About this file

This document is a Pre-Proposal Inquiry (PPI) Responses compilation containing 90 responses to contractor questions regarding a federal construction contract for tank containment berm removal and replacement work.

The project involves demolition of existing berms surrounding a storage tank, installation of a new reinforced geomembrane liner, and construction of replacement berms with specified dimensions and materials. Key project specifications include: a 4-inch concrete slab around the tank; 65 cubic yards of rock removal; up to 280 cubic yards of unsuitable material removal; a 3:1 slope ratio for berms (not 1:1 as initially detailed); 10 cubic yards of grout for void filling beneath the existing apron; and provision of 6 inches of topsoil in disturbance areas excluding new rock berm locations. The liner system consists of a 12-ounce nonwoven geotextile cushioning layer beneath the primary liner, with protective sand and aggregate cover above. No soil or groundwater contamination is known at the site, and no Stormwater Pollution Prevention Plan is required as project land disturbance is less than 10,000 square feet. The contract requires third-party testing for quality control, cost-loaded scheduling per specification 01 32 17.00 20, mandatory field office facilities, and allows qualified personnel to serve dual roles as superintendent/QC manager/SSHO. Security fencing modifications include provisions for Tower Street access with manual gate installation, and contractors may reuse excavated soils for new berm construction. The proposed contract duration is 540 days, though responses indicate government access to the tank area will be maintained throughout construction without anticipated impedance to berm activities.
