About this file

This document is an Addendum to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) for on-call water quality studies services in District 4. The addendum provides responses to inquiries received regarding the RFQ requirements. Specifically, the addendum clarifies that not all consultant team members are required to have a California Professional Civil Engineer license and Qualified SWPPP Developer (QSD) certification, but they must have the requisite education and 5 years of relevant experience. The addendum also confirms that preparation of permit applications is not a required service under this contract, contrary to the RFQ. Additionally, the addendum provides guidance on how to charge for consultant contract management and task order management activities, stating that these should be covered by the consultant's overhead rather than specific work breakdown structure (WBS) codes.

The addendum does not include any information on pricing terms, set-asides, incumbents, funding requirements, or other commercial details. It focuses solely on clarifying the technical and administrative requirements of the RFQ.

ADDENDUM NO. #2

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER #04A7117

A&E On-Call Water Quality Studies Services – District 4

The purpose of this Addendum is to provide responses to questions received.

Question 1: We are requesting clarification of the description under Section F. Water Quality Services Personnel Requirements, 5. Consultant Personnel and Team Member Qualifications (pages 17 and 18 of 42 of the RFQ). This section lists the Consultant team member’s minimum professional qualifications. Is it expected that all staff from the Consultant and Subconsultants are required to have a registered Professional Civil Engineer license in the State of California and the Qualified SWPPP Developer (QSD) certification? Does this mean we can’t include staff such as EITs, technicians, and environmental scientists in our SOQ?

Department Response:

No, it is not intended that all staff be licensed Professional Engineers and/or have QSD qualification. It is, however, required that staff have five (5) years of demonstrated experience and the requisite education/credentials for the involved tasks.

Question 2:

On page 5 of 42 of the RFQ, Section C. Required Services, 5.e states, “Prepare permit applications for submittal to State Water Resources Control Board/Regional Water Quality Control Boards (SWRCB/RWQCBs).” Is the Consultant team expected to help prepare permit applications for submittal to the SWRCB/RWQCBs or should this bullet point be removed to match the exclusion of work?

Department Response:

Preparation of permit applications is not a Required Service under this contract, consistent with Exclusion of Work (Scope of Work Section A.1; page 2 of 42).

Question 3:

In the absence of WBS code 100 for Project Management/Contract Management, what WBS code should be used for the Consultant Contract Manager, Task Order Managers, and Task Order Leads to charge for general monthly status meetings, team meetings, management of subconsultants, tracking of DBE goals, and other Contract Manager and Task Order Manager duties?

RFQ 04A7117 - Addendum No. 2 October 18, 2024

“Provide a safe and reliable transportation network that serves all people and respects the environment”

Department Response:

All efforts by Consultant Contract Managers, Task Order Managers, and Task Order Leads for activities such as general monthly status meetings, team meetings, management of subconsultants, tracking of DBE goals, and other Contract Manager and Task Order Manager duties should be covered by consultants’ overhead as they are integral to the overall management and support of the Contract. WBS activity 100 is specific to the Project Manager's responsibilities, not Consultant’s CM. Additionally, hours spent in any specific focus meetings with Caltrans on any project (meetings other than the regular consultant/Caltrans progress meetings) should be charged to the PA&ED or PS&E WBS accordingly.

All other terms and conditions of the original RFQ Notice dated 10/03/2024 and any addenda are unchanged.
