About this file
This document is a Questions and Answers (Q&A) file for the 2025 Asphalt Overlay and Concrete Replacement project for the Town of Breckenridge, Colorado. The project involves milling existing asphalt, performing HMA patching and overlay, and removing and replacing concrete infrastructure including curb ramps, sidewalks, curbs, gutters, and valley pans at multiple locations throughout the town. The Q&A addresses twelve specific technical and procedural inquiries from potential contractors, covering topics such as landscaping restoration, material disposal, CDOT permit requirements, asphalt patching techniques, concrete specifications, ADA compliance, traffic control, and project coordination with other ongoing municipal projects.
The document provides critical clarifications for bidders, including guidance that landscape restoration is incidental to the work, concrete disposal can be temporarily stored on McCain Road, CDOT permits require specific documentation, and all concrete work must be completed before asphalt paving. The town has specified detailed requirements for concrete mix (4500 psi with fibers), welded wire fabric (6"x6" W2.0 x W2.0), and ADA plates (cast iron, estimated 350 square feet). For deep subgrade repair, bidders are instructed to assume a 3-foot depth of structural fill compacted in 8-inch lifts. The project has a substantial completion deadline of September 19, with some coordination required with the concurrent Broken Lance Project.

2025 Asphalt Overlay and Concrete Replacement
Questions and Answers
1. Note 11 on the sheet A2 “General Notes” states that contractor will complete landscaping as shown on plans. There is no landscaping shown on plans, is the intent of this note to shown that landscaping will be restored to its existing condition where it has been disturbed? Most areas that have concrete removals will require landscape restoration especially the section at La Cima on sheet C7. Can this be quantified by the Town or clarified as to the expectation of restoration to disturbed areas, and should there be a line item for this or is it incidental to the work?
The intent is to have landscaping restored to existing conditions. This is expected to be incidental to the work so no separate line item. Any work beyond restoring to existing conditions with be negotiated as a change order.
2. Note 18 on sheet A2 “General Notes” states that all waste is to be hauled off-site and disposed of by the contractor. Does the Town have a staging location for this project where material can be stored temporarily before the contractor has to haul it away and dump it? Or does the contractor need to plan on hauling it to our disposal site as it is being removed?
The contractor will be responsible for disposal of all concrete and asphalt for the project.
The contractor can temporarily store material at the east side of McCain Road.
3. Note 26 on sheet A2 “General Notes” states that the contractor will be required to obtain a CDOT special use permit from the Town if working on CDOT right of way.
There are several locations where we would be working on CDOT right of way on HWY 9 through town on this project. Do we acquire this through the town? Or do we acquire this from CDOT? If from the Town what are the requirements to get the permit? MHT’s? Flagger Certification? Fees?
The Contractor needs to provide dates of work, cover letter describing work to be performed. MHT, Flagger Certification, copy of insurance, and the Plans to apply for CDOT permit. Contractor to acquire the CDOT permit then Town pays for the permit fee.
4. Note 28 on sheet A2 “General Notes” says the Town will require a T-Patch on asphalt joints for driveways and adjacent roadways where there is no overlay. The work on Red Feather and Tomahawk will have a significant number of driveways to tie into, can the Town quantify this as these areas will require a lot of T-Patches? Also, can the Town provide a detail for the T-Patch?
Note 28 on sheet A2 “General Notes” states “asphalt tapers shall be milled on all driveways per detail.” To clarify the note, no t-patches are needed for driveways.
T-patches will be required where new asphalt meets existing asphalt streets. This does not include driveways.
For Red Feather and Tomahawk, the driveways will just need asphalt tapers to connect to existing driveways.
Here is the detail for the T-patch:
5. Note 39 on sheet A2 “General Notes” states that concrete will be 4500 psi, field,
0.44 WC, 5-8% air. Will the Town also require fibers in the concrete?
Yes, the Town would require fibers in the concrete. CDOT Class D or DF are acceptable mixes.
6. Note 43 on sheet A2 “General Notes” states that ramp and sidewalk control joints are to be mechanically cut with 1/8” saw blade. Is there a depth of cut required?
¼” depth of cut required.
7. Note 44 on sheet A2 “General Notes” states that cross pans and driveway crossings shall have welded wire fabric. Is there a gauge and size specified?
6” x 6” welded Wire Fabric – 6x6 W2.0 x W2.0
8. There are a lot of concrete Curb Ramps on this project. Will all these curb ramps require ADA Plates? If so, what type of plates does the Town require as there are different styles and material types? Also, it is difficult to quantify how many ADA plates are required per ramp as there are different ramp types and sizes. Can the Town quantify how many plates per ramp or provide a line item for detectable warning plates paid by the SF?
Assume, yes, all curb ramps will require ADA plates. The bid table line for detectable warning plates at the bike path is revised to include all the detectable warning plates at the curb ramps. Assume 350 sf of detectable warning plates for the bid. See design standard drawing 5 (sheet 26 of 26) in file 06_TOB ENGINEERING STANDARD DETAILS for detectable warning surface plate requirements. Plates to be cast iron.
9. With full removal and replacement work at the roundabout at main and park will we be able to close this section of road? This is a significant amount of work and a tight working area. It would be very difficult and potentially unsafe area to have to keep open to traffic. If we can close this section, then it would take a larger detour around the site. This would require additional signage and barricades not typical for a lane closure. How will additional traffic and pedestrian control devices be paid? With typical CDOT line items they are called out in the bid schedule. Or is this all included in the daily traffic control line item?
Contractor can close the roundabout at French and the southbound exit of Highway 9 and create a detour plan. Submit a traffic control plan and schedule the work a minimum of 2 weeks prior to performing work in this area. The traffic control is all included in the traffic control line item.
10. On sheet C4 of the plans there is a note that says coordinate paving of Red Feather and Tomahawk with Broken Lance contractor. Do we know when this work can be done? What is the anticipated time frame for this work? Is it possible that we would have to re-mobilize at a later date to complete this work?
Currently we do not have a date set to complete this work. This will be coordinated with the Broken Lance Project and substantial completion should be met by the September 19 deadline.
11. Does all concrete that touches asphalt to be removed and replaced, or milled and overlayed need to be completed prior to asphalt paving?
Yes, all concrete work needs to be completed first prior to asphalt paving.
12. There is a line item for Deep Subgrade Repair, can the Town provide a typical section for this line item?
A typical section cannot be provided due to needing to uncover the subgrade issue and consult with Geotech for recommendations on repair. For bid assume 3 ft depth for structural fill to be compacted in 8-inch lifts.
