the prior period. At a minimum, the invoice report must detail: Dollar amount billed to the IRS by CLIN, task, labor category, and service incident, and the dollar amount exercised versus overall order period total amount obligated.

• Provide periodic executive/stakeholder briefings on progress.

• Conduct biweekly integrated project team meetings, weekly action items, IMS, stakeholder coordination, quad chart reviews, and internal and external risk forums.

• Store and maintain developed or updated documents on the IRS SharePoint site.

• Provide Development, Maintenance, Enhancement (DME) support as it relates to the following:

− Current Production Environment (CPE) systems

− Processing Pipeline Legacy systems

− Modernization Systems

− IRS business requirements, processes, and applications development

− Developer and Test Execution activities

− Integrated and Project Scheduling

− TSM security tasks

− Section 508 Compliance and Accessibility Testing

− Creation & maintenance of End-User support materials

− Cybersecurity scanning and testing support.

− Automated Testing

− Modernization & Transformation tasks

− Configuration and/or Development and Execution delivery

Representative activities include but are not limited to:

• Build for IRS a centralized repository of approved architectures, patterns, and technology capabilities to enable greater standardization, reuse, governance, and speed of technology delivery.

• Create platforms to support business process management (BPM), internal facing, simple and complex case management workflows, workforce intelligence, low-code development and chatbots to automate processes, fast-track innovation and enhance productivity.

• Support the development and implementation of low-code platforms to customize, adapt, and automate enterprise workflows. The digital process automation would help streamline business processes because of its automation of repetitive tasks and improving customer experiences. The low-code model would allow for faster application development and deployment, mapping and reusing multiple data sources in the workflow, as well as refining timely decision-making. Use the new platform models with their enhanced predictive analytics to help with forecasting trends, understanding customer behavior, and guiding strategic planning.

• Identify, integrate, and manage dependencies and constraints arising from the intersection of functional and non-functional requirements where non-functional requirements are those that specify solution quality and assurance attributes including security, privacy, availability, reliability, and performance.

• Conduct research and analysis, assessment, and Independent Verification and Validation

(IV&V) efforts to establish or confirm accuracy, completeness, sufficiency, appropriateness, and/or effectiveness of IRS-selected elements including program solutions, designs, products, technologies, data, frameworks, processes, practices, and documentation.

• Implement continuous integration and continuous delivery (CI/CD) to help automate testing and achieve a “Release on Demand” approval through the Agile OneSDLC process.

• Provide training and documentation to ensure effective utilization of the implemented capabilities.

• Support legislative mandates and critical system changes using cutting edge technology including, but not limited to, Cloud Computing, DevOps, commercial platforms, and support of contingency operations.

• Design, develop, deploy, and implement new interfaces/data sources that do not currently exist to ensure data received/data delivered can be interpreted/translated/accepted.

• Design, develop, deploy, and implement new forms not currently processed to ensure data received/data delivered can be interpreted/translated/accepted.

• Design, develop, deploy, and implement new credits as the outcome of tax law changes.

• Design, develop, deploy, and implement new functionality based on business requirements not currently existing to ensure data received/data delivered can be interpreted/translated/accepted.

• Develop and document software requirements, and perform other necessary analytical, software engineering, and/or development life cycle tasks.

• Support thought leadership, information sharing and data driven/executive decision- making;

as well as contribute to IRS initiatives such as, but not limited to, resiliency and continuity.

• Identify and present common or leading practices from federal and commercial applications and/or development organizations that may serve as solutions to the IRS DME requirements.

• Use current best practices and/or develop innovative techniques to provide continuous improvement to support AD initiatives, processes and practices.

• Support application deployment coordination between TSM and other departments throughout the IRS.

• Conduct requirements analysis, definition and decomposition activities as required.

• Maintain constant communication and coordination between with the Government to ensure the requirements are clear and understood.

• Develop code using modern / legacy / emerging programming languages and technologies such as, but not limited to: Java, ACL, COBOL, C, C++, C#, SQL, Python, XML, Oracle, Java, .NET, ADA; all required executable commands, scripts, and interface routines using standard communication protocols following life cycle methodology standards and guidelines.

• Create, maintain, and revise design documentation and business rules or processes.

