Government Accountability Office Construction Services
Solicitation RFQ #: 05GA0A22Q0023 April 2022
QUESTIONS and ANSWERS
NOTE: QUOTATIONS DUE DATE: Request submission of your Quotation as soon as possible, but no later than Friday May 20, 2022 at 1:00 PM EST via email to Ada Williams at williamsa2@gao.gov as detailed in the Instructions to Quotation Section of this document.
1. QUESTION: Is this project still open for bids? GAO IDIQ CONSTRUCTION SERVICES
CONTRACT?
ANSWER: Yes
2. QUESTION: The RFQ indicates that pricing will be evaluated per FAR 8.4 (Federal Supply Schedules). Is a GSA Schedule required to submit qualifications for this contract?
ANSWER: No, GSA Schedule is not required to submit qualifications for this contract.
SAM record is required to submit a quote.
3. QUESTION: If not, what pricing will be submitted (GCs and Fee, or hourly wages)?
ANSWER: Pricing is not required for this proposal. However, pricing will be requested after award when each IDIQ task order is issued.
4. QUESTION: Finally, will pricing be submitted on May 16, 2022 with the balance of the proposal or will there be a Step 2?
ANSWER: No. Please refer to Questions 2 & 3 above.
5. QUESTION: RFI: For Factor 1-Professional Qualifications, (7) Cost Estimator, it says "Certified AACE, ICEC, PCEA, or equivalent; provide licensure/certification number and date".
Please confirm if a certification from the American Society of Professional Estimators set by the National ASPE Educational Board is an acceptable certification?
ANSWER: Yes
6. QUESTION: Is there an incumbent contractor currently performing these services? If so, could I please find out the contractor name and contract number? Any information is greatly appreciated.
ANSWER: No
7. QUESTION: Two Modifications were released on March 22, 2022 via sam.gov, however, the purpose was unclear. Could you please clarify the reason of the posting?
ANSWER: The title was edited to include ‘solicitation’.
8. QUESTION: Volume I, SF-1442, page 1 of 44, box 13b, requires an offer guarantee.
Question: Please confirm a bid bond is required. If so, please provide the amount and percentage (i.e. $3,000,000/20%).
ANSWER: No, the RFQ has been amended.
9. QUESTION: Volume I, page 8 of 44, “AND”, item #3, Company History/Track Record/Organizational Chart. Information and criteria response specific to item #3 is not found.
Factor #1, Part A, includes language “….must be shown on the organizational chart.” Question:
Please clarify the requirements of Item #3, Company History/Track Record/Organizational Chart, including page limitation, description of the requirements of the Subparts, and evaluation criteria.
ANSWER: Under L2. CONTENT OF SUBMITTAL, numbers 1 – 5 are not included in the page limitation.
10. QUESTION: Volume I, page 13 of 44, note #1, Interviews with Highest Ranked Construction Firm, Note:. Note references Volume II as a requirement of the submission and failure to provide will disqualify consideration for award. Question: Please provide required information for Volume II.
ANSWER: Disregard reference to Volume II. Solicitation has been amended.
11. QUESTION: Volume I, page 12 of 44, Factor #3 – Work Management. Question: What is the page limitation for Factor #3?
ANSWER: The entire Volume I page limitation is 30 pages.
12. QUESTION: Volume I, page 12 of 44, Factor #4 – Capacity to Accomplish the Work.
Question: What is the page limitation for Factor #4?
ANSWER: See Answer to Question #11 above.
13. QUESTION: Volume I, page 11 of 44, Factor #1, Part A, item #6, Safety Manager.
Question: Is a specific OSHA certification and/or level required? Please verify (i.e. OSHA 30, OSHA 500, OSHA 510).
ANSWER: OSHA 30.
14. QUESTION: RFI : In the solicitation, page 6 of 44, Section L1. Instructions to Vendors, it states "GAO intends to make multiple IDIQ awards for Construction Services, Time and Materials Hourly Rate award to the responsive and responsible contractors whose quotation will represent the Best Value to the Government." Also, on page 14 of 44 of the solicitation, Clauses Special Clauses, it states rates will be negotiated for each 12-month period of the contract.
14a. Question 1: Will the Government please provide a format or template for how the Offeror is to provide pricing for time and materials hourly rates for the overall contract. We understand Section 1 Continuation Sheet of the SF1442, but it's unclear what is required.
ANSWER: After Contractors are selected by this solicitation, future task orders will be awarded based on lowest price technical acceptable criteria or best value. There will be no T&M contract. Solicitation has been edited to reflect this.
14b. Question 2: Will the Government please clarify what positions (Program Manager, Project Manager, Superintendent etc.) and materials are expected to be quoted relating to pricing for time and materials for the overall contract.
ANSWER: The Contractor is to demonstrate roles and responsibilities of those positions for government to review. There will be no T&M pricing required for the quotes. The Solicitation document has been amended.
15. QUESTION: SF1442 box 13.a states Sealed offers in original and 2 copies to perform the work required are due at the place specified in item 8. Page 5 of 44, “QUOTATIONS DUE DATE” requests submission of Quotation via email. Please confirm the bid submission can be emailed.
ANSWER: Yes, bid submission can be emailed as stated under ‘Section 1 Basis for Award.’ The Solicitation document has been amended.
16. QUESTION: A Volume II is mentioned on Page 7 of 44, but only the contents of Volume I are discussed. Please confirm if there is a Volume II to this solicitation, and if so what are its contents ANSWER: Please refer to the Answer for Question 10 above.
17. QUESTION: Page 7 of 44, Section L.2.2., “All files shall be compatible with Microsoft Office Products”. Please confirm Offerors can submit their proposals as PDFs.
ANSWER: Yes. However, all spreadsheet must be in MS-Excel.
18. QUESTION: Section 3, Pages 42-44 of 44, Attachment 6 The Scope of Work only discusses in detail the work in the Headquarters in DC. Please identify in detail the scope of work for the field offices located outside of DC.
ANSWER: It often will be tenant fit-out, including MEP.
19. QUESTION: A price proposal is not identified in the solicitation, but on Section 1 – Continuation Sheet there are Supplies and Services listed, does the Offeror need to supply pricing for these? If so, please clarify pricing requirements.
ANSWER: No. Only during construction task order RFQ.
20. QUESTION: The SF 1442 identifies that an offer guarantee is required but is not elaborated in the solicitation. Please confirm if an offer guarantee is required with the solicitation and if so, to what amount should Offerors make the offer guarantee.
ANSWER: An offer guarantee is explained in section 4, Contract Administration, of the attachment 6.
21. QUESTION: Volume 1, Section M, Technical Factors Factor #1 Part A.7 – Please confirm a Cost Estimator with adequate experience certified in RS Means estimating is acceptable.
ANSWER: Yes, He/she must be familiar with current market cost and past similar projects.
22. QUESTION: Professional Qualification requirements for (2) Construction Manager and (4) Scheduler state to “Provide licensure/certification.” Can GAO clarify which licensure/certification(s) are required? Factor #1 – Professional Qualifications Page: 11 of 44.
ANSWER: Provide certification if he/she has taken any training course and certified from any professional organizations.
