About this file

This is a Statement of Work for the replacement of one or both High Seachest 30" Seawater Valves (SW-V-1 and/or SW-V-2) aboard the USNS Alan Shepard. The work involves unbolting and removing existing Crane Valve Model 30BG677315 valves (approximately 350 lbs each, 64"L x 48"W x 7"D) located in the Main Machinery Room, and installing replacement valves furnished by the government. The contractor must attend coordination meetings with ship's force and dive operators to determine which valve(s) require replacement, ensure proper pipe alignment with valve disc in near-closed position, and perform bolt torquing between 150-500 ft-lbs in a star configuration pattern to ensure watertightness without exceeding maximum torque limits. The work item references MSC Tech Manual T6435-CN-MMC-010 for Motor Operated Valves and requires compliance with General Technical Requirements 1-7, 22-24, 28, and 29.

The contractor must furnish fastening materials, with options to supply either cap screws or studs and nuts in Grade 8, yellow zinc finish (quantities vary based on one or two valve replacement). Government-furnished materials include one 30" lugged valve and government-furnished services include divers to cofferdam the high sea chest. All unused contractor-supplied materials must be returned to ship's force. The contractor must conduct an operational test with ship's force to demonstrate valve effectiveness and comply with all high-voltage electrical safety protocols, as the T-AKE class vessel uses non-standard electrical color coding where all cables must be tested and verified de-energized prior to work commencement.

NOTES

The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.

1.2 This ship contains high voltage (hv) electrical systems. Obey all posted and verbal instructions regarding safety and exclusion from high voltage areas. At no time approach, work on, or enter a high voltage area without proper authorization.

The T-AKE class electrical color coding does not follow the consistent color scheme. The ship is known to have current carrying conductors colored green, blue, black, and white. Assume all electrical cables are energized until tested and proven otherwise. Test all electrical cables to ensure they are de-energized prior to working on the item.

QUALITY ASSURANCE REQUIREMENTS: None additional

STATEMENT OF WORK REQUIRED

Provide and operate equipment and supply all services and assistance to accomplish the replacement of the strainer isolation valve SW-V-1 (or SW-V-2)

1.3 Attend all meetings with ship’s force and the dive operators to discuss tag-out of the system prior to removal of valves. Ship’s force and divers will be troubleshooting which of the isolation valves (or if both) are leaking by.

1.4 When determination of which valve is leaking by has been made, the contractor shall replace the leaking valve (SW-V-1, 2 or both) with the valve(s) provided by the ship Unbolt, remove, and rig out existing valves. Retain mounting hardware for re-installation if the hardware is in usable condition. Reuse of hardware can only be done with the permission of the Port Engineer or Chief Engineer.

When replacing valve, ensure pipes are aligned and valve disc is in an almost-closed position

Do not overtighten bolts. Bolts are required to be tightened in a star configuration. Use this figure as guidance for order of tightening. Torque bolts between 150-500 ft-lbs. and ensure watertightness. Do not exceed 500 ft-lbs. of torque.

This diagram shows typical thread engagement of lug body bolts using cap screws or stud & nut configuration.

Perform operational test with ship’s force, to demonstrate the effectiveness of the new valves.
