About this file
This is a Solicitation Waiver Justification and Request Form submitted by the Nevada Department of Administration Purchasing Division for the Secretary of State. The request seeks approval for a sole source contract with Dominion Voting Systems to provide creation and development of election data for mock elections as part of the VREMS project implementation. The contract term is from 03/01/2025 to 12/31/2025, with the option to extend up to three additional years. The scope includes creating election data, ballot styles, test decks, and providing technical support for 15 of 17 Nevada counties that use Dominion voting equipment.
The total estimated value of the contract is $1,204,640 ($301,160 per year for 4 years), funded through General Fund BA 1051. The waiver is justified because Dominion's proprietary voting equipment can only be coded by Dominion Voting Systems, making them the sole vendor capable of providing these services. Previous related contracts include a $215,970 mock election support contract ending 12/31/2024 and a $66,990 mock election support contract ending 03/31/2024. The request notes that denial would prevent the VREMS project from meeting AB422 requirements and Nevada Revised Statutes 293 and 293B compliance needs.
