About this file

This document is a Single Source Justification (SSJ) for the Western Area Power Administration (WAPA), a Department of Energy agency in the Sierra Nevada Region, seeking to procure a brand-name Siemens 550KV Extra High Voltage (EHV) Circuit Breaker Bushing Replacement. The justification details the critical need for an exact replacement bushing from the original equipment manufacturer (Siemens) due to specific technical requirements, including electrical insulation, fit and compatibility, mechanical strength, reliability, and safety standards.

The procurement will be a firm fixed-price contract, with the primary rationale for sole-source procurement being the specialized nature of the high-voltage substation circuit breaker component. The document explicates five key reasons why only a Siemens-manufactured bushing can meet the technical specifications, emphasizing that the bushing is a critical component of the transmission grid reliability and requires precise electrical and mechanical properties that can only be guaranteed by the original manufacturer.

Single Source Justification Western Area Power Administration (WAPA) FAR 13.106-1(b)(1), Simplified Acquisitions

Siemens 550KV Extra High Voltage (EHV) Circuit Breaker Bushing Replacement

1. Identification of the agency and the contracting office.

Department of Energy, WAPA, Sierra Nevada Region (SNR)

2. Description of supply or service required to meet the agency’s needs.

Brand name purchase of Siemens equipment to replace the bushing on a high-voltage substation circuit breaker. The resultant contract will be firm fixed-price.

3. The rationale or circumstances for limiting competition.

The high-voltage substation circuit breaker requiring bushing replacement is Siemens branded and manufactured by Siemens. An exact bushing replacement is important for several reasons:

1. Electrical Insulation: The bushing in a high-voltage breaker serves as an insulator, providing critical electrical isolation between the live electrical components and the grounded metal parts of the breaker. Using an exact replacement ensures that the electrical properties (such as insulation resistance and withstand voltage) meet the required standards for safely handling the high voltage.

2. Fit and Compatibility: The bushing needs to match the original specifications in size, shape, and design to ensure proper installation. A mismatch can lead to mechanical stress, improper sealing, and potential failure of the equipment.

3. Mechanical Strength: The bushing must be able to withstand the mechanical forces that occur during the operation of the breaker, such as those from switching operations and fault conditions.

An exact replacement ensures the bushing has the same strength and durability as the original.

4. Reliability and Safety: The primary role of a bushing is to ensure reliable operation and safety of the breaker. Using a non-exact replacement may compromise the breaker's performance, potentially leading to failures, safety hazards, or system downtime.

5. Manufacturer Standards: OEM (Original Equipment Manufacturer) bushings are designed to meet the specific standards and performance criteria of the breaker. Substituting an exact replacement can guarantee that these performance and safety standards are maintained.

Having Siemens provide the bushing is the best way to assure exact fit and electrical performance standards as the original. The high-voltage circuit breaker is located within a power substation, and therefore a critical component of overall transmission grid reliability.
