3. Description of Services or Supplies: The SAMARS Gas Chromatograph (GC) is a potential replacement of the of the CMS Research MINICAMS instrument for safety air monitoring and testing support in the Chemical Test Division (CTD). These portable GC’s are used for air sampling in coordination with other GC’s in laboratory settings.
Specifications required for the GC:
• Flame Ionization Detector (FID)/Dual Flame Photometric Detector (DFPD)
• Air sampling pre-concentrator trap capability with flow rate through the trap of at least
500mL/min
• Capability to add mass flow controller and collect flow data
• Oven programmable from ambient to 400℃
• Cycle time from injection to injection of 15 minutes or less
• Electronic pressure control (EPC) of gases
• Displayed control zones, valve status, temperature, pressure, and voltage.
• Built in data acquisition system
• GC chassis maximum 12” x 14” x 15” (width x height x depth)
• Instrument weight approximately 40 pounds or less.
• Alarm capability based on analyte response
For Actions without Options:
Delivery Date: 30 Days after contract award Total Value: $ 25,551.20
4. Authority: Select the appropriate authority below:
☒ FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Or, ☐ FAR 8.405-6(a)(1)(i)(A) Urgency ☐ FAR 8.405-6(a)(1)(i)(B) Only One Source is Capable ☐ FAR 8.405-6(a)(1)(i)(C) Logical Follow-on ☐ FAR 8.405-6(b)(1)Brand Name
Or, ☐ FAR 16.505(b)(2)(i)(A) Urgency ☐ FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable ☐ FAR 16.505(b)(2)(i)(C) Logical Follow-on ☐ FAR 16.505(b)(2)(i)(D) Minimum Guarantee ☐ FAR 16.505(a)(4) Brand Name
5. Reasons for Authority Cited:
a. SRI Instruments is a manufacturer that specializes in the customization of GC instruments. They have experience in building GC instruments to meet various customer needs. They have the expertise to build a GC that will meet the requirements need to support safety air monitoring as well as testing.
Specifically, being able to customize a fast desorbing trap for sample introduction as well as maintaining a small footprint and weight is something that they offer.
Other manufacturers do not offer an integrated desorbing trap system which is vital to meeting the low detection limits of safety air monitoring. Other GC manufacturers require a separate trap unit be purchased and used – which increases cost, footprint, weight, and complexity of installation. This is not practical as the instrument is routinely moved from lab/chamber for testing support. The SRI Instruments GC incorporates the trap as part of the GC unit, which allows for easier portability and footprint that can be used in the current lab space.
b. The SRI Instruments GC is being sought as a replacement to the MINICAMS instrument. The MINICAMS instrument is currently the method to support safety air monitoring and test support in the CTD. The MINICAMS instrument is being discontinued by the manufacturer. If an alternate instrument is not found and validated to perform safety air monitoring and testing support, the CTD will not be able to support testing.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☐ do not apply due to the $ threshold, ☒ apply and will be followed, or ☐ do not apply due to an exception at 5.202
Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A)
☐ Action is NOT a brand name restriction and is under $250K, no posting required.
☐ Action is a brand name restriction, under $25K, no posting required.
☒ Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.
☐ Action is a brand name restriction over $25K but will not be posted due to exception:
☐ FAR 6.305(f) ☐ FAR 8.405-6(b)(3)(iii)(A) ☐ FAR 8.405-6(b)(3)(iii)(B) ☐ FAR 8.405-6(b)(3)(iii)(C) ☐ FAR 16.505(a)(4)(iii(C)
7. Market Research: The CTD performed searches on the internet, attended technical and analytical conferences, reviewed market literature, and held discussions with analytical field technicians. Results of the market research showed very little in the options for portable GC systems and none with an onboard trapping system that can maintain the flow rates required for safety air monitoring. SRI Instruments was revealed as the sole provider that can customize a GC that will meet the requirements needed.
8. Other Facts: This requirement to purchase the SAMARS GC is to exclusively test the SAMARS GC for intended performance at DPG. Other Manufacturers GC’s, as identified as potential replacements, would be considered for testing also.
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
Richard Phan Chief, Chemical Analytical Branch
10. Contracting Officer Certification/Approval:
I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon publicly available price catalogs.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
Paul E. Frailey Contracting Officer
