About this file
This document is a Statement of Work (SOW) for an Aviation Data Service to be provided to the Government Accountability Office (GAO).
The SOW outlines the requirements for the data service, which must be a commercially available off-the-shelf online product. The data requirements include worldwide airline schedule data, U.S. Department of Transportation (DOT) data such as T-100, DB1B, and Form 41, as well as current fleet data for airlines serving the U.S. market. The online platform must provide capabilities to view, sort, filter, and output subsets of the data, with flexible time series options. Technical support and documentation must be provided, and GAO requires the ability to store data exports, publish summary statistics and graphics, and cite the data source in their reports. The deliverables include providing access to four user accounts, initial account setup support, and ongoing technical and customer support. The period of performance is from the date of award through October 7, 2024.
The related federal contract opportunity is for an Aviation Data requirement by the Government Accountability Office, with a solicitation number of 05GA0A25Q0002. The agency is the GAO Acquisition Management office, a civilian agency. Examples of GAO's analytic findings using this type of data are available on their website.

Statement of Work Aviation Data Service
October 7, 2024
Statement of Work: Aviation Data Service
Section 1: Background
The Government Accountability Office (GAO) is an independent agency that carries out audit, evaluative and investigative assignments in addition to providing legal analyses to Congress. GAO performs work at the request of Congress and under the Comptroller General’s authority. In carrying out its work, GAO analyzes and evaluates executive branch agency programs.
GAO often needs data service resources to provide documentary or quantitative evidence to support analytic findings. Examples of these analytic findings are found on the agency’s web site: https://www.gao.gov.
Section 2: Purpose
GAO requires a data service on the aviation industry in the United States to support congressionally requested and mandated studies.
Section 3: Requirements
The data service must be a commercially available off-the-shelf online product with data, tools, and support for four user accounts as described below.
A. Data The online database must include at minimum the following data:
1. Worldwide airline schedule data for all airlines that serve the US market, to include the current week’s schedule (where “current” is any given time during the period of performance) and the schedules for at minimum a rolling six-month window following the current week, with estimates of schedules for carriers who have not filed with DOT. This airline schedule data must be updated at least weekly.
2. U.S. Department of Transportation (DOT) T-100, DB1B, and Form 41 data, for all airlines which report that data to DOT, going back to January 2005. This data must be available in the database no more than one month after it is publicly posted by DOT. T-100, DB1B, and Form 41 data sets must include all data elements included in the underlying DOT data sets. DB1B data must distinguish between operating carrier and marketing carrier. DB1B data must include estimates of net Origin & Destination fares, in addition to the gross fares reported in the raw data.
3. Current fleet data (where “current” is any given time during the period of performance) for all airlines that serve the US market. This fleet data must https://www.gao.gov/ be updated weekly or monthly. Data must be available at the level of airlines and at the level of individual aircraft. For aircraft-level fleet data, data elements must include operating airline, owner, manufacturer, type, build date, registration, serial number, and current status.
B. Online tools The vendor’s platform must provide the following capabilities across all datasets noted above in Section 3.A:
1. Ability to view, interact with, sort, and filter data within the online platform.
2. Ability to output subsets of the data.
3. Ability to document the parameters specified for data pulls or outputs.
4. Flexible time series options for each data set that cover the full time range specified for that data set above.
o Flexible time series options for schedules data must cover a rolling six month window from current (where “current” is any given time during the period of performance), as well as shorter periods within that six month window.
o Flexible time series options for T-100-, DB1B-, and Form 41-derivd data sets must cover January 2005-present, as well as shorter periods within that range.
5. Reports and data pulls must output in Excel (.csv) and plain text formats, at minimum.
C. Support
1. Technical support must be available by email and either telephone or videoconference to troubleshoot technical problems of access, downloading, and use of data service.
2. Vendor must provide access to: user manuals; definitions of data fields and value codes; documentation of data sources; and documentation of assumptions, information sources, and any data cleaning processes underlying products.
D. Permissions for Usage and Publication
To facilitate usage of the data and adherence to GAO’s audit documentation policies, we require the ability to store all exports from the vendor’s platform in GAO’s records management system.
The vendor must allow GAO to:
1. Publish or present summary statistics from statistical models that include the data.
2. Publish or present graphics based on the data.
3. Cite to the data source in the methodology section of any publicly released report which relies on analyses of this data. Discussion of the data source in the methodology section may include a broad description of the data, how it relates to the overall aviation industry, and any findings regarding the data’s reliability that are relevant to the report.
4. Share the findings based on the data in GAO publications and in testimonies before Congress.
Section 4: Deliverables
In addition to the recipients of the four user accounts, the deliverables must be sent to the Contracting Officer Representative (COR), the Contracting Officer (CO), and the Contract Specialist (CS). The COR, CO, and CS will not need the user accounts but will need to ensure all deliverables are met in a timely manner.