• Provide services, including project management, system processes and capabilities, daily, weekly, monthly, and annual load processing, requirements management and security support.

• Develop processes to support applications or components after delivery to correct defects, maintain performance and compatibility with other elements in the technical environment.

• Support system fault, defect or bug fixing and the associated regression testing to ensure critical defects have been corrected prior to deployment.

• Provide analysis, design, and development services to gradually retire identified stovepipe legacy projects and convert business required functions to modernized capabilities based on the IRS Strategic Plan and IT Modernization Plan.

• Provide analytical and technical support for applications to include support for annual updates to the Application Program Registry, drafting, reviewing, revising ELC and

• Capability Maturity Model Integration (CMMI) Level 3, or like model, artifacts, support for annual Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA), including collecting and authoring required documentation, resolving issues identified by auditors, attending CCB meetings and addressing issues identified by CCB that impact IRS Systems.

• Provide impact assessments of proposed changes to established baselines, testing strategies, and captured metrics.

• Development of new or updated application code for the components in response to work requests, change requests, or support of technical assessments, problem management and resolution of production defects.

• Development of scripts and related artifacts for movement of data between tiers.

• Conduct unit, integration, and regression testing for application code changes, creating test data, and conducting and documenting development of manual automated test cases, and support Government acceptance testing.

• Support post-implementation analyses to determine if application implementation goals have been achieved.

• Successfully complete the development, integration, test and deployment of programs and any future legislative initiatives.

• Support in requirements and user story development, decomposition, and planning.

10. Platform Governance and Cybersecurity

a. Support the monitoring and auditing of platform activities to identify and investigate suspicious activity and ensure compliance with security policies and procedures.

b. Periodically participate in red-teaming programs that test for a wide spectrum of vulnerabilities and potential areas of abuse including cybersecurity vulnerabilities as well as more complex societal risk such as fairness.

c. Guarantee a minimum uptime of 99.999%. The system will enforce strong indemnification protection on data used for generative AI models and the generated output for users of cloud services.

d. Enforce strong authentication methods, including multi-factor authentication (MFA) and single sign-on (SSO) The system shall implement security features, such as input validation and output encoding, to protect against common web vulnerabilities, including cross-site scripting (XSS) & SQL injection.

3.4.3 Task Area 3: Delivery of Platforms with IT, BOD, and others

Enterprise platforms are a key part of the digital transformation journey as agencies modernize their IT systems. These platforms provide a foundation for integrating business processes, technologies, and data to enable IRS to innovate, adapt to changing regulatory demands, deliver enhanced value to citizens, and decommission legacy systems. Enterprise Architecture Roadmap for March 2024 stated: “IRS will rearchitect and replace aging applications with modern business solutions built on API/Microservices, even-driven architecture (EDA), enterprise web-portals, and cloud-based delivery platforms that include low/no code, PaaS, and SaaS. New-cloud native applications and microservices will be deployed to container platforms rather than to virtual machines, enabling greater workload probability and scalability across on-prem and cloud providers.” IRS Enterprise Platforms enable streamlined product development at the IRS by offering our business customers a suite of reusable components and ready-made integrations with IRS core systems, services, and data repositories. Platforms provide shared infrastructure to

IRS products that reduce the need for development teams to recreate functionality that already exists across the Enterprise.

To provide extensive support for two-way taxpayer engagement and digital services (Live Chat, SMS, Email, Computer Telephony Integration (CTI), Mobile Integration/Apps, Enterprise BOTS, Customer Service Analytics and more), the IRS is in need to hire contractors with the skillset to utilize platforms to support business process management (BPM), internal facing, simple and complex case management workflows, workforce intelligence, low-code development and chatbots to automate processes, fast-track innovation and enhance productivity.

The Contractor shall provide IRS with support to build frameworks and platforms based on industry best practices to improve service resilience for the system requirement management

The new technologies would provide a systematic approach to specify, catalog, and trace numerous unstructured complex NFRs to help keep specifications consistent, up-to-date, and accessible. This would help IRS create customized toolkits for platforms like Salesforce, Business Objects, Informatica, PEGA, Big Data Analytics, Tableau and other tools and technologies detailed in the IRS roadmaps to leverage these customized toolkits once complete.

