About this file
This is a Performance Work Statement (PWS) for repair and calibration services of a Fluke Electronics Model 910R GPS/Rubidium Frequency Reference unit at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) in Hawaii. The contractor must follow a sequential open-evaluate-quote-repair-calibrate process, beginning with a detailed technical evaluation within five business days of receipt to diagnose the garbled display screen and continuously illuminated alarm indicator. The contractor shall submit a firm-fixed-price repair quote including all labor, genuine OEM parts, repair costs, and calibration fees, with repairs proceeding only upon written Government approval and formal contract modification.
Upon approved repair completion, the contractor shall perform ISO/IEC 17025 accredited calibration with as-found and as-left data, NIST traceability documentation, and measurement uncertainties. All deliverables include a Certificate of Calibration and a detailed Repair and Evaluation Report documenting failure symptoms, root cause analysis, repair actions, and functional test results. The contractor must be ISO/IEC 17025:2005 accredited and an authorized Fluke Electronics service facility with trained technicians. The contractor is responsible for secure packaging and FOB destination return shipping via the Procurement Integrated Enterprise Environment (PIEE) GFP module, with all damages to Government property repaired or replaced at no additional cost. The Government reserves the right to reject repair quotes or return unrepairable units at no cost to the Government.

PERFORMANCE WORK STATEMENT
PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE
MAINTENANCE FACILITY (PHNSY & IMF)
CALIBRATION SERVICE
1. BACKGROUND
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore-based activities in the Pacific.
2. OBJECTIVE AND SCOPE
The Contractor shall Open, Evaluate, Quote, Repair (if feasible), and Calibrate the Fluke Electronics, Model 910R, GPS/Rubidium Frequency Reference in accordance with the requirements below.
Equipment Condition:
The unit is not functioning as intended. The display screen is “garbled” and illegible, and the alarm indicator light is continuously illuminated. The objective is to return the instrument to full operational condition meeting or exceeding original equipment manufacturer (OEM) performance using genuine OEM parts, followed by ISO/IEC 17025 accredited calibration.
Important Note: Calibration shall only be performed if the unit is successfully repaired. Calibration is strictly contingent upon successful completion of repairs.
3. PERFORMANCE REQUIREMENTS
The Contractor shall follow the sequential process below:
3.1 Open
3.1.1 Upon receipt, the Contractor shall carefully open and disassemble the unit as necessary to gain access to internal assemblies while observing all applicable safety precautions (high voltage and Rubidium module hazards).
3.2 Evaluate
3.2.1 The Contractor shall perform a thorough technical evaluation of the unit’s condition, including but not limited to:
3.2.1.1 Root cause analysis of the garbled/illegible display
3.2.1.2 Root cause analysis of the continuously illuminated alarm indicator
3.2.1.3 Functional testing of the Rubidium frequency standard, GPS receiver, power supply, display module, and associated circuitry
3.2.1.4 Inspection for damaged, failed, or degraded components
3.2.2 The Contractor shall provide the Technical Point of Contact (TPOC) and Contracting Officer’s Representative (COR) with a detailed written evaluation within five (5) business days of receipt. The evaluation shall clearly identify the cause of failure, repairs required, parts needed, and estimated repair cost.
3.3 Quote
3.3.1 Based on the evaluation, the Contractor shall submit a firm-fixed-price repair quote (including all labor, genuine OEM parts, repair, and calibration) to the TPOC and COR for approval prior to proceeding with any repairs.
3.3.2 Repair Contingency Details:
3.3.2.1 The Government reserves the right to approve or disapprove the repair quote.
3.3.2.2 The Contractor shall not proceed with repairs until receiving written approval from the TPOC or COR.
3.3.2.3 If the unit is determined to be unrepairable, or if the repair quote is not approved by the Government, the Contractor shall return the unit “As Received” (unrepaired) to the Government at no cost for repair or calibration, accompanied by a detailed technical failure analysis report.
3.3.2.4 If the repair quote is approved by the Government, the additional repair cost shall be incorporated into the contract via a formal contract modification prior to the Contractor proceeding with repair work.
3.3.2.5 All repairs shall be performed using only genuine OEM parts from the manufacturer.
3.4 Repair (Only after written approval of the quote and contract modification)
3.4.1 The Contractor shall perform all approved repairs to restore the unit to full functionality. Upon completion of repairs, the unit shall be functionally tested to verify that:
3.4.1.1 The display is clear, legible, and fully operational
3.4.1.2 The alarm indicator functions normally (no longer continuously illuminated)
3.5 Calibrate
3.5.1 Calibration shall be performed only after successful repair of the unit and written Government approval.
3.5.2 The Contractor shall perform a full ISO/IEC 17025 accredited calibration on the repaired unit, including:
3.5.2.1 As-Found and As-Left data
3.5.2.2 Measurement uncertainties
3.5.2.3 Statement of direct traceability to NIST through an unbroken chain of calibrations
3.5.2.4 Compliance statement to ISO/IEC 17025
4. REPORTS AND DELIVERABLES
4.1 The Contractor shall provide the following documentation with the returned instrument:
4.1.1 A Certificate of Calibration that includes “As Found” and “As Released” data.
4.1.2 A detailed Repair and Evaluation Report containing:
4.1.2.1 Description of failure symptoms
4.1.2.2 Evaluation findings and root cause
4.1.2.3 Repair actions performed
4.1.2.4 Before and after test data
4.1.2.5 Functional test results
4.1.3 The Certificate and Report shall contain the following statements:
4.1.3.1 “Direct traceability through an unbroken chain of calibrations back to accepted references to the National Institute of Standards and Technology (NIST).”
4.1.3.2 “This calibration complies with ISO/IEC 17025.”
