About this file
This technical specification details a 550-kV Extra High Voltage (EHV) composite bushing replacement for a power circuit breaker at Tracy Substation, issued by the Western Area Power Administration (WAPA). The specification requires a single Siemens-manufactured composite bushing with specific technical parameters, including IEEE 693 High Seismic Qualification Level, designed to withstand temperatures from -30°C to +50°C, wind loads of 100-MPH, and agricultural pollution/contamination levels.
The document outlines comprehensive requirements for the bushing, including detailed testing protocols, drawing and data submission guidelines, and optional on-site removal and installation services. The contractor must provide two sets of bushing drawings, parts identification lists, manufacturer's operation manuals, and test reports prior to shipment. The delivery location is the Tracy Substation in Alameda County, California, with specific contact persons for coordination. The government reserves the right to conduct a post-award factory meeting within one month of the contract award date.

The bushing and adapters shall be direct replacement for Tracy Substation 550-kV power circuit breaker SPS2-550kV-63-1. If the Government exercises the Optional Contract Line Item as described below in Section 3, the contractor shall have Siemens perform the work to replace the existing bushing with the new bushing and make all connections and preform all tests required to place the unit back into service. The Government intends to exercise this Optional Line Item if at time of bushing delivery construction is complete and no construction crew is available on site to install the bushing.
Bushing shall be composite. Composite type bushing shall consist of a core, housing, top mounting plate, bottom mounting plate, end fittings, flange cover assembly, guide pins, and all accessories as required to install the bushing on the existing Siemens power circuit breaker. The outer material shall resist formation of electrical tracking on the surface of the insulating material, resist cracking, prevent hydrolysis (chemical process leading to electrical or mechanical degradation), have electrical and mechanical characteristics as required for the application, provide the necessary creep distance, shall have a life comparable to what a porcelain bushing provides and withstand sunlight for the entire life of the equipment (resist ultra-violet radiation and pollution).