The Contractor shall provide IRS with a Managed Service Provider (MSP) for Data Analytics

Platforms (Tableau, Salesforce, SAP BO) on-prem and an optional assessment of whether Cloud migration is appropriate for the current platform. Consequently, IRS capability to define relationships among different IT platforms would be enhanced so that it starts efficiently monitoring interdependencies and evaluating operational solutions. The new tools would integrate with IRS governance standards and enterprise technology domain architectures to help drive requirements management for most of IT and enterprise architecture endeavors.

These artifacts may include:

• Obtain Platform Software/Platform as a Service licenses to be consumed as "Pay-As-You-Go" mode.

• Develop and update and maintain project management plan, risk management plan, issues tracker, communication plans, maintain processes and operating procedures and Contingency

Management as required.

• Develop and maintain a configurable set of project guidance, documents, and plans to be tailored to each program.

• Facilitate lessons learned reviews with continuous development, documentation, communication, and application of lessons learned.

• Provide necessary project management and admin support to carry out objectives of the call order successfully.

• Create executive material and provide weekly and on-demand executive briefings, report progress on key metrics, deliver documents in timely manner and record documents at the

IRS specified repository.

Representative activities include but are not limited to:

• Modernizing a comprehensive list of technology capabilities, design patterns and reference implementations to enhance reusing existing patterns and standardized solutions leading to easier governance and audits. Conduct analysis, presentation, and documentation on the alternative options to support developing design patterns and reference architectures for all capabilities and assets.

• Providing the Managed Service Provider (MSP) for Tableau, Salesforce, and SAP BO platforms to support and maintain the platforms’ IT infrastructure. With these new models, IRS can get reduced IT overhead, proactive monitoring, increased scalability, access to expertise, and predictable costs.

• Create a Feature List consisting of documented User Stories collected during the business process workshops into a project management tool.

• Design cloud infrastructure components for alignment with advanced security features.

• Maintain Data Analytics Platform (Tableau) System Integrity. he IRS and the public rely on the

Data Analytics Platform (Tableau) for business insights through Dashboards. The Contractor is responsible for ensuring that the Data Analytics Platform (Tableau) environment and all applications are fully functional and operational, are maintained to support existing technology, and are online 99% of the time (downtime is minimized). IRS Management shall decide on all issues regarding the operations and maintenance of the Data Analytics Platform

(Tableau). It will communicate to the Contractor any expectations for task delivery or completion.

• Provide, maintain, and upgrade all cloud-hosted hardware, infrastructure, and appliances necessary for delivery of the new capabilities and in accordance with all applicable IRS and

Federal policies, guidelines, and directives.

• Provide platform support for but not limited to:

− Salesforce, Google, Pega, ServiceNow, SAP Hanna, Informatica, etc.

− Cybersecurity services – Data at Rest Encryption, Data in Transit, Zero Trust Architecture, Quantum Resistant and Quantum Safe Encryption

− Cloud Services

Desired Outcomes: Provide technical capability to support multiple development team efforts and the goals of the Program for:

• Data Management and Integration: managing and integrating data from various sources, including databases, applications, and external sources. They should be able to handle structured and unstructured data and ensure data quality and consistency.

• Analytics Capabilities, Techniques and Technologies: including data visualization, predictive modeling, machine learning, and statistical analysis. They should be able to apply these techniques to derive insights and make data-driven decisions.

• Scalability and Performance: to scale their analytics infrastructure and processes to handle large volumes of data and accommodate growth in data volume and complexity over time.

They should also ensure that their analytics solutions provide adequate performance to meet the organization's needs.

• Security and Compliance: robust security measures must be in place to protect sensitive data and ensure compliance with relevant regulations and industry standards. They should implement encryption, access controls, and other security measures to safeguard data privacy and integrity.

• Customization and Flexibility: to offer customizable solutions tailored to the organization's specific requirements and use cases. They should be flexible enough to accommodate changes in business needs and adapt their analytics solutions accordingly.

• Real-Time Analytics: Depending on the organization's needs, must provide real-time or near-real-time analytics capabilities to support timely decision-making and enable proactive actions based on data insights.

