About this file
This document contains Request for Information (RFI) responses for Solicitation LA W912LA-26-Q-A098, a 100% Small Business Concern set-aside contract for custodial services at Starbase Los Alamitos. The solicitation is due by January 19, 2026, at 10:00 A.M. PST, with key clarifications including: the contractor is responsible for producing identification badges, there are no travel requirements, and the Contract Manager must be on-site daily. The RFIs also resolved confusion about service frequency, confirming that monthly custodial services will be performed, with additional twice-yearly services in December and July, and that daily work reports can be submitted via simple email or checklist. No historical data was available regarding the frequency of incidental or emergency cleaning requests.

Question:
1. I am reaching out to you this morning with a concern with the" ATTACH 1 CLINS Quote Document." Referring to CLIN #0002, 1002, and 2002. The title of the box reads Twice a Month Custodial Service Option (which after reading the whole solicitation I believed it was referring to window washing on the 2nd and 4th Monday of each month) but when I tried to enter my price it would not calculate automatically in the Vendor Amount Box.
(Excel Spreadsheet) I noticed the box read "Starbase Los Alamitos: The Contractor shall provide all equipment, materials and labor required to perform twice a year custodial service in Dec. and July in accordance with the Performance Work Statement." But from what I read in the Attachment 4 PWS it is for twice a month.
Can you please verify and inform me how I am to enter that price because we only enter information in yellow areas and the price isn't calculating correctly.
Answer:
1. Amended “01 W912LA26QA098 ATTACH 1 CLINs for Vendor Quote v2” Excel spreadsheet created. Yellow areas have been updated. All services in Section 5.14 will be performed monthly. Section 5.15 has been created to perform twice a year service. Additional Line Items (CLINs 0004, 1004, & 2004 have been created to reflect Twice A Year service.
Amended “04 W912LA25QA098 ATTACHMENT 4 PWS for STARBASE LA custodial SVC v2” created to reflect twice a year service.
Question:
2. Identification Badges (PWS Section 1.4.10) Section 1.4.10 states that contractor personnel must wear identification badges displaying the company name, employee name, and the word “Contractor.” Can you please confirm whether the contractor is responsible for producing and issuing these badges, or if the Government will provide them?
Answer:
2. The contractor is responsible for producing and issuing these badges.
Question:
3. Contractor Travel (PWS Section 1.4.12 – Reserved) Section 1.4.12 lists Contractor Travel as “Reserved.” Could you confirm whether this indicates there are no contractor travel requirements for this contract?
Answer:
3. There are no contractor travel requirements for this contract. Besides requiring the firm to work on-site per the PWS.
Question:
4. Contractor Management Staffing (PWS Sections 1.4.9 and 5.0.2.4) Section 5.0.2.4 requires daily reporting on contractor management staffing status.
Is on-site presence by the Contract Manager or supervisory staff required each workday, or may oversight be performed through a combination of on-site visits and remote availability, provided the Contract Manager remains available to the
COR/KO?
Answer:
4. The Contract Manager or supervisory staff is required each workday to be on-site.
Question:
5. Daily Work Report Format (PWS Section 5.0.2) Can you please confirm whether a simple daily email or checklist-style report is acceptable, or if a formal template or specific reporting format is required?
Answer:
5 A simple daily email or check-list-style report is acceptable. The format can be discussed with the COR after the firm is awarded the contract.
Question:
6. Incidental / Ad Hoc / Emergency Cleaning Services (PWS Sections 5.13–5.13.3) For planning and pricing assumptions only, can the Government provide any historical insight into the typical frequency of incidental or emergency cleaning requests, and whether these requests generally occur during scheduled cleaning hours or outside normal service windows?
Answer:
6 There is no historical data available.
