Memorandum - Recommendation for Other Than Full and Open Competition
This memorandum, dated 3 June 2026, recommends procurement via other than full and open competition for a Network Hardware Package required by the Naval Surface Warfare Center, Dahlgren Division, Dam Neck Activity (NSWCDD DNA). The procurement involves hardware manufactured by Indentiv, Belkin, and Dell Federal Systems, with a total estimated cost that is redacted.
The required hardware consists of four items: 50 units of SCR3310v2.0 USB Contact Smart Card Readers (Part No. 905331), 6 units of 4-Port Dual Head HDMI Modular Secure KVM Switches (Part No. FIDN204MOD-HH-4), 5 units of Pro Max 16 Plus (Part No. 210-BRXS), and 4 units of UltraSharp 24 Monitors (Part No. 210-BKZF). Delivery is required as soon as possible following award. The memorandum justifies the sole-source approach based on compatibility requirements with existing RDT&E infrastructure, certification compliance with Interim Authority to Test (IATT) vulnerability standards, Trade Agreements Act (TAA) compliance, and Authorization to Operate (ATO) status maintained by RDT&E laboratory technicians. The hardware is replacing flood-damaged assets and is exclusively compatible with current Dell RDT&E servers and peripherals. Market research identified multiple authorized resellers available through General Services Administration Federal Supply Schedules and NASA Solutions for Enterprise-Wide Procurement contract vehicles. The memorandum includes certification signatures from both the originator and the Contracting Officer confirming that only one or limited sources are reasonably available.

and access Dell Maintenance Services as required. Different brand name products may use embedded software and drivers, which presents a risk to the current networking environment.
Utilizing any other brands is estimated to cost the Government at least in total labor, material and lost revenue. The labor estimate is based on the fully loaded hourly labor rate for two (2) Engineers dedicated full time to the RDT&E Integrated Product Teams over one months ($ Activities would include time investigating other products; purchasing material and completing system and quality control testing. This additional time and cost could not be recovered through full and open competition.
3. Market research was performed through reviewing plans available and previous procurements, conducting internet searches, and obtaining a market research quote. This market research has shown that there are multiple authorized resellers for this commercial-off-the-shelf hardware to include under the General Services Administration Federal Supply Schedules and National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement contract vehicles.