• Data Governance and Data Lifecycle Management: to establish processes and policies for data governance and data lifecycle management, including data classification, retention policies, and data stewardship. They should ensure that data is managed responsibly throughout its lifecycle.

• Collaboration and Communication: to maintain open communication channels and collaborate closely with the organization's internal teams to understand their requirements, provide regular updates on project progress, and address any concerns or issues promptly.

• Service Level Agreements (SLAs): to follow IRS SLAs outlining the levels of service and support they will provide, including response times, availability guarantees, and performance metrics.

SLAs should be aligned with the organization's business objectives and expectations.

• Launch Pad Design and Architecture

− Collaborate with agency stakeholders to gather requirements and design a secure, compliant landing zone architecture.

− Define the Virtual Private Cloud (VPC) network topology, including subnets, routing, and security controls.

− Develop Identity and Access Management (IAM) policies and roles to ensure secure access control.

− Configure logging and monitoring solutions to provide proactive health monitoring and troubleshooting of applications deployed.

− Design integration points with existing agency systems and services to facilitate seamless connectivity.

• Launch Pad Implementation

− Set up the environment according to the designed architecture, including VPC configuration, IAM setup, and logging.

− Deploy and configure foundational services such as Cloud Networking Services, Cloud

Storage, Cloud Functions, and Cloud SQL to support agency workloads.

− Integrate the landing zone with agency systems for Identity and Access Management, monitoring/logging, network connectivity, and security.

− Develop documentation and training materials for agency staff to operate and maintain the landing zone effectively.

• Security Integration

− Implement robust security measures in the landing zone to comply with agency security policies and regulations.

− Integrate with existing agency security infrastructure, including Security Information and

Event Management (SIEM) systems.

− Conduct regular security assessments and penetration testing to identify and mitigate potential vulnerabilities.

• ATO (Authority to Operate) Preparation

− Prepare the necessary documentation and evidence to obtain a provisional ATO for the landing zone.

− Collaborate with agency security teams to address any security requirements and concerns.

− Assist in security compliance assessments and audits to ensure readiness for ATO approval.

• Monitoring/Logging

− Implement comprehensive monitoring and logging solutions to track system performance, detect anomalies, and troubleshoot issues.

− Integrate with agency monitoring/logging platforms for centralized analysis and reporting.

− Configure alerting mechanisms to notify stakeholders of critical events and incidents.

• Common Services

− To streamline operations, set up common services such as account management, tooling, provisioning/intake, and cost management/billing.

− Develop automation scripts and workflows to optimize resource provisioning and management processes.

− Establish governance policies and procedures to ensure consistency and compliance across the cloud environment.

3.4.4 Task Area 4: Technical Strategy and Integration

The Contractor shall provide technical and management support services to assist the organization with technical strategy, integration, and delivery management services. The services will include executive level advisory and consultation services on TSM-wide technical strategies, roadmaps, innovation, and appropriate content creation to achieve TSM program goals and objectives. The requirement also includes supporting program management, strategic communication, business analysis, performance assessment, process improvement, data analytics, stakeholder engagement, public affairs, digital media, graphics, and multimedia. The Contractor shall coordinate with internal and external stakeholders to develop sophisticated briefing material for upper management.

The Contractor shall be responsible for guiding and assisting IRS leadership through a wide range of management, organizational and business improvement, and modernization initiatives by applying continuous process improvement strategies, methodologies, and principles.

Consequently, the Contractor is required to develop business methods for problem solving, process change and solution implementation ensuring enterprise-wide integration.

In this regard, the Contractor is required to serve as an expert on a range of complex program activities requiring application of a wide range of qualitative and/or quantitative methods for assessment of complex management processes, systems, and mission support programs. The

Contractor should analyze actual and predictable interacting operational activities of an organization to obtain a quantitative, rational basis for decision making. The Contractor should possess experience in the development and implementation of criteria for the collection, compilation and recording of data that allows verification and replication of outcomes through experimentation. The Contractor should prepare regular and special-purpose reports, maintain historical records, analyze trends, and determine rationale for variances. Also, the Contractor should serve as a lead in coordinating activities between stakeholders while ensuring mission alignment. In addition, the Contractor should incorporate stakeholder needs and objectives into custom tailored solutions designed to optimize business practices.
