About this file
This single source justification document proposes the procurement of a Philips Healthcare Intellivue MX550 Portable/bedside patient monitor from a sole source vendor. The monitor would replace an outdated and unserviceable patient monitor currently used at the facility. It meets The Joint Commission and Defense Health Agency standards and is compatible with the facility's existing systems, software, and stock of consumable products. Market research identified Philips Healthcare as the only vendor that could meet the requirements for device reliability, required training, ease of use, and manufacturer support. While other brands may offer reliable monitors, they are currently priced significantly higher. Procuring from Philips Healthcare also allows the facility to take advantage of a substantial discount being offered. Future procurements will consider additional brands if pricing becomes more competitive.

Project/Program Name: Dental Vital Signs Monitor

Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Philips Healthcare Intellivue MX550 Portable/bedside patient monitor
Section C: Justification for Soliciting from a Single Source or Brand Name
This monitor is a replacement for our outdated unserviceable patient monitor. This device was selected because it meets TJC and DHA standards, is compatible with our systems and software, and our current stock of consumable products. It is also compatible with real-time intra-op electronic charting in Powerchart. It will allow us to utilize our CCE capabilities and improve patient safety. This capability will increase provider availability by reducing current admin/ charting times and eliminate the need for a monitoring technician, who could be better utilized elsewhere in our undermanned clinic.
Section D: Efforts to Obtain Competition
In-depth on-line market research was conducted in an effort to identify vendors. USAF clinics with moderate and deep sedation capabilities were contacted. Brief interviews were conducted regarding device reliability, required training, ease of use, and manufacturer support.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Intellivue MX550 is an upgraded monitor from a reputable brand. It is used in many other MTFs where it has functioned reliably with minimal maintenance. It also has a similair interface to our existing outdated monitor, which sets our technicians up for a smooth transition. Additionally, Philips Healthcare currently offers a substantial discount.
The market has other brands that are reliable and may be included for consideration in future acquisitions, however, the items detailed for purchase are listed at a much higher cost. As the market and technology develop, pricing may become more competitive and other brands may be feasible in the future.
