Justification and Approval (J&A 2520) Summary

This is a Justification and Approval (J&A) document for extending seven Indefinite Delivery/Indefinite Quantity (IDIQ) construction contracts without full and open competition. The Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT) at Camp Lemonnier, Djibouti (CLDJ) seeks to extend contract ordering periods for N3319119D0831, N3319119D0832, N3319119D0833, N3319119D0834, N3319119D0835, N3319119D0836, and N3319120D9000 from September 27, 2025 to September 27, 2026. The contracts provide streamlined competitive design-build and design-bid-build construction services for renovation, repair, demolition, waterfront, airfield, and infrastructure works at CLDJ and supported locations including Chabelley Airfield in Djibouti and Camp Simba and Manda Bay in Kenya. No additional capacity or contract value is being added. The extension covers nine mission-essential projects with a combined estimated cost of approximately $26.5 million, including projects such as hydrochloric acid tank ventilation, roof access ladder repairs, micro grid creation, SCADA installation, solar heat system retrofit, groundwater monitoring wells, generator upgrades, multi-use facility construction, and HVAC system installation.

The justification for sole-source extension is based on 10 U.S.C. 3204(a)(1), citing that only the incumbent contractors can perform the required services without unacceptable delays. The current contract period ends September 27, 2025, while the follow-on Multiple Award Construction Contract (MACC) is anticipated for award in the third quarter of Fiscal Year 2026. A Sources Sought notice posted on June 25, 2024 received responses from interested firms, but the two-step design-build procedures required by FAR 36.3 cannot result in new awards sooner than the follow-on contract. The extension serves as a bridge action to maintain service continuity, preserve existing pre-qualified contractors' capabilities, reduce administrative burden, and enable completion of the contract's remaining capacity of $26.5 million. The follow-on MACC will be firm-fixed-price and procured under full and open competition to maximize competition.

J&A 2520

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT), Public Works Department (PWD), Camp Lemonnier, Djibouti (CLDJ).

2. Description of the Action Being Approved.

This Justification and Approval authorizes and approves the extension of the ordering periods of contracts N3319119D0831/N3319119D0832/N3319119D0833/N3319119D0834/ N3319119D0835/ N3319119D0836/ N3319120D9000 from 27 September 2025 to 27 September 2026. No additional capacity or value is being added to the contract.

3. Description of Supplies/Services.

These Indefinite Delivery/Indefinite Quantity (IDIQ) contracts provide streamlined competitive design-build and design-bid-build construction services to CLDJ, and supported locations including but not limited to the Chabelley Airfield in Djibouti and Camp Simba and Manda Bay in Kenya. Work primarily consists of renovation, repair, demolition, waterfront, airfields, and infrastructure works. This contract action is required to allow for the execution of construction projects aboard CLDJ, until the follow-on award of the replacement Multiple Award Construction Contract (MACC) is awarded.

The following mission essential projects require new task orders to be awarded under this IDIQ contract in order to meet the Navy’s operational requirements and cannot be delayed until the new MACC is awarded.

DEPARTMENT OF THE NAVY

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND EUROPE AFRICA CENTRAL

PSC 817 BOX 51

FPO AE 09622-0001

INDIRIZZO ITALIANO:

Viale Porto, Box 51 Aeroporto Capodichino 80144 Napoli, Italia

The incumbent contractors are the only sources capable of performing the required services without unacceptable delays and disruption of services. These contracts allow for a streamlined process for the execution of numerous, commonly encountered construction projects in an efficient and effective manner by reducing unnecessary levels of engineering and contract procurement time while reducing overall project costs. Without this vehicle, there is imminent risk of requirements being unmet and/or significantly delayed over the coming FY if each must be developed and competed as individual stand-alone contracts or postponed until the subsequent contracts are awarded. The extended delay or cancellation of such a large number of known and unknown future requirements will jeopardize the command’s mission to support the warfighter.

Absent a bridge action to extend the term of this contract the Public Works Department will lose this tool to execute requirements while the follow-on contract is competed and awarded. This in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions of the Installations supported Commands.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

NAVFAC EURAFCENT considered the use of stand-alone contracts, to be competitively awarded, to execute planned projects; however, there is not sufficient time or capacity to solicit and award multiple new stand-alone contracts to meet the needs of the PWD and requiring activities. Furthermore, NAVFAC EURAFCENT considered using other existing contracting vehicles as an alternative, but the value and complexity of these projects are outside the scope of these contracts.

As detailed above, NAVFAC EURAFCENT posted a sources sought notice in SAM.gov on 25 June, 2024 seeking sources with experience performing sustainment, restoration, and modernization projects; alteration; demolition; repair; and new construction or expansion of any type of facilities or real property assets, including waterfront or airfield facilities with an estimated value of between $500,000 to $5,000,000. responses were received by the closing date of 09 July 2025.

The result of the sources sought notice demonstrates that there are other potential sources that could perform construction work aboard CLDJ. However, even if NAVFAC EURAFCENT were to provide an opportunity to on-ramp additional contractors to the current MACC, or execute stand-alone contracts, the two-step design-build selection procedures required by FAR subpart 36.3 would not result in any new awards sooner than the award of the follow-on.

In accordance with FAR 6.305, the approved J&A shall be posted in the government-wide point of entry on SAM.gov within 14 days after award of the bridge contract.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the additional projects awarded under this extension period will be awarded at a fair and reasonable price.

8. Actions to Remove Barriers to Future Competition.

NAVFAC EURAFCENT is the Procuring Contracting Office for the follow-on contract, which is anticipated for award in Q3 FY26. Currently, the procurement is in the pre-award stage of reviewing proposals but will not be awarded in time to accommodate early FY26 projects. The follow-on MACC will be firm-fixed-price, procured under full and open competition maximizing competition to the greatest extent possible.
