About this file
This file is a Small Business Procurement Initiative letter from the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Administrative Services, addressed to small business owners regarding contracting opportunities with the Commonwealth of Pennsylvania. The letter outlines the agency's commitment to promoting the participation of Small Businesses (SBs) and Small Diverse Businesses (SDBs) on eligible solicitations. The initiative allows certified vendors to participate as prime contractors, subcontractors, suppliers, and professional service providers across multiple procurement categories including goods, services, information technology, and construction. The related contract opportunity references a specific procurement by the Bureau of Forestry at Tuscarora State Forest for one all-welded aluminum skid-mounted herbicide sprayer equipped with a 50-gallon HDPE PCO tank and boom buster spray rack with a Reese-style hitch.
To qualify as a Small Business under this program, a vendor must self-certify that it is a for-profit, independently owned United States business that is not dominant in its field of operation, employs no more than 100 full-time equivalent employees, and does not exceed three-year average gross revenues of $47 million regardless of business type. Small Diverse Business certification requires initial SB self-certification followed by submission of current certification from approved third-party certifiers to the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). Eligible businesses may compete for contracts reserved exclusively for small businesses under the Commonwealth's Small Business Reserve program, which is race and gender-neutral. Additional information and step-by-step guidance for self-certification is available through BDISBO at (717) 783-3119 or gsbdisbo@pa.gov.

Dear Small Business Owner:
The Department of Conservation and Natural Resources is focused on proactively promoting the use of Small and/or Diverse Businesses on eligible solicitations with our agency.
The Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) has created a process with which eligible vendors can become selfcertified as a Small Business (SB) and verified as a Small Diverse Business (SOB). Once selfcertified, vendors can be considered for contract award opportunities with the Commonwealth of Pennsylvania that are specifically tailored for SBs and SDBs.
These programs allow SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. Opportunities are available with the Commonwealth for goods, services, IT, and construction.
In addition, eligible businesses may compete for contracts reserved solely for small businesses under the Commonwealth's Small Business Reserve program, a race and genderneutral program open to all businesses that are SBs or SDBs.
In order to qualify as a Small Business (SB), a vendor must selfcertify that they meet the following requirements:
• The business must be a forprofit, United States business.
• The business must be independently owned.
• The business may not be dominant in its field of operation.
• The business may not employ more than 100 fulltime equivalent employees.
• The business may not exceed threeyear average gross revenues of $47 million, regardless of business type.
In order to qualify as a Small Diverse Business (SDB), a business must first selfcertify as an SB, then submit current certification from a variety of approved third parties to BDISBO.
For an overview of the program, stepbystep guide on how to selfcertify as a Small Business, and pertinent resources, please visit:

Should your business fall under these requirements, we strongly encourage you to register.
If you have any questions about the program, do not hesitate to contact BDISBO; they are reachable by phone at: (717) 7833119 or by email at: gsbdisbo@pa.gov.
Thank you for your continued support and interest in Commonwealth business opportunities!
Sincerely, Xia Wang Director Bureau of Administrative Services
