TAPERED ANECHOIC CHAMBER (TAC) IMPROVEMENTS

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Weapons Control and Integration

Department (H), Asymmetric Systems Division (H10) requires the Tapered Anechoic Chamber (TAC) in Building 1400 for operational improvements to continue serving as a critical test facility for

NSWCDD, the Navy, and across the Department of Defense (DoD). In continuous use since 1973, the

TAC has seen a deterioration in several critical test components that date back to the original chamber build. Installing modern Commercial Off the Shelf (COTS) chamber components will increase usability, versatility, and ability to satisfy future electromagnetic test requirements. These operational improvements will help provide Quick Reaction Capability (QRC) prototyping against asymmetric threats and fleet antenna support across a variety of ship classes. Without operational improvements, the Tapered Anechoic Chamber (TAC) will have reduced capability to support test requirements.

2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS

3.1 The Contractor shall provide fully functional chamber improvements ensuring the chamber downtime does not exceed three (3) months. The Contractor shall be responsible for all aspects of implementation, system design, engineering, drafting, and any other discipline needed to successfully complete the improvements.

3.1.1 The Contractor shall host bi-weekly meetings with document reviews and design reviews.

(CDRL A001).

3.1.1.1 The Contractor shall coordinate with the TPOC and establish one of the bi-weekly meetings as the System Requirement Review (SRR). (CDRL 0003)

3.1.1.2 The Contractor shall coordinate with the TPOC and establish one of the bi-weekly meetings as the Technical Interchange Meeting (TIM). (CDRL 0003)

3.1.1.3 The Contractor shall coordinate with the TPOC and establish one of the bi-weekly meetings as the Preliminary Design Review meeting (PDR). (CDRL A003)

3.1.1.4 The Contractor shall coordinate with the TPOC and establish one of the bi-weekly meetings as the Critical Design Review meeting (CDR). (CDRL 0003)

3.1.2 Upon completion of chamber improvements, the Contractor shall provide a final report summarizing all improvements, along with quantitative measurements demonstrating chamber improvements and recommendations for future improvements to the chamber that could enhance capability and efficiency (Applicable Document 2.6), (CDRL A004).

3.1.2.1 The Contractor shall document the improvement process (Applicable Document 2.7), (CDRL A003).

3.2 The Contractor shall be responsible for replacing all anechoic absorber and treatments throughout Building 1400 TAC.

3.2.1 The Contractor shall be responsible for designing and documenting of new anechoic absorber treatment. (CDRL A002, CDRL A003).

3.2.1.1 The new anechoic absorber treatment shall meet or exceed the original specifications for the old absorber, which are varying shapes (pyramidal, wedge, walkway, etc.) and sizes (SFC-18, SFC-

72, etc.) of Cuming absorber that meets Naval Research Lab (NRL) specifications. (Applicable

Documents 2.3, 2.4, 2.5)

3.2.1.2 The new anechoic absorber design shall meet or exceed the existing frequency range, quiet zone size, and reflectivity performance (Applicable Documents 2.1, 2.3, 2.4, 2.5).

3.2.2 The Contractor shall receive concurrence from NSWCDD on the new anechoic absorber design.

3.2.3 The Contractor shall be responsible for removing and disposing of old anechoic absorber treatment, along with rigging for all activities.

3.2.3.1 The Contractor shall ensure chamber surfaces are thoroughly cleaned of old absorber and adhesive residue and prepared for installation of new absorber treatment.

3.2.3.2 The Contractor shall identify any concerns with chamber surfaces and notify NSWCDD personnel for resolution.

3.2.3.3 The Contractor shall identify unused items, such as old cable runs, while providing for improved solutions if available.

3.2.4 The Contractor shall be responsible for providing and installing of new anechoic absorber treatment, along with rigging for all activities.

3.2.4.1 The Contractor shall install a new vapor barrier.

3.2.5 The Contractor shall paint all absorber blue other than the tips and an American flag onto the absorber covering a side wall considering Executive Order No. 10834; the size should follow the aspect ratio requirements (such as 10ft hoist x 19ft fly) ensuring proper paint for the material is utilized while providing any associated performance impact.

3.3 The Contractor shall be responsible for replacing the Azimuth-over-Elevation (AZ/EL) positioner inside Building 1400 TAC.

3.3.1 The Contractor shall be responsible for designing and documenting the new AZ/EL positioner and any required support structure (CDRL A003).

3.3.1.1 The new AZ/EL positioner shall meet or exceed the original specifications for the old

AZ/EL positioner, which is a Scientific-Atlanta SA53230 AZ/EL positioner. (Applicable Document

2.2)

3.3.1.2 The new AZ/EL positioner shall include a Radio Frequency (RF) rotary joint that supports

DC-18 GHz with SMA or 3.5mm connectors.

3.3.1.3 The new AZ/EL positioner shall include a slip ring assembly that supports 50 contacts.

3.3.1.4 The new AZ/EL positioner shall include the necessary motor cables and any other necessary hardware.

3.3.2 The Contractor shall receive concurrence from NSWCDD on the new AZ/EL positioner and any required support structure design.

3.3.3 The Contractor shall be responsible for removing and disposing of the old AZ/EL positioner and any required support structure, along with rigging for all activities.

3.3.4 The Contractor shall be responsible for providing and installing the new AZ/EL positioner and any required support structure, along with rigging for all activities.

3.3.4.1 The Contractor shall be responsible for integrating, aligning, and tuning the new AZ/EL positioner.

3.3.4.2 The Contractor shall be responsible for testing, proper functionality, and full integration of the AZ/EL positioner with existing equipment and systems. (CDRL A004) (Applicable Document 2.8)

3.4 The Contractor shall price additional options for improving Building 1400 TAC as follows:

3.4.1 The Contractor shall provide an option to repair and/or replace all five (5) shielded doors to the anechoic chamber to be executed within a four (4) year optional period.

– Shielded double door approximately 62 in (W) x 86 in (H)

– Shielded double door approximately 62 in (W) x 86 in (H)

– Shielded single door approximately 37 in (w) x 87 in (H)

– Shielded double door approximately 122 in (W) x 122 in (H)

– Shielded single door approximately 37 in (W) x 84 in (H)

3.4.2 The Contractor shall price an option to replace the transmit mast and its polarization roll head within a four (4) year optional period.

– Fiberglass mast and associated support structure

– Rotary joint, DC-18 GHz, SMA or 3.5mm connectors

– Installation, integration, and alignment

3.5 The Contractor shall coordinate with the technical points of contact identified below to complete this work.

4.0 DATA DELIVERABLES

4.1 The Contractor shall provide data IAW CDRL A001;

4.2 The Contractor shall provide data IAW CDRL A002;

4.3 The Contractor shall provide data IAW CDRL A003;

4.4 The Contractor shall provide data IAW CDRL A004;

6.0 SECURITY

The work to be performed under this contract is unclassified.

7.0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). Anticipated travel is as follows:
